為(wei)深入(ru)開展(zhan)安(an)全生產攻堅行動(dong),近期以(yi)來,玻纖集團以(yi)三個(ge)“強化”為(wei)切(qie)入(ru)點,全面排查、辨識、評估(gu)安(an)全風(feng)險,落(luo)實風(feng)險管(guan)控責(ze)任,夯實安(an)全管(guan)理基(ji)礎(chu),構建起安(an)全生產防(fang)護“堡壘”。
強化精益管理,提升標準水平
安全生(sheng)產是企(qi)業(ye)生(sheng)存發展的(de)基石。玻纖集團將(jiang)7S精益管(guan)(guan)理和車間、班組標(biao)(biao)準(zhun)化(hua)(hua)建(jian)設有(you)機結合(he),利用互聯(lian)網、物聯(lian)網技術(shu)手段,對安全風(feng)險(xian)管(guan)(guan)控措施進行梳理修訂,建(jian)立企(qi)業(ye)風(feng)險(xian)、隱(yin)患(huan)(huan)排查及標(biao)(biao)準(zhun)化(hua)(hua)評分標(biao)(biao)準(zhun)庫,按照(zhao)現場管(guan)(guan)理目(mu)視化(hua)(hua)、基礎(chu)管(guan)(guan)理標(biao)(biao)準(zhun)化(hua)(hua)要(yao)求,形成集風(feng)險(xian)分級管(guan)(guan)控、隱(yin)患(huan)(huan)排查治理、安全生(sheng)產標(biao)(biao)準(zhun)化(hua)(hua)管(guan)(guan)理“三(san)位一體”的(de)管(guan)(guan)理體系。同時(shi),根據生(sheng)產實際,制定(ding)完善(shan)應(ying)急救(jiu)援預(yu)案,做到由過去的(de)被動(dong)防事故向主(zhu)動(dong)防隱(yin)患(huan)(huan)轉變,實現了關(guan)口前移、預(yu)防為主(zhu)的(de)安全工(gong)作(zuo)格局(ju)。
強化現場管控,筑牢安全防線
“安(an)(an)全(quan)(quan)隱患無小(xiao)事”。該公司(si)始終遵(zun)循“全(quan)(quan)面兼顧,重點防范(fan),帶班在現場,解決在現場”的原(yuan)則,嚴格落實領導(dao)班子成員(yuan)蹲(dun)點值守(shou)和24小(xiao)時(shi)值班制(zhi)度,強化(hua)安(an)(an)全(quan)(quan)“網格化(hua)”管(guan)理,實行車間(jian)兼職安(an)(an)全(quan)(quan)員(yuan)制(zhi)度,突出(chu)薄(bo)弱(ruo)人員(yuan)、薄(bo)弱(ruo)時(shi)間(jian)、薄(bo)弱(ruo)地點“三(san)管(guan)控”。此外,根據生(sheng)產車間(jian)性質和特點,成立專項安(an)(an)全(quan)(quan)調查(cha)(cha)小(xiao)組進行自查(cha)(cha)自糾(jiu)、風(feng)險辨識,各安(an)(an)全(quan)(quan)調查(cha)(cha)小(xiao)組“因地制(zhi)宜(yi)”實施分(fen)類安(an)(an)全(quan)(quan)生(sheng)產指導(dao),合理有(you)序組織安(an)(an)全(quan)(quan)生(sheng)產,從(cong)嚴從(cong)實從(cong)細抓好安(an)(an)全(quan)(quan)生(sheng)產工作。
強化隱患排查,壓實管理責任
為強(qiang)化“安(an)(an)全(quan)(quan)(quan)(quan)(quan)生產(chan),人(ren)人(ren)有(you)責”安(an)(an)全(quan)(quan)(quan)(quan)(quan)理念(nian),該公司實施“地毯式”排查活動(dong)(dong),廣泛動(dong)(dong)員全(quan)(quan)(quan)(quan)(quan)員參(can)與“安(an)(an)全(quan)(quan)(quan)(quan)(quan)隱(yin)患(huan)隨手拍”活動(dong)(dong),主(zhu)動(dong)(dong)對身(shen)邊的安(an)(an)全(quan)(quan)(quan)(quan)(quan)隱(yin)患(huan)進行自主(zhu)排查整(zheng)改。嚴巡查重落實,對查出的各種安(an)(an)全(quan)(quan)(quan)(quan)(quan)隱(yin)患(huan)進行登記、建檔,按照“誰主(zhu)管(guan)(guan)誰負責”的原則(ze),掛牌督辦,定(ding)向“銷號”,定(ding)期開展“回頭看”行動(dong)(dong),時刻保(bao)(bao)持安(an)(an)全(quan)(quan)(quan)(quan)(quan)管(guan)(guan)理的高壓(ya)態(tai)勢。同時,對執行不力、整(zheng)改不到位(wei)的相關責任(ren)人(ren)和單位(wei)進行嚴肅處理,保(bao)(bao)持安(an)(an)全(quan)(quan)(quan)(quan)(quan)管(guan)(guan)理的高壓(ya)態(tai)勢,筑牢安(an)(an)全(quan)(quan)(quan)(quan)(quan)生產(chan)防線。(李國(guo)慶)
