“四個始(shi)終堅持”引領(ling)下(xia)的肥(fei)礦安(an)全生(sheng)產(chan)工作內涵(han)豐(feng)富,輔以上下(xia)思想統一(yi)、卓越執(zhi)行,使其(qi)更具生(sheng)命力、更富實(shi)效性(xing)。
(一(yi))始終堅持正(zheng)確的(de)理(li)念(nian)引(yin)領。在省(sheng)委省(sheng)政府和(he)能源集團(tuan)領導(dao)下,肥礦雖然(ran)通過改(gai)革重(zhong)組活了過來,但體(ti)量小、底子薄(bo)、負擔重(zhong)、造血(xue)能力差、質(zhi)量標準化(hua)欠賬大的(de)現狀(zhuang)并(bing)無質(zhi)的(de)改(gai)觀(guan),肥礦依然(ran)十分孱弱。尤其(qi)是(shi)安(an)(an)全(quan)(quan)生(sheng)產(chan)上(shang)(shang),更(geng)是(shi)出不(bu)得半點問題,否則就是(shi)滅(mie)頂之災(zai)、滅(mie)企之災(zai)。面對這種(zhong)現狀(zhuang),在安(an)(an)全(quan)(quan)生(sheng)產(chan)上(shang)(shang)我們不(bu)搞花(hua)架(jia)子,不(bu)提大口(kou)號,不(bu)多(duo)講(jiang)大道理(li),而是(shi)系統講(jiang)、反復講(jiang)“安(an)(an)全(quan)(quan)是(shi)穩中之穩”“端(duan)安(an)(an)全(quan)(quan)碗(wan)、吃安(an)(an)全(quan)(quan)飯(fan)、掙(zheng)安(an)(an)全(quan)(quan)錢”“安(an)(an)全(quan)(quan)是(shi)保(bao)家(jia)工程”等樸(pu)實(shi)、接地(di)氣(qi)的(de)安(an)(an)全(quan)(quan)理(li)念(nian),并(bing)利用近半年的(de)時間(jian)開展(zhan)“安(an)(an)全(quan)(quan)是(shi)穩中之穩”系列(lie)思(si)考(kao),配發10篇(pian)評論(lun)文(wen)章,每篇(pian)一(yi)個專題,引(yin)導(dao)職工深刻思(si)考(kao)“怎么端(duan)穩安(an)(an)全(quan)(quan)碗(wan)、吃好安(an)(an)全(quan)(quan)飯(fan)、多(duo)掙(zheng)安(an)(an)全(quan)(quan)錢”“怎么樹牢紅線(xian)(xian)意識、底線(xian)(xian)思(si)維”,把這些樸(pu)實(shi)的(de)安(an)(an)全(quan)(quan)理(li)念(nian)化(hua)作員工群(qun)眾最真實(shi)的(de)情感共鳴,成(cheng)為自覺行(xing)動。

(四)始(shi)終(zhong)堅持從(cong)嚴從(cong)實(shi)(shi)(shi)久(jiu)久(jiu)為功(gong)。堅持黨管(guan)安(an)(an)全(quan)(quan)(quan),落實(shi)(shi)(shi)“黨政同(tong)責(ze)(ze)、一(yi)崗雙責(ze)(ze)、齊抓共管(guan)、失責(ze)(ze)追(zhui)責(ze)(ze)”安(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)責(ze)(ze)任(ren)體系(xi),從(cong)嚴執行(xing)各層(ceng)級各崗位安(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)責(ze)(ze)任(ren)制(zhi)(zhi)(zhi),管(guan)在(zai)日常、嚴在(zai)經常,常態化(hua)、反(fan)復抓、抓反(fan)復,做到久(jiu)久(jiu)為功(gong)。一(yi)是(shi)按照“穩中求進(jin)、進(jin)中求安(an)(an)”工作總(zong)基調,對(dui)(dui)多(duo)年來行(xing)之有效(xiao)(xiao)的(de)安(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)工作制(zhi)(zhi)(zhi)度(du)(du)予以固(gu)化(hua),對(dui)(dui)安(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)“十個體系(xi)”“雙重(zhong)預防”機制(zhi)(zhi)(zhi)建(jian)設等(deng)(deng)有效(xiao)(xiao)做法予以繼(ji)承(cheng)和完(wan)善。二是(shi)成(cheng)立安(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)稽查(cha)(cha)(cha)小分隊,開(kai)展點穴式安(an)(an)全(quan)(quan)(quan)稽查(cha)(cha)(cha),補短板(ban)、抓“活魚”,解剖反(fan)面案例,倒追(zhui)倒查(cha)(cha)(cha)、向前追(zhui)溯,釋放(fang)嚴抓安(an)(an)全(quan)(quan)(quan)、持續(xu)從(cong)嚴的(de)鮮明信號(hao)。三是(shi)實(shi)(shi)(shi)施(shi)礦班子成(cheng)員(yuan)和安(an)(an)監處管(guan)理人員(yuan)安(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)履職量(liang)化(hua)考(kao)評,分別規定26項(xiang)、25項(xiang)量(liang)化(hua)考(kao)評項(xiang)目,每月(yue)對(dui)(dui)比分析、公開(kai)通報(bao)。四是(shi)開(kai)展會診式、幫扶式、準入式等(deng)(deng)特色(se)安(an)(an)全(quan)(quan)(quan)檢(jian)查(cha)(cha)(cha),提高(gao)檢(jian)查(cha)(cha)(cha)的(de)針對(dui)(dui)性、實(shi)(shi)(shi)效(xiao)(xiao)性。五是(shi)實(shi)(shi)(shi)施(shi)《安(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)通報(bao)》制(zhi)(zhi)(zhi)度(du)(du),突出(chu)主責(ze)(ze)主業和直接責(ze)(ze)任(ren)者(zhe),嚴格問題追(zhui)責(ze)(ze)考(kao)核;實(shi)(shi)(shi)施(shi)《安(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)聚(ju)焦》制(zhi)(zhi)(zhi)度(du)(du),聚(ju)焦內(nei)外(wai)部安(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)好經驗、好做法,正向引導,激(ji)發全(quan)(quan)(quan)員(yuan)創新活力。
三、兼容并蓄、典型引領,有效激發企業安全發展新活力
今(jin)(jin)年(nian)以(yi)(yi)來,肥(fei)礦(kuang)在(zai)“四個(ge)始終堅持”引領下,對(dui)(dui)(dui)(dui)內(nei)(nei)苦練安(an)(an)全(quan)(quan)生產管(guan)理(li)內(nei)(nei)功,對(dui)(dui)(dui)(dui)外積極(ji)對(dui)(dui)(dui)(dui)標(biao)學(xue)習、自我提(ti)(ti)升,安(an)(an)全(quan)(quan)生產工(gong)作(zuo)步入健康可持續發(fa)展(zhan)“快車道”。一(yi)是(shi)“安(an)(an)全(quan)(quan)是(shi)穩中之穩”成(cheng)為企業(ye)共識。安(an)(an)全(quan)(quan)是(shi)最(zui)大的(de)(de)(de)政治、最(zui)大的(de)(de)(de)業(ye)績、最(zui)大的(de)(de)(de)效(xiao)益(yi)、最(zui)好的(de)(de)(de)形象。年(nian)初,肥(fei)礦(kuang)下發(fa)的(de)(de)(de)第一(yi)個(ge)文(wen)件(jian)就(jiu)是(shi)安(an)(an)全(quan)(quan)1號文(wen)件(jian),召(zhao)開的(de)(de)(de)第一(yi)個(ge)大型(xing)會(hui)(hui)議(yi)就(jiu)是(shi)安(an)(an)全(quan)(quan)工(gong)作(zuo)會(hui)(hui),研究的(de)(de)(de)第一(yi)個(ge)事(shi)項就(jiu)是(shi)安(an)(an)全(quan)(quan)生產工(gong)作(zuo)。通過(guo)上(shang)半年(nian)的(de)(de)(de)嚴抓嚴管(guan),有(you)效(xiao)杜絕了重傷以(yi)(yi)上(shang)工(gong)傷事(shi)故。二是(shi)“掙錢就(jiu)掙安(an)(an)全(quan)(quan)工(gong)資”成(cheng)為全(quan)(quan)員(yuan)目(mu)標(biao)。今(jin)(jin)年(nian)以(yi)(yi)來,集團層面累計下礦(kuang)檢(jian)查(cha)(cha)1035人次,與去(qu)年(nian)同(tong)期(qi)基本(ben)持平;查(cha)(cha)處(chu)違章547起,同(tong)比(bi)降(jiang)低(di)12%;查(cha)(cha)處(chu)問題5162條(tiao),同(tong)比(bi)降(jiang)低(di)36%;考核罰款361622元(yuan)(yuan)(yuan),同(tong)比(bi)降(jiang)低(di)64.2%。上(shang)級(ji)煤監部(bu)門、能(neng)源管(guan)理(li)部(bu)門、地方監管(guan)部(bu)門對(dui)(dui)(dui)(dui)肥(fei)礦(kuang)總(zong)部(bu)及各(ge)礦(kuang)執法(fa)檢(jian)查(cha)(cha)46次,檢(jian)查(cha)(cha)頻(pin)次同(tong)比(bi)增(zeng)(zeng)(zeng)加50%,合計行政罰款同(tong)比(bi)降(jiang)低(di)11.4%。2019年(nian),在(zai)實現安(an)(an)全(quan)(quan)生產前提(ti)(ti)下,我們將力爭在(zai)崗(gang)職工(gong)年(nian)人均工(gong)資9.2萬(wan)元(yuan)(yuan)(yuan)、增(zeng)(zeng)(zeng)幅12%以(yi)(yi)上(shang),其中采(cai)掘(jue)職工(gong)力爭達(da)到月(yue)(yue)均工(gong)資過(guo)萬(wan)元(yuan)(yuan)(yuan)。三是(shi)“一(yi)提(ti)(ti)雙優增(zeng)(zeng)(zeng)雙效(xiao)”成(cheng)為生產自覺。上(shang)半年(nian),肥(fei)礦(kuang)整體回采(cai)工(gong)效(xiao)同(tong)比(bi)提(ti)(ti)升6.3%,掘(jue)進工(gong)效(xiao)同(tong)比(bi)提(ti)(ti)升8.05%;去(qu)年(nian)10月(yue)(yue)投(tou)產、今(jin)(jin)年(nian)3月(yue)(yue)停(ting)采(cai)的(de)(de)(de)白莊煤礦(kuang)9802薄煤層智(zhi)能(neng)化(hua)高(gao)效(xiao)綜(zong)采(cai)工(gong)作(zuo)面,直接工(gong)每班(ban)減少7人,人均工(gong)效(xiao)增(zeng)(zeng)(zeng)幅87.3%,每月(yue)(yue)減少人工(gong)成(cheng)本(ben)16.6萬(wan)元(yuan)(yuan)(yuan),顯(xian)示出“一(yi)提(ti)(ti)雙優”的(de)(de)(de)巨大威力。目(mu)前,梁寶寺(si)煤礦(kuang)大采(cai)高(gao)綜(zong)放智(zhi)能(neng)化(hua)工(gong)作(zuo)面已安(an)(an)裝(zhuang)完(wan)畢,正組織試運行。6月(yue)(yue)28日,我們在(zai)陳蠻莊煤礦(kuang)召(zhao)開了標(biao)準化(hua)暨“雙效(xiao)”提(ti)(ti)升推(tui)進會(hui)(hui),效(xiao)果(guo)良(liang)好。
