龍礦集團望田煤業:標準精細抓管理 技術創新鑄品牌

望田煤業(ye)是龍礦(kuang)(kuang)集團在(zai)山西投資建(jian)設的第三對礦(kuang)(kuang)井(jing),核定生產能力(li)120萬噸/年(nian)(nian)(nian),2011年(nian)(nian)(nian)7月開始技(ji)改,2014年(nian)(nian)(nian)建(jian)成(cheng)投產,2016年(nian)(nian)(nian)跨入特級(ji)高產高效(xiao)礦(kuang)(kuang)井(jing)序列,2018年(nian)(nian)(nian)6月順利通過(guo)國家一(yi)級(ji)安(an)(an)全(quan)生產標準化礦(kuang)(kuang)井(jing)驗收。2019年(nian)(nian)(nian)5月建(jian)成(cheng)山西省的第二個(ge)薄煤層智能化工作面。近年(nian)(nian)(nian)來,望田煤業(ye)以建(jian)設“安(an)(an)全(quan)高效(xiao)礦(kuang)(kuang)井(jing)”目標為(wei)引(yin)領,以精細化管(guan)(guan)理(li)(li)作為(wei)提升礦(kuang)(kuang)井(jing)高質量發展的第一(yi)選擇,創新(xin)開展精細管(guan)(guan)理(li)(li)模(mo)式,將精細化管(guan)(guan)理(li)(li)理(li)(li)念貫穿(chuan)整個(ge)安(an)(an)全(quan)生產經(jing)營(ying)管(guan)(guan)理(li)(li)的全(quan)過(guo)程,做到(dao)“事(shi)(shi)事(shi)(shi)有人管(guan)(guan)、人人有事(shi)(shi)管(guan)(guan)、管(guan)(guan)理(li)(li)有標準、操(cao)作有規范”的管(guan)(guan)理(li)(li)格(ge)局,形成(cheng)具有望田特色的精細化管(guan)(guan)理(li)(li)模(mo)式。

一、將(jiang)精細化(hua)融入安全管(guan)理,在打造價值認同和標準規范(fan)中引領安全發展

安(an)(an)(an)全是煤礦的(de)“天(tian)字號”大(da)事(shi)。我(wo)們(men)在加強京广航(hang)影视官方建設的(de)大(da)環境下,積極培育和發展以(yi)人為(wei)(wei)本,安(an)(an)(an)全為(wei)(wei)首的(de)安(an)(an)(an)全文化,以(yi)文化為(wei)(wei)引領,牢樹“一個(ge)理(li)念”,構建“三(san)個(ge)體系”,解決“三(san)個(ge)問(wen)題”,用文化鑄造安(an)(an)(an)全盾牌,形成精細(xi)化管(guan)理(li)共識(shi),實現了員工(gong)家庭(ting)幸福與企業經(jing)濟效益的(de)同(tong)步發展。

1.牢樹“一(yi)(yi)(yi)個理(li)念”。就是(shi)(shi)“讓標準(zhun)成(cheng)為(wei)習慣,讓習慣符(fu)合標準(zhun)”的標準(zhun)化(hua)理(li)念。一(yi)(yi)(yi)是(shi)(shi)做(zuo)到(dao)(dao)文(wen)化(hua)理(li)念培育與員(yuan)工(gong)(gong)(gong)價值行為(wei)的統一(yi)(yi)(yi)。把員(yuan)工(gong)(gong)(gong)的“良心(xin)活(huo)”提升為(wei)員(yuan)工(gong)(gong)(gong)的“規范活(huo)”,把員(yuan)工(gong)(gong)(gong)的感恩行為(wei)固(gu)化(hua)為(wei)操(cao)作標準(zhun),使精(jing)細管理(li)文(wen)化(hua)更容易、更自覺地(di)被廣大(da)員(yuan)工(gong)(gong)(gong)所理(li)解和接受。二(er)是(shi)(shi)做(zuo)到(dao)(dao)管理(li)目(mu)標與員(yuan)工(gong)(gong)(gong)需求的統一(yi)(yi)(yi)。在標準(zhun)管理(li)、規范管理(li)的基礎(chu)上,我們通過實施人本(ben)管理(li),引入親情(qing)元素,改善員(yuan)工(gong)(gong)(gong)心(xin)智模(mo)式,讓員(yuan)工(gong)(gong)(gong)在物(wu)質上受益(yi)、精(jing)神上滿足,使企業經營發展目(mu)標體現員(yuan)工(gong)(gong)(gong)的意愿(yuan),轉化(hua)為(wei)廣大(da)員(yuan)工(gong)(gong)(gong)的統一(yi)(yi)(yi)目(mu)標并愿(yuan)意為(wei)此去努力,做(zuo)到(dao)(dao)落實工(gong)(gong)(gong)作無(wu)盲點,使富(fu)有特色的精(jing)細管理(li)文(wen)化(hua)在公司(si)落地(di)生根、開花結果。

2.構(gou)(gou)建“三個體(ti)系(xi)”。一是(shi)著力(li)構(gou)(gou)建“安(an)(an)全(quan)(quan)精(jing)細(xi)(xi)管(guan)理(li)(li)(li)責(ze)任體(ti)系(xi)”將《安(an)(an)全(quan)(quan)精(jing)細(xi)(xi)化管(guan)理(li)(li)(li)標(biao)(biao)準(zhun)》分(fen)解到(dao)專(zhuan)業(ye),規(gui)(gui)范(fan)到(dao)班(ban)組(zu),細(xi)(xi)化到(dao)崗(gang)(gang)(gang)(gang)位(wei),現場管(guan)理(li)(li)(li)人員目標(biao)(biao)明確、分(fen)工(gong)(gong)細(xi)(xi)致(zhi)、指導到(dao)位(wei)、考(kao)核(he)嚴(yan)(yan)格;崗(gang)(gang)(gang)(gang)位(wei)操(cao)作(zuo)(zuo)(zuo)(zuo)人員標(biao)(biao)準(zhun)熟悉、責(ze)任清楚、行(xing)(xing)為規(gui)(gui)范(fan)、操(cao)作(zuo)(zuo)(zuo)(zuo)熟練,做到(dao)“上標(biao)(biao)準(zhun)崗(gang)(gang)(gang)(gang),干標(biao)(biao)準(zhun)活”,形成(cheng)(cheng)了從上到(dao)下(xia)逐(zhu)級(ji)(ji)落(luo)實(shi)、層(ceng)層(ceng)負責(ze)的(de)(de)標(biao)(biao)準(zhun)化管(guan)理(li)(li)(li)體(ti)系(xi)。二是(shi)著力(li)構(gou)(gou)建“安(an)(an)全(quan)(quan)德善(shan)文(wen)化體(ti)系(xi)”。扎(zha)實(shi)踐行(xing)(xing)“尊(zun)嚴(yan)(yan)文(wen)化”,把(ba)(ba)“德善(shan)文(wen)化”融匯到(dao)“尊(zun)嚴(yan)(yan)文(wen)化”之(zhi)中(zhong),大(da)(da)(da)力(li)倡樹抓(zhua)好安(an)(an)全(quan)(quan)就是(shi)積德行(xing)(xing)善(shan),實(shi)現安(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)產(chan)就是(shi)讓職工(gong)(gong)享(xiang)受(shou)最(zui)大(da)(da)(da)尊(zun)嚴(yan)(yan)的(de)(de)精(jing)神。全(quan)(quan)礦副科級(ji)(ji)以上管(guan)理(li)(li)(li)人員輪流到(dao)區隊(dui)宣講,通(tong)(tong)過班(ban)前會、談心(xin)、聊天等不(bu)同方式(shi)(shi)傳播精(jing)細(xi)(xi)化管(guan)理(li)(li)(li)與區隊(dui)效益(yi)、安(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)產(chan)之(zhi)間(jian)的(de)(de)關系(xi),將其(qi)作(zuo)(zuo)(zuo)(zuo)為轉(zhuan)變作(zuo)(zuo)(zuo)(zuo)風、改變員工(gong)(gong)的(de)(de)心(xin)智模式(shi)(shi)、矯正不(bu)安(an)(an)全(quan)(quan)行(xing)(xing)為習(xi)慣(guan)的(de)(de)切入點和(he)突破口,逐(zhu)步培養職工(gong)(gong)的(de)(de)精(jing)細(xi)(xi)操(cao)作(zuo)(zuo)(zuo)(zuo)意識,掌握安(an)(an)全(quan)(quan)知識,提(ti)高(gao)操(cao)作(zuo)(zuo)(zuo)(zuo)技能,最(zui)大(da)(da)(da)限度(du)的(de)(de)滿足安(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)產(chan)的(de)(de)需要。三是(shi)著力(li)構(gou)(gou)建“班(ban)組(zu)精(jing)細(xi)(xi)管(guan)理(li)(li)(li)體(ti)系(xi)”。在(zai)實(shi)施精(jing)細(xi)(xi)化管(guan)理(li)(li)(li)過程中(zhong),公(gong)司劃小(xiao)核(he)算單位(wei)、把(ba)(ba)班(ban)組(zu)建設作(zuo)(zuo)(zuo)(zuo)為保安(an)(an)全(quan)(quan)、降成(cheng)(cheng)本、提(ti)質(zhi)(zhi)量、創效益(yi)、建文(wen)化的(de)(de)主抓(zhua)手,實(shi)施素(su)質(zhi)(zhi)提(ti)升(sheng)工(gong)(gong)程,致(zhi)力(li)打造“員工(gong)(gong)自(zi)律、班(ban)組(zu)自(zi)主、區隊(dui)自(zi)控(kong)、崗(gang)(gang)(gang)(gang)位(wei)增(zeng)值,精(jing)細(xi)(xi)管(guan)理(li)(li)(li)”的(de)(de)班(ban)組(zu)管(guan)理(li)(li)(li)模式(shi)(shi)。建立了從員工(gong)(gong)到(dao)班(ban)組(zu)、區隊(dui)、專(zhuan)業(ye)、公(gong)司五個層(ceng)面自(zi)下(xia)而上的(de)(de)精(jing)益(yi)生(sheng)(sheng)(sheng)產(chan)覆蓋(gai)體(ti)系(xi),規(gui)(gui)范(fan)了100多個崗(gang)(gang)(gang)(gang)位(wei)工(gong)(gong)種精(jing)益(yi)生(sheng)(sheng)(sheng)產(chan)操(cao)作(zuo)(zuo)(zuo)(zuo)流程,制(zhi)定(ding)了128個崗(gang)(gang)(gang)(gang)位(wei)操(cao)作(zuo)(zuo)(zuo)(zuo)規(gui)(gui)范(fan)。通(tong)(tong)過精(jing)細(xi)(xi)化ABC三卡對員工(gong)(gong)崗(gang)(gang)(gang)(gang)位(wei)進行(xing)(xing)價值考(kao)核(he),增(zeng)強員工(gong)(gong)實(shi)現崗(gang)(gang)(gang)(gang)位(wei)增(zeng)值、個人價值的(de)(de)自(zi)覺性(xing),使(shi)被管(guan)理(li)(li)(li)者(zhe)成(cheng)(cheng)為管(guan)理(li)(li)(li)的(de)(de)參與者(zhe),促進全(quan)(quan)員參與精(jing)細(xi)(xi)化管(guan)理(li)(li)(li)。

3.解決“三(san)(san)個(ge)問(wen)(wen)(wen)題”:一(yi)(yi)(yi)是(shi)(shi)解決了(le)難落實(shi)的(de)問(wen)(wen)(wen)題,建立起了(le)“全礦-專業-單位(wei)(wei)-班組-個(ge)人”的(de)五級(ji)(ji)精細(xi)化(hua)管理(li)(li)責(ze)(ze)任落實(shi)體系,按照一(yi)(yi)(yi)級(ji)(ji)帶著(zhu)一(yi)(yi)(yi)級(ji)(ji)干,一(yi)(yi)(yi)級(ji)(ji)做給一(yi)(yi)(yi)級(ji)(ji)看(kan),一(yi)(yi)(yi)級(ji)(ji)抓一(yi)(yi)(yi)級(ji)(ji),一(yi)(yi)(yi)級(ji)(ji)為(wei)一(yi)(yi)(yi)級(ji)(ji)負責(ze)(ze)的(de)工作機制(zhi),將責(ze)(ze)任落實(shi)到(dao)每一(yi)(yi)(yi)名員工,解決了(le)安全精細(xi)管理(li)(li)難落實(shi)的(de)問(wen)(wen)(wen)題。二是(shi)(shi)解決了(le)統(tong)一(yi)(yi)(yi)協調難的(de)問(wen)(wen)(wen)題。各方力量(liang)得到(dao)協同,內耗大大減(jian)少,管理(li)(li)質量(liang)和(he)效(xiao)率得到(dao)大幅度提高,解決了(le)安全管理(li)(li)協同脫節的(de)問(wen)(wen)(wen)題。三(san)(san)是(shi)(shi)解決了(le)獎(jiang)懲(cheng)激(ji)勵(li)發揮不(bu)到(dao)位(wei)(wei)的(de)問(wen)(wen)(wen)題。通(tong)過實(shi)施安全切塊工資,激(ji)發了(le)干部員工的(de)積極性,使安全獎(jiang)懲(cheng)手段發揮出最(zui)大效(xiao)力,解決了(le)安全獎(jiang)懲(cheng)激(ji)勵(li)效(xiao)力不(bu)高的(de)問(wen)(wen)(wen)題。

二、將精細化(hua)融入現場管理,在推進(jin)安全生產標準(zhun)化(hua)建設中打造精品(pin)工(gong)程

精細化管理(li)的落腳點是現場(chang),現場(chang)管理(li)是企(qi)業管理(li)的根本,更(geng)是企(qi)業的效益所在(zai)。在(zai)現場(chang)管理(li)上我(wo)們創新工作思路,突出(chu)“一個(ge)中(zhong)心”、打造“兩大(da)工程”、強化“三個(ge)注重(zhong)”,實現了(le)安全生產精細化。

1.突出“一個中心”。即突出安全生產(chan)標(biao)準(zhun)化(hua)(hua)(hua)(hua)為(wei)中心。一是抓(zhua)標(biao)準(zhun)。公司(si)制(zhi)定(ding)(ding)精(jing)(jing)品(pin)標(biao)準(zhun),推進(jin)“巷道(dao)(dao)一次(ci)成型、工(gong)(gong)(gong)作(zuo)一次(ci)達標(biao)、質(zhi)量(liang)一勞永逸(yi)”,全力打造“精(jing)(jing)品(pin)工(gong)(gong)(gong)程(cheng)(cheng)”;從管(guan)理干部到現場職工(gong)(gong)(gong),人(ren)(ren)人(ren)(ren)都(dou)管(guan)事、事事有人(ren)(ren)管(guan)、事事有標(biao)準(zhun),真正達到“ 樹一個樣板,帶(dai)一批精(jing)(jing)品(pin)” 的(de)目的(de)。二是抓(zhua)細(xi)(xi)(xi)節(jie)。從源頭抓(zhua)起,從細(xi)(xi)(xi)節(jie)抓(zhua)起,對(dui)每(mei)(mei)件事、每(mei)(mei)個過(guo)程(cheng)(cheng)、每(mei)(mei)道(dao)(dao)工(gong)(gong)(gong)序,都(dou)做到嚴格(ge)控制(zhi)、考核和(he)監(jian)督,如管(guan)線(xian)吊掛(gua)用(yong)(yong)尺具量(liang)、軌道(dao)(dao)敷設用(yong)(yong)卡具、錨桿安裝拉線(xian)繩等,每(mei)(mei)項(xiang)施工(gong)(gong)(gong)都(dou)按照對(dui)標(biao)管(guan)理的(de)原則嚴格(ge)把關,做到標(biao)準(zhun)更高,要求更嚴,確保(bao)工(gong)(gong)(gong)程(cheng)(cheng)質(zhi)量(liang)、工(gong)(gong)(gong)作(zuo)質(zhi)量(liang)、文明生產(chan)保(bao)持(chi)靜態(tai)、動態(tai)、常態(tai)達標(biao)。三是重(zhong)實效。在(zai)采、掘(jue)、機、運、通(tong)各系(xi)統內在(zai)質(zhi)量(liang)達標(biao)的(de)基礎上(shang),推行精(jing)(jing)細(xi)(xi)(xi)化(hua)(hua)(hua)(hua)管(guan)理“ 十化(hua)(hua)(hua)(hua)” 作(zuo)業。即:“采掘(jue)質(zhi)量(liang)精(jing)(jing)品(pin)化(hua)(hua)(hua)(hua)、班(ban)組(zu)崗(gang)位示范化(hua)(hua)(hua)(hua)、設備安裝精(jing)(jing)細(xi)(xi)(xi)化(hua)(hua)(hua)(hua)、安全監(jian)控數(shu)字化(hua)(hua)(hua)(hua)、系(xi)統運轉自動化(hua)(hua)(hua)(hua)、煤(mei)炭開采智能化(hua)(hua)(hua)(hua)、牌板標(biao)識規范化(hua)(hua)(hua)(hua)、管(guan)線(xian)吊掛(gua)直線(xian)化(hua)(hua)(hua)(hua)、物料(liao)碼放定(ding)(ding)置化(hua)(hua)(hua)(hua)、設備管(guan)理編(bian)碼化(hua)(hua)(hua)(hua)”,以優質(zhi)的(de)精(jing)(jing)品(pin)工(gong)(gong)(gong)程(cheng)(cheng)助推安全生產(chan)。上(shang)半年公司(si)實現了(le)零(ling)(ling)工(gong)(gong)(gong)傷和(he)非人(ren)(ren)身事故零(ling)(ling)目標(biao)。

去年(nian)6月份,順利通過(guo)了國家一(yi)級標(biao)(biao)準化礦井(jing)驗收,得到驗收組領導“望(wang)田可作(zuo)安全生產標(biao)(biao)準化樣板(ban)礦”的一(yi)致(zhi)贊(zan)譽,為(wei)能源集(ji)團爭得了榮(rong)譽,樹立了企業品牌。

2.打造(zao)“兩(liang)大工(gong)(gong)程(cheng)(cheng)”:即平(ping)(ping)安(an)(an)工(gong)(gong)程(cheng)(cheng)和自(zi)(zi)主(zhu)保(bao)(bao)安(an)(an)工(gong)(gong)程(cheng)(cheng)。一(yi)是打造(zao)安(an)(an)全(quan)(quan)生產(chan)精(jing)細(xi)化(hua)平(ping)(ping)安(an)(an)工(gong)(gong)程(cheng)(cheng)。為(wei)員(yuan)工(gong)(gong)創造(zao)安(an)(an)全(quan)(quan)生產(chan)環(huan)境(jing),取(qu)消夜班(ban),努力把員(yuan)工(gong)(gong)從(cong)危險環(huan)境(jing)和繁重(zhong)勞動中解放出來,徹底消滅(mie)薄弱班(ban)次的(de)(de)安(an)(an)全(quan)(quan)隱患,充(chong)分體(ti)現(xian)真(zhen)正意(yi)義上的(de)(de)“以(yi)人(ren)為(wei)本”內涵。同時,取(qu)消夜班(ban)之后,減少現(xian)場作(zuo)業人(ren)員(yuan)達76人(ren),我們用提高效(xiao)率(lv)(lv)的(de)(de)方式彌補原煤產(chan)量和掘(jue)進進尺,保(bao)(bao)持單產(chan)單進水平(ping)(ping)不降低(di)。掘(jue)進延米效(xiao)率(lv)(lv)不降反升(sheng),提高了40%。二是打造(zao)安(an)(an)全(quan)(quan)生產(chan)精(jing)細(xi)化(hua)全(quan)(quan)員(yuan)自(zi)(zi)主(zhu)保(bao)(bao)安(an)(an)工(gong)(gong)程(cheng)(cheng)。開展(zhan)“崗(gang)(gang)位雙述(shu)”活動,在全(quan)(quan)礦所有(you)工(gong)(gong)種(zhong)、崗(gang)(gang)位中,堅持落實手指口述(shu)的(de)(de)基礎上,推行崗(gang)(gang)位描述(shu),讓職工(gong)(gong)對自(zi)(zi)己崗(gang)(gang)位的(de)(de)職責范圍(wei)、工(gong)(gong)作(zuo)標準、崗(gang)(gang)位技(ji)能、設備性能、崗(gang)(gang)位環(huan)境(jing)、事故(gu)預防(fang)做到正確無(wu)誤的(de)(de)描述(shu),以(yi)實現(xian)人(ren)的(de)(de)注意(yi)力和物的(de)(de)安(an)(an)全(quan)(quan)管(guan)理高度一(yi)致,從(cong)而達到避免違章(zhang)、消除隱患、杜絕事故(gu),保(bao)(bao)障施工(gong)(gong)及(ji)操作(zuo)安(an)(an)全(quan)(quan)的(de)(de)目的(de)(de),從(cong)根本提高職工(gong)(gong)自(zi)(zi)主(zhu)保(bao)(bao)安(an)(an)意(yi)識(shi)、正規操作(zuo)意(yi)識(shi)。
