龍礦集團望田煤業:標準精細抓管理 技術創新鑄品牌

望田(tian)(tian)煤業(ye)(ye)是(shi)龍(long)礦集團在(zai)山西投資建(jian)設的(de)第(di)三對(dui)礦井(jing)(jing),核定生產能力120萬(wan)噸/年,2011年7月開始技(ji)改(gai),2014年建(jian)成(cheng)投產,2016年跨入特級(ji)高(gao)產高(gao)效礦井(jing)(jing)序列,2018年6月順(shun)利通過國家一級(ji)安(an)(an)全(quan)生產標(biao)準化礦井(jing)(jing)驗收。2019年5月建(jian)成(cheng)山西省(sheng)的(de)第(di)二個(ge)薄煤層智能化工作面。近年來,望田(tian)(tian)煤業(ye)(ye)以建(jian)設“安(an)(an)全(quan)高(gao)效礦井(jing)(jing)”目(mu)標(biao)為引領,以精(jing)(jing)細(xi)(xi)(xi)化管理(li)作為提升礦井(jing)(jing)高(gao)質量發展的(de)第(di)一選擇,創(chuang)新開展精(jing)(jing)細(xi)(xi)(xi)管理(li)模式(shi),將精(jing)(jing)細(xi)(xi)(xi)化管理(li)理(li)念(nian)貫穿整個(ge)安(an)(an)全(quan)生產經營管理(li)的(de)全(quan)過程(cheng),做(zuo)到“事(shi)事(shi)有(you)人(ren)管、人(ren)人(ren)有(you)事(shi)管、管理(li)有(you)標(biao)準、操作有(you)規(gui)范(fan)”的(de)管理(li)格(ge)局,形成(cheng)具有(you)望田(tian)(tian)特色的(de)精(jing)(jing)細(xi)(xi)(xi)化管理(li)模式(shi)。

一、將(jiang)精細化融(rong)入安全管理,在(zai)打(da)造價值認同和標準規范中引領安全發展

安(an)(an)全是煤礦的(de)“天字號”大事。我(wo)們在加強京广航影(ying)视官(guan)方(fang)建(jian)設的(de)大環境下,積極培育和發展(zhan)以人(ren)為(wei)本,安(an)(an)全為(wei)首的(de)安(an)(an)全文化(hua),以文化(hua)為(wei)引領,牢樹“一個理(li)念”,構建(jian)“三個體系(xi)”,解(jie)決“三個問題(ti)”,用(yong)文化(hua)鑄造(zao)安(an)(an)全盾(dun)牌,形成精細化(hua)管(guan)理(li)共識,實現了員工家庭幸福與(yu)企業經濟效益的(de)同(tong)步發展(zhan)。

1.牢樹“一(yi)個理(li)(li)(li)(li)(li)念(nian)”。就是“讓標(biao)(biao)準成為(wei)(wei)習慣(guan)(guan),讓習慣(guan)(guan)符合(he)標(biao)(biao)準”的(de)(de)(de)標(biao)(biao)準化(hua)理(li)(li)(li)(li)(li)念(nian)。一(yi)是做到(dao)文(wen)化(hua)理(li)(li)(li)(li)(li)念(nian)培育與員(yuan)(yuan)(yuan)工(gong)(gong)價值行(xing)(xing)為(wei)(wei)的(de)(de)(de)統(tong)(tong)一(yi)。把(ba)員(yuan)(yuan)(yuan)工(gong)(gong)的(de)(de)(de)“良心(xin)活”提升(sheng)為(wei)(wei)員(yuan)(yuan)(yuan)工(gong)(gong)的(de)(de)(de)“規范活”,把(ba)員(yuan)(yuan)(yuan)工(gong)(gong)的(de)(de)(de)感恩行(xing)(xing)為(wei)(wei)固化(hua)為(wei)(wei)操(cao)作標(biao)(biao)準,使(shi)(shi)精細管(guan)(guan)理(li)(li)(li)(li)(li)文(wen)化(hua)更容易、更自覺(jue)地被廣(guang)大員(yuan)(yuan)(yuan)工(gong)(gong)所(suo)理(li)(li)(li)(li)(li)解(jie)和接受(shou)。二是做到(dao)管(guan)(guan)理(li)(li)(li)(li)(li)目(mu)標(biao)(biao)與員(yuan)(yuan)(yuan)工(gong)(gong)需求的(de)(de)(de)統(tong)(tong)一(yi)。在(zai)標(biao)(biao)準管(guan)(guan)理(li)(li)(li)(li)(li)、規范管(guan)(guan)理(li)(li)(li)(li)(li)的(de)(de)(de)基(ji)礎上(shang),我們通過實(shi)施人本管(guan)(guan)理(li)(li)(li)(li)(li),引入親情元(yuan)素,改善員(yuan)(yuan)(yuan)工(gong)(gong)心(xin)智模(mo)式,讓員(yuan)(yuan)(yuan)工(gong)(gong)在(zai)物(wu)質上(shang)受(shou)益、精神(shen)上(shang)滿足,使(shi)(shi)企業經營發展目(mu)標(biao)(biao)體現員(yuan)(yuan)(yuan)工(gong)(gong)的(de)(de)(de)意愿(yuan),轉化(hua)為(wei)(wei)廣(guang)大員(yuan)(yuan)(yuan)工(gong)(gong)的(de)(de)(de)統(tong)(tong)一(yi)目(mu)標(biao)(biao)并愿(yuan)意為(wei)(wei)此去(qu)努力,做到(dao)落實(shi)工(gong)(gong)作無(wu)盲點(dian),使(shi)(shi)富有特色的(de)(de)(de)精細管(guan)(guan)理(li)(li)(li)(li)(li)文(wen)化(hua)在(zai)公司(si)落地生根、開花結果(guo)。

2.構建(jian)(jian)“三(san)個(ge)體(ti)系(xi)(xi)”。一是著力(li)(li)構建(jian)(jian)“安(an)(an)(an)全(quan)(quan)(quan)精(jing)細(xi)管(guan)理(li)責(ze)任(ren)(ren)體(ti)系(xi)(xi)”將《安(an)(an)(an)全(quan)(quan)(quan)精(jing)細(xi)化(hua)(hua)管(guan)理(li)標(biao)(biao)準(zhun)(zhun)(zhun)》分(fen)解到(dao)(dao)專業(ye),規范到(dao)(dao)班組(zu),細(xi)化(hua)(hua)到(dao)(dao)崗(gang)(gang)位(wei)(wei),現(xian)場管(guan)理(li)人員(yuan)(yuan)(yuan)(yuan)目標(biao)(biao)明確、分(fen)工(gong)(gong)(gong)細(xi)致、指導到(dao)(dao)位(wei)(wei)、考(kao)核(he)嚴(yan)格(ge);崗(gang)(gang)位(wei)(wei)操作人員(yuan)(yuan)(yuan)(yuan)標(biao)(biao)準(zhun)(zhun)(zhun)熟悉、責(ze)任(ren)(ren)清楚、行(xing)為(wei)(wei)規范、操作熟練,做到(dao)(dao)“上標(biao)(biao)準(zhun)(zhun)(zhun)崗(gang)(gang),干(gan)標(biao)(biao)準(zhun)(zhun)(zhun)活”,形成(cheng)(cheng)了從(cong)上到(dao)(dao)下逐級(ji)落(luo)實、層(ceng)(ceng)層(ceng)(ceng)負責(ze)的(de)(de)標(biao)(biao)準(zhun)(zhun)(zhun)化(hua)(hua)管(guan)理(li)體(ti)系(xi)(xi)。二是著力(li)(li)構建(jian)(jian)“安(an)(an)(an)全(quan)(quan)(quan)德(de)善文(wen)化(hua)(hua)體(ti)系(xi)(xi)”。扎實踐行(xing)“尊嚴(yan)文(wen)化(hua)(hua)”,把“德(de)善文(wen)化(hua)(hua)”融匯(hui)到(dao)(dao)“尊嚴(yan)文(wen)化(hua)(hua)”之中,大力(li)(li)倡(chang)樹抓好安(an)(an)(an)全(quan)(quan)(quan)就(jiu)是積德(de)行(xing)善,實現(xian)安(an)(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)就(jiu)是讓職工(gong)(gong)(gong)享受最大尊嚴(yan)的(de)(de)精(jing)神。全(quan)(quan)(quan)礦副(fu)科級(ji)以上管(guan)理(li)人員(yuan)(yuan)(yuan)(yuan)輪流(liu)到(dao)(dao)區(qu)隊宣講,通過(guo)班前會(hui)、談心、聊天等不同方式傳(chuan)播(bo)精(jing)細(xi)化(hua)(hua)管(guan)理(li)與(yu)區(qu)隊效益(yi)(yi)、安(an)(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)之間的(de)(de)關系(xi)(xi),將其作為(wei)(wei)轉變作風(feng)、改變員(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)的(de)(de)心智模式、矯(jiao)正不安(an)(an)(an)全(quan)(quan)(quan)行(xing)為(wei)(wei)習慣的(de)(de)切入點和突破口(kou),逐步培養職工(gong)(gong)(gong)的(de)(de)精(jing)細(xi)操作意(yi)識,掌握安(an)(an)(an)全(quan)(quan)(quan)知識,提(ti)高操作技能,最大限(xian)度的(de)(de)滿足安(an)(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)的(de)(de)需要(yao)。三(san)是著力(li)(li)構建(jian)(jian)“班組(zu)精(jing)細(xi)管(guan)理(li)體(ti)系(xi)(xi)”。在實施(shi)精(jing)細(xi)化(hua)(hua)管(guan)理(li)過(guo)程(cheng)中,公司劃小(xiao)核(he)算單位(wei)(wei)、把班組(zu)建(jian)(jian)設作為(wei)(wei)保安(an)(an)(an)全(quan)(quan)(quan)、降成(cheng)(cheng)本、提(ti)質(zhi)量、創(chuang)效益(yi)(yi)、建(jian)(jian)文(wen)化(hua)(hua)的(de)(de)主(zhu)抓手(shou),實施(shi)素質(zhi)提(ti)升工(gong)(gong)(gong)程(cheng),致力(li)(li)打造“員(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)自(zi)律、班組(zu)自(zi)主(zhu)、區(qu)隊自(zi)控、崗(gang)(gang)位(wei)(wei)增(zeng)值(zhi),精(jing)細(xi)管(guan)理(li)”的(de)(de)班組(zu)管(guan)理(li)模式。建(jian)(jian)立了從(cong)員(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)到(dao)(dao)班組(zu)、區(qu)隊、專業(ye)、公司五個(ge)層(ceng)(ceng)面自(zi)下而上的(de)(de)精(jing)益(yi)(yi)生(sheng)產(chan)覆(fu)蓋體(ti)系(xi)(xi),規范了100多個(ge)崗(gang)(gang)位(wei)(wei)工(gong)(gong)(gong)種精(jing)益(yi)(yi)生(sheng)產(chan)操作流(liu)程(cheng),制定了128個(ge)崗(gang)(gang)位(wei)(wei)操作規范。通過(guo)精(jing)細(xi)化(hua)(hua)ABC三(san)卡對員(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)崗(gang)(gang)位(wei)(wei)進行(xing)價值(zhi)考(kao)核(he),增(zeng)強員(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)實現(xian)崗(gang)(gang)位(wei)(wei)增(zeng)值(zhi)、個(ge)人價值(zhi)的(de)(de)自(zi)覺性,使被管(guan)理(li)者成(cheng)(cheng)為(wei)(wei)管(guan)理(li)的(de)(de)參(can)與(yu)者,促進全(quan)(quan)(quan)員(yuan)(yuan)(yuan)(yuan)參(can)與(yu)精(jing)細(xi)化(hua)(hua)管(guan)理(li)。

3.解(jie)決(jue)(jue)“三個問題(ti)(ti)”:一(yi)(yi)是解(jie)決(jue)(jue)了難(nan)落實(shi)的問題(ti)(ti),建立起了“全(quan)礦-專業-單位-班組-個人”的五級(ji)(ji)精細化管理責任(ren)落實(shi)體系,按(an)照一(yi)(yi)級(ji)(ji)帶著一(yi)(yi)級(ji)(ji)干,一(yi)(yi)級(ji)(ji)做給(gei)一(yi)(yi)級(ji)(ji)看,一(yi)(yi)級(ji)(ji)抓一(yi)(yi)級(ji)(ji),一(yi)(yi)級(ji)(ji)為一(yi)(yi)級(ji)(ji)負(fu)責的工(gong)(gong)作機制,將(jiang)責任(ren)落實(shi)到(dao)(dao)(dao)每一(yi)(yi)名員工(gong)(gong),解(jie)決(jue)(jue)了安(an)全(quan)精細管理難(nan)落實(shi)的問題(ti)(ti)。二(er)是解(jie)決(jue)(jue)了統(tong)一(yi)(yi)協調難(nan)的問題(ti)(ti)。各方力量得(de)(de)到(dao)(dao)(dao)協同,內(nei)耗大(da)大(da)減少,管理質量和(he)效(xiao)率得(de)(de)到(dao)(dao)(dao)大(da)幅(fu)度提高(gao),解(jie)決(jue)(jue)了安(an)全(quan)管理協同脫(tuo)節的問題(ti)(ti)。三是解(jie)決(jue)(jue)了獎(jiang)懲激(ji)勵(li)發揮(hui)不到(dao)(dao)(dao)位的問題(ti)(ti)。通(tong)過實(shi)施(shi)安(an)全(quan)切塊工(gong)(gong)資,激(ji)發了干部員工(gong)(gong)的積極性(xing),使安(an)全(quan)獎(jiang)懲手段發揮(hui)出最大(da)效(xiao)力,解(jie)決(jue)(jue)了安(an)全(quan)獎(jiang)懲激(ji)勵(li)效(xiao)力不高(gao)的問題(ti)(ti)。

二、將(jiang)精(jing)細化(hua)融入現場管理(li),在推(tui)進安全生產標準(zhun)化(hua)建(jian)設中打造精(jing)品工程

精細化(hua)管理(li)的(de)落腳(jiao)點是(shi)現場,現場管理(li)是(shi)企(qi)業管理(li)的(de)根本,更是(shi)企(qi)業的(de)效益所在。在現場管理(li)上我們創新(xin)工作思路(lu),突出“一個中心(xin)”、打造“兩大工程”、強化(hua)“三個注重”,實現了安全生產精細化(hua)。

1.突出(chu)(chu)“一(yi)個中心”。即突出(chu)(chu)安(an)(an)全(quan)生產(chan)標(biao)(biao)準(zhun)化(hua)(hua)(hua)為中心。一(yi)是(shi)抓(zhua)標(biao)(biao)準(zhun)。公司制定精(jing)(jing)(jing)品(pin)標(biao)(biao)準(zhun),推(tui)進“巷道一(yi)次成型、工(gong)(gong)(gong)作(zuo)一(yi)次達(da)標(biao)(biao)、質(zhi)(zhi)(zhi)量(liang)(liang)一(yi)勞(lao)永(yong)逸”,全(quan)力打(da)造(zao)“精(jing)(jing)(jing)品(pin)工(gong)(gong)(gong)程”;從(cong)管理干部到(dao)(dao)現(xian)(xian)場職工(gong)(gong)(gong),人人都管事(shi)(shi)、事(shi)(shi)事(shi)(shi)有(you)人管、事(shi)(shi)事(shi)(shi)有(you)標(biao)(biao)準(zhun),真正達(da)到(dao)(dao)“ 樹一(yi)個樣板,帶(dai)一(yi)批精(jing)(jing)(jing)品(pin)” 的(de)目的(de)。二是(shi)抓(zhua)細節。從(cong)源頭抓(zhua)起,從(cong)細節抓(zhua)起,對每件事(shi)(shi)、每個過(guo)程、每道工(gong)(gong)(gong)序,都做到(dao)(dao)嚴格(ge)控制、考核和監督,如(ru)管線吊掛用尺(chi)具量(liang)(liang)、軌道敷設(she)用卡具、錨桿安(an)(an)裝(zhuang)拉線繩(sheng)等,每項施(shi)工(gong)(gong)(gong)都按照對標(biao)(biao)管理的(de)原則(ze)嚴格(ge)把關,做到(dao)(dao)標(biao)(biao)準(zhun)更(geng)高(gao),要求更(geng)嚴,確(que)保(bao)工(gong)(gong)(gong)程質(zhi)(zhi)(zhi)量(liang)(liang)、工(gong)(gong)(gong)作(zuo)質(zhi)(zhi)(zhi)量(liang)(liang)、文明生產(chan)保(bao)持靜態(tai)、動態(tai)、常態(tai)達(da)標(biao)(biao)。三是(shi)重實效。在(zai)(zai)采(cai)、掘、機(ji)、運(yun)、通各系(xi)統(tong)內(nei)在(zai)(zai)質(zhi)(zhi)(zhi)量(liang)(liang)達(da)標(biao)(biao)的(de)基礎上,推(tui)行精(jing)(jing)(jing)細化(hua)(hua)(hua)管理“ 十化(hua)(hua)(hua)” 作(zuo)業。即:“采(cai)掘質(zhi)(zhi)(zhi)量(liang)(liang)精(jing)(jing)(jing)品(pin)化(hua)(hua)(hua)、班組崗(gang)位示范化(hua)(hua)(hua)、設(she)備安(an)(an)裝(zhuang)精(jing)(jing)(jing)細化(hua)(hua)(hua)、安(an)(an)全(quan)監控數字化(hua)(hua)(hua)、系(xi)統(tong)運(yun)轉自動化(hua)(hua)(hua)、煤炭開采(cai)智(zhi)能化(hua)(hua)(hua)、牌(pai)板標(biao)(biao)識規范化(hua)(hua)(hua)、管線吊掛直線化(hua)(hua)(hua)、物(wu)料碼(ma)放定置化(hua)(hua)(hua)、設(she)備管理編碼(ma)化(hua)(hua)(hua)”,以(yi)優(you)質(zhi)(zhi)(zhi)的(de)精(jing)(jing)(jing)品(pin)工(gong)(gong)(gong)程助推(tui)安(an)(an)全(quan)生產(chan)。上半(ban)年公司實現(xian)(xian)了(le)零工(gong)(gong)(gong)傷和非人身事(shi)(shi)故(gu)零目標(biao)(biao)。

去年6月(yue)份,順利通過了(le)(le)國(guo)家一級(ji)標(biao)準化礦井驗收,得到驗收組(zu)領導(dao)“望田可作(zuo)安全生產(chan)標(biao)準化樣(yang)板(ban)礦”的一致贊(zan)譽,為能源集團(tuan)爭得了(le)(le)榮譽,樹立了(le)(le)企業品牌。

2.打(da)造(zao)“兩大(da)工程(cheng)(cheng)”:即平安(an)(an)工程(cheng)(cheng)和(he)(he)自主(zhu)保安(an)(an)工程(cheng)(cheng)。一(yi)是打(da)造(zao)安(an)(an)全生(sheng)產(chan)(chan)精(jing)細化平安(an)(an)工程(cheng)(cheng)。為(wei)員(yuan)工創造(zao)安(an)(an)全生(sheng)產(chan)(chan)環境(jing),取(qu)消夜班(ban),努力(li)把員(yuan)工從(cong)危險(xian)環境(jing)和(he)(he)繁重勞動(dong)中解(jie)放出(chu)來,徹底消滅薄弱班(ban)次的(de)(de)(de)(de)安(an)(an)全隱患,充分體現真(zhen)正(zheng)意義(yi)上的(de)(de)(de)(de)“以人(ren)為(wei)本”內(nei)涵。同(tong)時(shi),取(qu)消夜班(ban)之后(hou),減少現場作(zuo)業人(ren)員(yuan)達76人(ren),我們(men)用提(ti)高效率的(de)(de)(de)(de)方(fang)式彌補原煤產(chan)(chan)量(liang)和(he)(he)掘(jue)(jue)進進尺,保持單產(chan)(chan)單進水(shui)平不(bu)(bu)降(jiang)低。掘(jue)(jue)進延米(mi)效率不(bu)(bu)降(jiang)反升,提(ti)高了40%。二是打(da)造(zao)安(an)(an)全生(sheng)產(chan)(chan)精(jing)細化全員(yuan)自主(zhu)保安(an)(an)工程(cheng)(cheng)。開展“崗(gang)位(wei)(wei)雙述(shu)(shu)”活動(dong),在全礦所有(you)工種、崗(gang)位(wei)(wei)中,堅持落(luo)實(shi)(shi)手指口述(shu)(shu)的(de)(de)(de)(de)基礎上,推行(xing)崗(gang)位(wei)(wei)描述(shu)(shu),讓(rang)職(zhi)工對自己(ji)崗(gang)位(wei)(wei)的(de)(de)(de)(de)職(zhi)責范(fan)圍、工作(zuo)標準、崗(gang)位(wei)(wei)技(ji)能、設備性能、崗(gang)位(wei)(wei)環境(jing)、事故預(yu)防做到正(zheng)確無誤的(de)(de)(de)(de)描述(shu)(shu),以實(shi)(shi)現人(ren)的(de)(de)(de)(de)注意力(li)和(he)(he)物的(de)(de)(de)(de)安(an)(an)全管理高度一(yi)致,從(cong)而達到避免違章、消除(chu)隱患、杜(du)絕事故,保障施工及操(cao)作(zuo)安(an)(an)全的(de)(de)(de)(de)目的(de)(de)(de)(de),從(cong)根本提(ti)高職(zhi)工自主(zhu)保安(an)(an)意識、正(zheng)規操(cao)作(zuo)意識。

3.強化(hua)(hua)“三個注重(zhong)”:一是(shi)注重(zhong)規(gui)范現場(chang)(chang)(chang)操(cao)作(zuo)(zuo)(zuo)行(xing)(xing)為(wei)(wei)(wei),開(kai)展(zhan)“全(quan)員(yuan)(yuan)行(xing)(xing)為(wei)(wei)(wei)規(gui)范整治”活動(dong)(dong),從員(yuan)(yuan)工(gong)(gong)(gong)(gong)著(zhu)裝、行(xing)(xing)走(zou)、禮節(jie)、用語(yu)等基(ji)礎要領入(ru)手,規(gui)范井上、下員(yuan)(yuan)工(gong)(gong)(gong)(gong)的(de)(de)行(xing)(xing)為(wei)(wei)(wei),促(cu)使(shi)全(quan)員(yuan)(yuan)自覺地按標(biao)(biao)準(zhun)作(zuo)(zuo)(zuo)業(ye),正規(gui)操(cao)作(zuo)(zuo)(zuo),上標(biao)(biao)準(zhun)崗(gang),干(gan)標(biao)(biao)準(zhun)活,養成(cheng)良(liang)好的(de)(de)行(xing)(xing)為(wei)(wei)(wei)習(xi)慣(guan)。自開(kai)展(zhan)精(jing)(jing)細(xi)(xi)化(hua)(hua)管理(li)(li)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)以(yi)(yi)來(lai),公(gong)(gong)(gong)司現場(chang)(chang)(chang)規(gui)范操(cao)作(zuo)(zuo)(zuo)的(de)(de)人(ren)(ren)(ren)多(duo)(duo)了(le)(le)(le),誤(wu)操(cao)作(zuo)(zuo)(zuo)的(de)(de)人(ren)(ren)(ren)少(shao)(shao)了(le)(le)(le);講標(biao)(biao)準(zhun)的(de)(de)人(ren)(ren)(ren)多(duo)(duo)了(le)(le)(le),蠻干(gan)的(de)(de)人(ren)(ren)(ren)少(shao)(shao)了(le)(le)(le);自我學習(xi)提升的(de)(de)人(ren)(ren)(ren)多(duo)(duo)了(le)(le)(le),落(luo)后(hou)退步的(de)(de)人(ren)(ren)(ren)少(shao)(shao)了(le)(le)(le)”,員(yuan)(yuan)工(gong)(gong)(gong)(gong)“三違(wei)”次數明顯減少(shao)(shao),公(gong)(gong)(gong)司實現了(le)(le)(le)安全(quan)生產。二是(shi)注重(zhong)加大(da)日常(chang)檢查(cha)(cha)力(li)度,堅(jian)持(chi)動(dong)(dong)態檢查(cha)(cha)和(he)綜合(he)(he)檢查(cha)(cha)相結合(he)(he)現場(chang)(chang)(chang)精(jing)(jing)細(xi)(xi)化(hua)(hua)貴在堅(jian)持(chi)、常(chang)抓不(bu)懈(xie)。堅(jian)持(chi)日常(chang)檢查(cha)(cha)和(he)動(dong)(dong)態檢查(cha)(cha)相結合(he)(he),檢查(cha)(cha)覆蓋率(lv)達到100%。同(tong)時,不(bu)定期組(zu)(zu)(zu)織各種專項檢查(cha)(cha),通過檢查(cha)(cha)進一步規(gui)范員(yuan)(yuan)工(gong)(gong)(gong)(gong)現場(chang)(chang)(chang)操(cao)作(zuo)(zuo)(zuo)行(xing)(xing)為(wei)(wei)(wei),提高了(le)(le)(le)施(shi)工(gong)(gong)(gong)(gong)質量,促(cu)進了(le)(le)(le)現場(chang)(chang)(chang)精(jing)(jing)細(xi)(xi)化(hua)(hua)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)。三是(shi)注重(zhong)典(dian)型引(yin)路,按照“典(dian)型引(yin)路,以(yi)(yi)點(dian)帶面,循序漸進,全(quan)面提高”的(de)(de)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)方(fang)法,開(kai)展(zhan)創建“精(jing)(jing)品工(gong)(gong)(gong)(gong)程”、“精(jing)(jing)品峒室”、“精(jing)(jing)品巷道”、“精(jing)(jing)品工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)面”創建活動(dong)(dong),以(yi)(yi)此帶動(dong)(dong)我礦(kuang)標(biao)(biao)準(zhun)化(hua)(hua)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)整體提高。尋突破,促(cu)進現場(chang)(chang)(chang)精(jing)(jing)細(xi)(xi)化(hua)(hua)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)向縱深發展(zhan)。精(jing)(jing)細(xi)(xi)管理(li)(li)激活了(le)(le)(le)企(qi)業(ye)管理(li)(li)的(de)(de)積極因素,全(quan)面提升了(le)(le)(le)企(qi)業(ye)管理(li)(li)水平和(he)綜合(he)(he)競爭力(li)。公(gong)(gong)(gong)司先后(hou)涌(yong)現出楊繼勇、方(fang)磊、劉(liu)靜友等一批能源(yuan)集(ji)團勞動(dong)(dong)模范。公(gong)(gong)(gong)司有10多(duo)(duo)個班(ban)組(zu)(zu)(zu),20多(duo)(duo)名班(ban)組(zu)(zu)(zu)長,受到集(ji)團公(gong)(gong)(gong)司和(he)能源(yuan)集(ji)團表彰獎勵。

三、將精細化管(guan)理融入技術創新(xin),在加快(kuai)“一提雙優”建設中(zhong)育生企(qi)業發展新(xin)動能

我們(men)秉承(cheng)“創新(xin)、創造”智慧(hui)發(fa)展(zhan),用技術創新(xin)撬動(dong)轉型(xing)升級的(de)創新(xin)理念。依托“一個載體”、建(jian)立“二項機制(zhi)”、注重(zhong)“三個結合(he)”,激發(fa)了(le)精細(xi)管理提升的(de)動(dong)力,推動(dong)了(le)企業(ye)高質量發(fa)展(zhan)變(bian)革。

1.依托“一個載(zai)體”:以創(chuang)新(xin)工(gong)作室為載(zai)體,發明創(chuang)造(zao),技術攻(gong)關,培育(yu)人(ren)才(cai)。上半年,機運工(gong)區(qu)借助高技能人(ren)才(cai)創(chuang)新(xin)工(gong)作室平臺,完成創(chuang)新(xin)和改革項(xiang)目10項(xiang),節約生產成本約35萬元。

2.建(jian)立“二(er)項機制(zhi)”:一(yi)是創(chuang)(chuang)(chuang)建(jian)激勵(li)機制(zhi),建(jian)立了(le)完善的(de)(de)創(chuang)(chuang)(chuang)新(xin)成(cheng)(cheng)果申報、立項、評(ping)價、推(tui)廣機制(zhi),設立“創(chuang)(chuang)(chuang)新(xin)獎(jiang)勵(li)基金”,根據成(cheng)(cheng)果評(ping)價等級和推(tui)廣經(jing)(jing)濟(ji)效益,對項目(mu)研(yan)發人分別給予3000元(yuan)(yuan)至1萬元(yuan)(yuan)的(de)(de)重(zhong)獎(jiang),對創(chuang)(chuang)(chuang)新(xin)工(gong)作特殊貢獻者每月給予1000元(yuan)(yuan)的(de)(de)津(jin)貼(tie),營造了(le)濃厚的(de)(de)創(chuang)(chuang)(chuang)新(xin)氛圍(wei),讓大(da)家重(zhong)創(chuang)(chuang)(chuang)新(xin)、能創(chuang)(chuang)(chuang)新(xin)、會創(chuang)(chuang)(chuang)新(xin)。二(er)是人才(cai)培(pei)養(yang)(yang)機制(zhi),通過名師(shi)引(yin)領、團隊合作,撬動(dong)“創(chuang)(chuang)(chuang)新(xin)意識(shi)”“智慧理念”,培(pei)育了(le)一(yi)大(da)批技術(shu)骨干(gan),使創(chuang)(chuang)(chuang)新(xin)工(gong)作室成(cheng)(cheng)為培(pei)養(yang)(yang)人才(cai)和創(chuang)(chuang)(chuang)新(xin)項目(mu)的(de)(de)“孵化器”。僅綜采(cai)隊一(yi)個創(chuang)(chuang)(chuang)新(xin)工(gong)作室就培(pei)養(yang)(yang)出了(le)兩名區(qu)隊管(guan)理干(gan)部和6名班組長(chang),創(chuang)(chuang)(chuang)新(xin)28項,創(chuang)(chuang)(chuang)效達300多萬元(yuan)(yuan)。公司2019年(nian)上半年(nian)完成(cheng)(cheng)創(chuang)(chuang)(chuang)新(xin)項目(mu)27個,創(chuang)(chuang)(chuang)造直(zhi)接經(jing)(jing)濟(ji)效益達2639萬元(yuan)(yuan)。“采(cai)空區(qu)下近距離煤層安全開采(cai)技術(shu)研(yan)究(jiu)與實踐(jian)”、“山西望(wang)田煤系地層沉積演化及聚煤規律(lv)研(yan)究(jiu)”,兩項研(yan)究(jiu)成(cheng)(cheng)果達到了(le)國(guo)內領先和國(guo)際領先水平(ping)。

3.注(zhu)(zhu)(zhu)重(zhong)(zhong)(zhong)(zhong)“三(san)個(ge)(ge)結(jie)合(he)”:一(yi)(yi)是(shi)注(zhu)(zhu)(zhu)重(zhong)(zhong)(zhong)(zhong)與安(an)全(quan)生(sheng)(sheng)產(chan)相結(jie)合(he),著力構(gou)建(jian)科技(ji)支撐(cheng)體(ti)系,針(zhen)對影響(xiang)威脅(xie)安(an)全(quan)生(sheng)(sheng)產(chan)的(de)突出問題,進(jin)行科技(ji)攻(gong)關,有效(xiao)地提(ti)(ti)高了(le)(le)(le)現場(chang)(chang)安(an)全(quan)科技(ji)保(bao)(bao)障(zhang)能力。無(wu)人機(ji)(ji)(ji)巡線,兩(liang)個(ge)(ge)人一(yi)(yi)天就完成了(le)(le)(le)原來(lai)四(si)個(ge)(ge)人一(yi)(yi)周的(de)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)量;氣動(dong)擋(dang)車桿及報警(jing)裝置(zhi)(zhi),解決了(le)(le)(le)人工(gong)(gong)(gong)操(cao)作(zuo)(zuo)(zuo)(zuo)(zuo)繁瑣、安(an)全(quan)無(wu)法保(bao)(bao)證的(de)問題;綜合(he)自動(dong)化(hua)(hua)(hua)平臺的(de)搭建(jian),實(shi)(shi)現了(le)(le)(le)礦(kuang)井(jing)安(an)全(quan)數(shu)據(ju)即時化(hua)(hua)(hua)、生(sheng)(sheng)產(chan)活動(dong)可視(shi)化(hua)(hua)(hua),保(bao)(bao)證了(le)(le)(le)礦(kuang)井(jing)的(de)安(an)全(quan)生(sheng)(sheng)產(chan)。二(er)(er)是(shi)注(zhu)(zhu)(zhu)重(zhong)(zhong)(zhong)(zhong)與現場(chang)(chang)實(shi)(shi)際(ji)相結(jie)合(he),加快“ 智(zhi)慧(hui)礦(kuang)井(jing)”建(jian)設(she),拓展安(an)全(quan)生(sheng)(sheng)產(chan)“大數(shu)據(ju)”應用,用科技(ji)創(chuang)新加快“機(ji)(ji)(ji)器換人”,減輕員工(gong)(gong)(gong)勞(lao)動(dong)強度。今年五月份建(jian)成了(le)(le)(le)龍礦(kuang)集(ji)團(tuan)首套(tao)薄煤(mei)層(ceng)智(zhi)能化(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)面(mian)。生(sheng)(sheng)產(chan)工(gong)(gong)(gong)序由原來(lai)的(de)2名司機(ji)(ji)(ji)跟機(ji)(ji)(ji)操(cao)作(zuo)(zuo)(zuo)(zuo)(zuo)、3名支架工(gong)(gong)(gong)分段跟機(ji)(ji)(ji)拉(la)架,變(bian)為(wei)2人工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)面(mian)巡視(shi),比(bi)普通工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)面(mian)減少9人,正常回采期(qi)間每(mei)班(ban)僅需要(yao)7人,一(yi)(yi)天下(xia)來(lai)減少生(sheng)(sheng)產(chan)和檢修人員達18人。智(zhi)能化(hua)(hua)(hua)開采,改(gai)變(bian)了(le)(le)(le)傳(chuan)統煤(mei)炭(tan)開采方式,改(gai)變(bian)了(le)(le)(le)煤(mei)礦(kuang)工(gong)(gong)(gong)人的(de)心智(zhi)模式,使(shi)他們(men)由過去(qu)的(de)下(xia)井(jing)挖(wa)煤(mei)的(de)“煤(mei)黑子”變(bian)成了(le)(le)(le)現在(zai)坐在(zai)辦(ban)公室操(cao)作(zuo)(zuo)(zuo)(zuo)(zuo)電腦的(de)“文化(hua)(hua)(hua)人”,開啟龍礦(kuang)集(ji)團(tuan)智(zhi)能化(hua)(hua)(hua)開采新時代。三(san)是(shi)注(zhu)(zhu)(zhu)重(zhong)(zhong)(zhong)(zhong)與提(ti)(ti)質增(zeng)效(xiao)相結(jie)合(he),實(shi)(shi)施“一(yi)(yi)提(ti)(ti)雙優(you)”工(gong)(gong)(gong)程(cheng),推進(jin)礦(kuang)井(jing)裝備升級,優(you)化(hua)(hua)(hua)生(sheng)(sheng)產(chan)系統,實(shi)(shi)現生(sheng)(sheng)產(chan)方式變(bian)革。優(you)化(hua)(hua)(hua)井(jing)下(xia)煤(mei)炭(tan)運(yun)輸(shu)系統后,7部膠(jiao)帶(dai)機(ji)(ji)(ji)減為(wei)4部,運(yun)距(ju)縮短1.8公里,遠期(qi)釋放效(xiao)益約(yue)2100萬(wan)(wan)元;優(you)化(hua)(hua)(hua)重(zhong)(zhong)(zhong)(zhong)復采動(dong)條件下(xia)高壓(ya)鐵塔區域的(de)開采方案,使(shi)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)面(mian)增(zeng)加儲(chu)量46萬(wan)(wan)噸;優(you)化(hua)(hua)(hua)二(er)(er)采區11號煤(mei)聯合(he)布置(zhi)(zhi)增(zeng)加儲(chu)量15.4萬(wan)(wan)噸,遠期(qi)釋放效(xiao)益約(yue)1640多萬(wan)(wan)元;優(you)化(hua)(hua)(hua)13211采煤(mei)工(gong)(gong)(gong)藝,可多回收64萬(wan)(wan)噸,增(zeng)加效(xiao)益6400萬(wan)(wan)元。膠(jiao)帶(dai)機(ji)(ji)(ji)集(ji)控(kong)(kong)、變(bian)電所泵房(fang)無(wu)人值守、薄煤(mei)層(ceng)智(zhi)能化(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)面(mian)等(deng)一(yi)(yi)大批(pi)“一(yi)(yi)提(ti)(ti)雙優(you)”創(chuang)新項(xiang)目已(yi)經落地,實(shi)(shi)現了(le)(le)(le)井(jing)下(xia)膠(jiao)帶(dai)機(ji)(ji)(ji)、泵房(fang)、變(bian)電所、地面(mian)煤(mei)場(chang)(chang)遠程(cheng)遙(yao)控(kong)(kong),減少崗位(wei)工(gong)(gong)(gong)29人。做到了(le)(le)(le)生(sheng)(sheng)產(chan)管(guan)控(kong)(kong)可視(shi)化(hua)(hua)(hua),監(jian)(jian)測監(jian)(jian)控(kong)(kong)全(quan)息化(hua)(hua)(hua)、故障(zhang)診斷智(zhi)能化(hua)(hua)(hua)、礦(kuang)山開采智(zhi)慧(hui)化(hua)(hua)(hua)。

推行(xing)精細化管理,放大了(le)企業(ye)(ye)管理效能,樹(shu)立了(le)企業(ye)(ye)品牌(pai),公司先(xian)(xian)(xian)后被授予“國家一級安全生產標準化礦井”“特級安全高效礦井”,“忻州(zhou)市煤炭工(gong)作(zuo)先(xian)(xian)(xian)進集(ji)體”,“能源集(ji)團先(xian)(xian)(xian)進單(dan)位(wei)”、“集(ji)團公司文明單(dan)位(wei)”、保德縣“五一”勞(lao)動獎狀等榮譽稱號。
