該礦嚴(yan)(yan)(yan)(yan)格對照(zhao)能源集團安全(quan)(quan)生(sheng)(sheng)產攻堅(jian)行(xing)(xing)動啟(qi)動會中指出的“七大嚴(yan)(yan)(yan)(yan)重問題(ti)”“六個深刻反思”進行(xing)(xing)自我剖析,統一思想(xiang)、凝聚共識,以思想(xiang)高(gao)境(jing)界(jie)、工作高(gao)標準、落實高(gao)效率(lv)和嚴(yan)(yan)(yan)(yan)干部、嚴(yan)(yan)(yan)(yan)流程、嚴(yan)(yan)(yan)(yan)小事的“三(san)高(gao)三(san)嚴(yan)(yan)(yan)(yan)”要求(qiu)全(quan)(quan)面落實礦井(jing)安全(quan)(quan)生(sheng)(sheng)產主體(ti)責任。嚴(yan)(yan)(yan)(yan)格執(zhi)行(xing)(xing)礦領導帶班(ban)、值班(ban)、應(ying)急值守、安全(quan)(quan)包保、請銷(xiao)假(jia)等制度,確保特(te)殊時(shi)期礦井(jing)安全(quan)(quan)生(sheng)(sheng)產,切實把“生(sheng)(sheng)命(ming)至上(shang)、安全(quan)(quan)第(di)一”的理念落到實處(chu),增(zeng)強(qiang)抓好安全(quan)(quan)生(sheng)(sheng)產工作的政(zheng)治責任感和使命(ming)感。
創新管理思維,夯實“安全之基”
該礦堅持問(wen)題導向,刀(dao)刃向內,嚴(yan)格管控各類安全(quan)(quan)風險(xian)。針對影響(xiang)安全(quan)(quan)生產的(de)頂板、提升運輸、“一(yi)通三防”等薄弱環節,加大(da)(da)現場監督管理(li)(li)力度,對暴露的(de)苗頭(tou)性、傾(qing)向性安全(quan)(quan)問(wen)題,放大(da)(da)分析、超前問(wen)責。對安全(quan)(quan)隱(yin)患(huan),深層剖析、從嚴(yan)追究,堅決杜絕重(zhong)大(da)(da)隱(yin)患(huan)。同時,嚴(yan)格執(zhi)行對標、對規(gui)檢查工(gong)作制度,安全(quan)(quan)生產管理(li)(li)人員與跟班(ban)安監員執(zhi)行“雙向溯源(yuan)”考核(he)機制,對查出的(de)隱(yin)患(huan)問(wen)題,全(quan)(quan)程跟蹤(zong)落實(shi)整改,嚴(yan)格閉環管理(li)(li)。
勇于擔當作為,落實“安全之責”
推進“風險隱(yin)患(huan)、應急處置(zhi)”的源(yuan)頭治理(li),切實做到(dao)預防到(dao)位、落(luo)實到(dao)位。該礦持(chi)續推進“全(quan)(quan)員素能提(ti)(ti)(ti)升(sheng)年”活動,以(yi)(yi)結果為導(dao)向(xiang),組(zu)織開展有計劃、有標(biao)準(zhun)(zhun)、有考核(he)的全(quan)(quan)員素能提(ti)(ti)(ti)升(sheng)活動,全(quan)(quan)面提(ti)(ti)(ti)升(sheng)綜合(he)素質。積極(ji)推行溯源(yuan)履職量化考核(he)機(ji)制,從掘(jue)進源(yuan)頭、采煤工作面投產驗收抓起,建(jian)立(li)現場(chang)“網格化”管理(li)機(ji)制。修訂細化各專業安全(quan)(quan)質量標(biao)準(zhun)(zhun)化標(biao)準(zhun)(zhun),突出(chu)抓好(hao)質量標(biao)準(zhun)(zhun)化和責(ze)任考核(he)“兩個體系”建(jian)設,持(chi)之以(yi)(yi)恒提(ti)(ti)(ti)高礦井安全(quan)(quan)生產標(biao)準(zhun)(zhun)化水平(ping),提(ti)(ti)(ti)升(sheng)管理(li)人(ren)員的履職能力。他們還堅持(chi)“貼近實戰(zhan)、注重實效(xiao)”原則,抓好(hao)應急天(tian)氣處置(zhi)工作,嚴格落(luo)實極(ji)端天(tian)氣停產撤人(ren)、應急電源(yuan)管理(li)以(yi)(yi)及“三條生命線”建(jian)設,牢(lao)牢(lao)掌握礦井安全(quan)(quan)主動權。(劉(liu)娟)
