一、解放思想、創新提升,奠定“四個始終堅持”引領地位

黨(dang)的(de)(de)(de)(de)十八大(da)(da)(da)以(yi)來(lai),習(xi)近(jin)平總書記對安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)提出一系(xi)列(lie)新(xin)觀點、新(xin)要求,作(zuo)(zuo)(zuo)出一系(xi)列(lie)新(xin)判(pan)斷、新(xin)部署。國家對安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)要求之高,對事故(gu)追責(ze)處理之嚴(yan)、力(li)度(du)之大(da)(da)(da)、范(fan)圍之廣、速度(du)之快均前所未(wei)有。安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)“新(xin)常態”倒(dao)逼(bi)我(wo)們必須(xu)解放(fang)思(si)想,創新(xin)提升,構(gou)建更加科學(xue)、穩(wen)(wen)(wen)(wen)固(gu)、可持續的(de)(de)(de)(de)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)管控模式(shi)。去(qu)(qu)年(nian)8月份肥(fei)(fei)礦新(xin)班子成立(li)后(hou),認(ren)真(zhen)學(xue)習(xi)習(xi)總書記安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)重要思(si)想,省委(wei)省政府、能源集團安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)重要部署,深刻理解“四(si)(si)個一切(qie)(qie)”“四(si)(si)個切(qie)(qie)忌”“三不(bu)四(si)(si)可”“一提雙優”等實質(zhi)內涵,精(jing)細把脈肥(fei)(fei)礦安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)經(jing)營現狀,提出“穩(wen)(wen)(wen)(wen)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)、穩(wen)(wen)(wen)(wen)產(chan)(chan)(chan)(chan)能、穩(wen)(wen)(wen)(wen)效益(yi)、穩(wen)(wen)(wen)(wen)政策(ce)、穩(wen)(wen)(wen)(wen)人心(xin)”的(de)(de)(de)(de)“五(wu)(wu)穩(wen)(wen)(wen)(wen)”工(gong)作(zuo)(zuo)(zuo)思(si)路,其中(zhong)“穩(wen)(wen)(wen)(wen)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)”又是(shi)“穩(wen)(wen)(wen)(wen)中(zhong)之穩(wen)(wen)(wen)(wen)”、基(ji)(ji)礎之基(ji)(ji)礎。基(ji)(ji)于“五(wu)(wu)穩(wen)(wen)(wen)(wen)”工(gong)作(zuo)(zuo)(zuo)思(si)路,結合(he)“大(da)(da)(da)學(xue)習(xi)大(da)(da)(da)調研大(da)(da)(da)改進”,我(wo)們深度(du)分析(xi)了肥(fei)(fei)礦安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)面臨的(de)(de)(de)(de)新(xin)形(xing)勢、新(xin)挑戰、新(xin)問(wen)題,全(quan)(quan)(quan)(quan)(quan)(quan)(quan)面研判(pan)下一步(bu)工(gong)作(zuo)(zuo)(zuo),將(jiang)人民(min)利益(yi)至上的(de)(de)(de)(de)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)立(li)場(chang)、生(sheng)(sheng)(sheng)命安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)至上的(de)(de)(de)(de)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)文化、制度(du)至上的(de)(de)(de)(de)管理基(ji)(ji)調、安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)為先(xian)的(de)(de)(de)(de)發展(zhan)理念、執行第一的(de)(de)(de)(de)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)責(ze)任具體化、形(xing)象化,逐步(bu)形(xing)成并(bing)在(zai)2019年(nian)肥(fei)(fei)礦安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)工(gong)作(zuo)(zuo)(zuo)會上系(xi)統(tong)闡述了以(yi)“四(si)(si)個始終(zhong)堅持”為引領(ling)的(de)(de)(de)(de)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)管理新(xin)模式(shi)。透過去(qu)(qu)年(nian)以(yi)來(lai)實踐(jian)驗證和各級領(ling)導評(ping)價,“四(si)(si)個始終(zhong)堅持”完全(quan)(quan)(quan)(quan)(quan)(quan)(quan)符合(he)上級對安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)的(de)(de)(de)(de)指示(shi)要求、完全(quan)(quan)(quan)(quan)(quan)(quan)(quan)符合(he)肥(fei)(fei)礦安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)現狀,是(shi)必須(xu)認(ren)真(zhen)遵循的(de)(de)(de)(de)安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)基(ji)(ji)礎性思(si)想引領(ling),是(shi)新(xin)時代肥(fei)(fei)礦安(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)(quan)質(zhi)量標準化建設內涵的(de)(de)(de)(de)拓展(zhan)和外延。

二、思想引領、卓越執行,夯實精細高效安全管控模式

“四(si)個(ge)始(shi)終堅持”引領下的肥(fei)礦安全生(sheng)(sheng)產工作內(nei)涵豐富(fu),輔以上下思想統(tong)一、卓(zhuo)越執行,使其(qi)更(geng)具(ju)生(sheng)(sheng)命力、更(geng)富(fu)實效性。

(一(yi))始(shi)終堅持(chi)正確的(de)(de)理念引(yin)領(ling)。在省委省政府和能源(yuan)集團(tuan)領(ling)導(dao)下,肥礦(kuang)雖然通過改(gai)革重(zhong)(zhong)組(zu)活了過來,但(dan)體量小、底子薄、負擔重(zhong)(zhong)、造血能力(li)差、質量標準化欠賬(zhang)大的(de)(de)現狀(zhuang)并無質的(de)(de)改(gai)觀,肥礦(kuang)依然十分孱弱(ruo)。尤(you)其(qi)是(shi)安(an)(an)(an)全(quan)(quan)生(sheng)產(chan)上,更(geng)是(shi)出不(bu)得半點(dian)問(wen)題(ti),否則就是(shi)滅頂之(zhi)(zhi)災、滅企之(zhi)(zhi)災。面(mian)對這種(zhong)現狀(zhuang),在安(an)(an)(an)全(quan)(quan)生(sheng)產(chan)上我們不(bu)搞花(hua)架子,不(bu)提大口號(hao),不(bu)多講(jiang)大道理,而(er)是(shi)系(xi)統講(jiang)、反復講(jiang)“安(an)(an)(an)全(quan)(quan)是(shi)穩(wen)中之(zhi)(zhi)穩(wen)”“端安(an)(an)(an)全(quan)(quan)碗、吃安(an)(an)(an)全(quan)(quan)飯、掙安(an)(an)(an)全(quan)(quan)錢”“安(an)(an)(an)全(quan)(quan)是(shi)保(bao)家工程”等樸實、接地氣的(de)(de)安(an)(an)(an)全(quan)(quan)理念,并利用近半年的(de)(de)時(shi)間開展(zhan)“安(an)(an)(an)全(quan)(quan)是(shi)穩(wen)中之(zhi)(zhi)穩(wen)”系(xi)列思考,配(pei)發10篇評論文章(zhang),每篇一(yi)個專題(ti),引(yin)導(dao)職工深(shen)刻(ke)思考“怎么端穩(wen)安(an)(an)(an)全(quan)(quan)碗、吃好(hao)安(an)(an)(an)全(quan)(quan)飯、多掙安(an)(an)(an)全(quan)(quan)錢”“怎么樹牢紅線意(yi)識、底線思維”,把(ba)這些(xie)樸實的(de)(de)安(an)(an)(an)全(quan)(quan)理念化作(zuo)員工群眾最真實的(de)(de)情感共鳴,成為自覺行(xing)動(dong)。

(二)始終堅(jian)(jian)持(chi)(chi)(chi)準確的(de)(de)(de)價(jia)值導向(xiang)。我們把抓好安(an)(an)(an)全(quan)(quan)生產(chan)作(zuo)為(wei)(wei)企業的(de)(de)(de)價(jia)值觀(guan),把個(ge)(ge)人(ren)實現安(an)(an)(an)全(quan)(quan)、周邊消滅(mie)隱患作(zuo)為(wei)(wei)員(yuan)工(gong)的(de)(de)(de)價(jia)值觀(guan)。一(yi)(yi)(yi)是(shi)牢(lao)牢(lao)把握(wo)政治價(jia)值導向(xiang)。我們將(jiang)安(an)(an)(an)全(quan)(quan)生產(chan)作(zuo)為(wei)(wei)最大的(de)(de)(de)政治,當作(zuo)檢(jian)驗“四(si)個(ge)(ge)意識”強(qiang)不(bu)強(qiang)、是(shi)否(fou)同黨保持(chi)(chi)(chi)高度一(yi)(yi)(yi)致(zhi)、能(neng)不(bu)能(neng)做到行動(dong)自覺的(de)(de)(de)重(zhong)要標(biao)尺,用(yong)實際行動(dong)踐(jian)行以人(ren)民(min)為(wei)(wei)中心的(de)(de)(de)安(an)(an)(an)全(quan)(quan)發展(zhan)思想。二要牢(lao)牢(lao)把握(wo)業績考(kao)(kao)核(he)導向(xiang)。下(xia)發安(an)(an)(an)全(quan)(quan)績效(xiao)(xiao)、經營績效(xiao)(xiao)、誠信履職“三位一(yi)(yi)(yi)體”考(kao)(kao)核(he)辦法,加大安(an)(an)(an)全(quan)(quan)績效(xiao)(xiao)考(kao)(kao)核(he)力度。季度實現安(an)(an)(an)全(quan)(quan)生產(chan),加發一(yi)(yi)(yi)個(ge)(ge)月安(an)(an)(an)全(quan)(quan)工(gong)資,全(quan)(quan)公司約830萬元,人(ren)均(jun)約1127元;年度實現安(an)(an)(an)全(quan)(quan)生產(chan),再加發一(yi)(yi)(yi)個(ge)(ge)月安(an)(an)(an)全(quan)(quan)工(gong)資。讓(rang)所(suo)有效(xiao)(xiao)益都(dou)體現在(zai)安(an)(an)(an)全(quan)(quan)上(shang),真正讓(rang)員(yuan)工(gong)得安(an)(an)(an)全(quan)(quan)上(shang)的(de)(de)(de)實惠。三是(shi)牢(lao)牢(lao)把握(wo)選人(ren)用(yong)人(ren)導向(xiang)。堅(jian)(jian)持(chi)(chi)(chi)在(zai)安(an)(an)(an)全(quan)(quan)生產(chan)實績中選拔任用(yong)干(gan)部,大膽提拔使用(yong)嚴安(an)(an)(an)全(quan)(quan)、懂生產(chan)、善管理的(de)(de)(de)優秀(xiu)人(ren)才,培育肥礦的(de)(de)(de)基(ji)礎隊伍。最近(jin),我們為(wei)(wei)權屬四(si)礦新增加了63個(ge)(ge)安(an)(an)(an)全(quan)(quan)生產(chan)管理崗位。四(si)是(shi)牢(lao)牢(lao)把握(wo)卓越執行導向(xiang)。嚴肅(su)“十(shi)(shi)個(ge)(ge)必須、十(shi)(shi)個(ge)(ge)嚴禁”“十(shi)(shi)個(ge)(ge)深(shen)查、十(shi)(shi)個(ge)(ge)一(yi)(yi)(yi)律”,嚴格首問負責制、限時(shi)復命制,推崇(chong)實際、實用(yong)、實效(xiao)(xiao),濃厚真干(gan)事、多干(gan)事、干(gan)成事的(de)(de)(de)實干(gan)氛圍,上(shang)下(xia)自覺做到“快速反(fan)應(ying)、立(li)即行動(dong)、追(zhui)求完美、不(bu)留遺憾”。

(四(si))始(shi)終堅持(chi)從(cong)(cong)(cong)嚴從(cong)(cong)(cong)實(shi)久久為功。堅持(chi)黨管(guan)安(an)(an)(an)(an)全(quan),落實(shi)“黨政同責(ze)、一崗雙(shuang)責(ze)、齊抓(zhua)共管(guan)、失(shi)責(ze)追責(ze)”安(an)(an)(an)(an)全(quan)生(sheng)產(chan)責(ze)任體系,從(cong)(cong)(cong)嚴執行(xing)各層級(ji)各崗位安(an)(an)(an)(an)全(quan)生(sheng)產(chan)責(ze)任制,管(guan)在日(ri)常(chang)、嚴在經(jing)常(chang),常(chang)態化(hua)(hua)、反復抓(zhua)、抓(zhua)反復,做到久久為功。一是(shi)按照“穩中求(qiu)進、進中求(qiu)安(an)(an)(an)(an)”工(gong)作(zuo)總基(ji)調,對(dui)多年來(lai)行(xing)之(zhi)有效(xiao)(xiao)的安(an)(an)(an)(an)全(quan)生(sheng)產(chan)工(gong)作(zuo)制度予(yu)以固化(hua)(hua),對(dui)安(an)(an)(an)(an)全(quan)生(sheng)產(chan)“十個體系”“雙(shuang)重預防”機制建設等有效(xiao)(xiao)做法予(yu)以繼承和完善(shan)。二是(shi)成(cheng)立安(an)(an)(an)(an)全(quan)生(sheng)產(chan)稽查(cha)小分隊,開展(zhan)點(dian)穴式安(an)(an)(an)(an)全(quan)稽查(cha),補短板、抓(zhua)“活魚”,解(jie)剖反面案例(li),倒(dao)(dao)追倒(dao)(dao)查(cha)、向前追溯,釋(shi)放嚴抓(zhua)安(an)(an)(an)(an)全(quan)、持(chi)續(xu)從(cong)(cong)(cong)嚴的鮮明信號。三是(shi)實(shi)施礦班子成(cheng)員和安(an)(an)(an)(an)監處管(guan)理人員安(an)(an)(an)(an)全(quan)生(sheng)產(chan)履職量化(hua)(hua)考評(ping),分別規(gui)定26項、25項量化(hua)(hua)考評(ping)項目,每月對(dui)比分析、公開通報。四(si)是(shi)開展(zhan)會診式、幫扶式、準(zhun)入式等特色安(an)(an)(an)(an)全(quan)檢查(cha),提高檢查(cha)的針對(dui)性(xing)、實(shi)效(xiao)(xiao)性(xing)。五(wu)是(shi)實(shi)施《安(an)(an)(an)(an)全(quan)生(sheng)產(chan)通報》制度,突出主責(ze)主業和直接責(ze)任者,嚴格(ge)問題(ti)追責(ze)考核;實(shi)施《安(an)(an)(an)(an)全(quan)生(sheng)產(chan)聚焦(jiao)》制度,聚焦(jiao)內(nei)外(wai)部(bu)安(an)(an)(an)(an)全(quan)生(sheng)產(chan)好經(jing)驗、好做法,正向引導,激(ji)發全(quan)員創新活力。

三、兼容并蓄、典型引領,有效激發企業安全發展新活力

今年(nian)(nian)以來(lai),肥(fei)礦(kuang)在(zai)(zai)“四(si)個(ge)始終堅持(chi)”引領下(xia)(xia),對內苦(ku)練安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產管理內功,對外積極對標學習、自(zi)我(wo)提(ti)升(sheng),安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產工(gong)(gong)作(zuo)(zuo)(zuo)步入健康可持(chi)續發展“快車道”。一(yi)(yi)是(shi)“安(an)(an)(an)全(quan)(quan)(quan)是(shi)穩(wen)中之穩(wen)”成(cheng)為(wei)企業共識。安(an)(an)(an)全(quan)(quan)(quan)是(shi)最(zui)大(da)(da)的(de)政治(zhi)、最(zui)大(da)(da)的(de)業績、最(zui)大(da)(da)的(de)效(xiao)(xiao)益(yi)、最(zui)好的(de)形象。年(nian)(nian)初,肥(fei)礦(kuang)下(xia)(xia)發的(de)第(di)一(yi)(yi)個(ge)文件就(jiu)是(shi)安(an)(an)(an)全(quan)(quan)(quan)1號文件,召開的(de)第(di)一(yi)(yi)個(ge)大(da)(da)型會議就(jiu)是(shi)安(an)(an)(an)全(quan)(quan)(quan)工(gong)(gong)作(zuo)(zuo)(zuo)會,研究(jiu)的(de)第(di)一(yi)(yi)個(ge)事項就(jiu)是(shi)安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產工(gong)(gong)作(zuo)(zuo)(zuo)。通過上(shang)(shang)(shang)半年(nian)(nian)的(de)嚴抓(zhua)嚴管,有(you)效(xiao)(xiao)杜絕了(le)(le)重傷以上(shang)(shang)(shang)工(gong)(gong)傷事故。二是(shi)“掙錢就(jiu)掙安(an)(an)(an)全(quan)(quan)(quan)工(gong)(gong)資”成(cheng)為(wei)全(quan)(quan)(quan)員目標。今年(nian)(nian)以來(lai),集團層(ceng)面(mian)(mian)累計下(xia)(xia)礦(kuang)檢查(cha)(cha)(cha)1035人(ren)次,與去年(nian)(nian)同(tong)期基(ji)本持(chi)平(ping);查(cha)(cha)(cha)處違章547起(qi),同(tong)比(bi)降低12%;查(cha)(cha)(cha)處問題5162條,同(tong)比(bi)降低36%;考核罰款361622元,同(tong)比(bi)降低64.2%。上(shang)(shang)(shang)級煤(mei)監部(bu)門、能(neng)源管理部(bu)門、地方監管部(bu)門對肥(fei)礦(kuang)總部(bu)及各礦(kuang)執(zhi)法檢查(cha)(cha)(cha)46次,檢查(cha)(cha)(cha)頻(pin)次同(tong)比(bi)增(zeng)加(jia)50%,合(he)計行(xing)政罰款同(tong)比(bi)降低11.4%。2019年(nian)(nian),在(zai)(zai)實現安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產前(qian)提(ti)下(xia)(xia),我(wo)們(men)將力(li)爭在(zai)(zai)崗職(zhi)(zhi)工(gong)(gong)年(nian)(nian)人(ren)均(jun)工(gong)(gong)資9.2萬(wan)(wan)元、增(zeng)幅12%以上(shang)(shang)(shang),其中采掘(jue)職(zhi)(zhi)工(gong)(gong)力(li)爭達到月(yue)均(jun)工(gong)(gong)資過萬(wan)(wan)元。三是(shi)“一(yi)(yi)提(ti)雙(shuang)優增(zeng)雙(shuang)效(xiao)(xiao)”成(cheng)為(wei)生(sheng)(sheng)產自(zi)覺。上(shang)(shang)(shang)半年(nian)(nian),肥(fei)礦(kuang)整體回(hui)采工(gong)(gong)效(xiao)(xiao)同(tong)比(bi)提(ti)升(sheng)6.3%,掘(jue)進工(gong)(gong)效(xiao)(xiao)同(tong)比(bi)提(ti)升(sheng)8.05%;去年(nian)(nian)10月(yue)投(tou)產、今年(nian)(nian)3月(yue)停采的(de)白莊(zhuang)煤(mei)礦(kuang)9802薄煤(mei)層(ceng)智能(neng)化(hua)高效(xiao)(xiao)綜采工(gong)(gong)作(zuo)(zuo)(zuo)面(mian)(mian),直接工(gong)(gong)每班減少7人(ren),人(ren)均(jun)工(gong)(gong)效(xiao)(xiao)增(zeng)幅87.3%,每月(yue)減少人(ren)工(gong)(gong)成(cheng)本16.6萬(wan)(wan)元,顯示出“一(yi)(yi)提(ti)雙(shuang)優”的(de)巨大(da)(da)威力(li)。目前(qian),梁寶寺煤(mei)礦(kuang)大(da)(da)采高綜放智能(neng)化(hua)工(gong)(gong)作(zuo)(zuo)(zuo)面(mian)(mian)已安(an)(an)(an)裝完畢,正組織試運(yun)行(xing)。6月(yue)28日,我(wo)們(men)在(zai)(zai)陳蠻莊(zhuang)煤(mei)礦(kuang)召開了(le)(le)標準化(hua)暨“雙(shuang)效(xiao)(xiao)”提(ti)升(sheng)推進會,效(xiao)(xiao)果良(liang)好。
