龍礦集團望田煤業:標準精細抓管理 技術創新鑄品牌

望(wang)田煤業(ye)是龍礦(kuang)集(ji)團在山(shan)西(xi)投資建(jian)(jian)設的第(di)三對(dui)礦(kuang)井,核定生(sheng)產(chan)(chan)(chan)能力120萬噸/年(nian)(nian),2011年(nian)(nian)7月(yue)開始技改,2014年(nian)(nian)建(jian)(jian)成投產(chan)(chan)(chan),2016年(nian)(nian)跨入特(te)(te)級高產(chan)(chan)(chan)高效(xiao)(xiao)礦(kuang)井序列(lie),2018年(nian)(nian)6月(yue)順利通過(guo)國家(jia)一級安全生(sheng)產(chan)(chan)(chan)標準化礦(kuang)井驗收。2019年(nian)(nian)5月(yue)建(jian)(jian)成山(shan)西(xi)省的第(di)二個(ge)(ge)薄煤層智能化工作面。近(jin)年(nian)(nian)來,望(wang)田煤業(ye)以(yi)建(jian)(jian)設“安全高效(xiao)(xiao)礦(kuang)井”目(mu)標為(wei)引(yin)領,以(yi)精細化管(guan)理(li)(li)作為(wei)提升(sheng)礦(kuang)井高質量發展(zhan)的第(di)一選擇,創新(xin)開展(zhan)精細管(guan)理(li)(li)模式(shi),將(jiang)精細化管(guan)理(li)(li)理(li)(li)念貫穿整個(ge)(ge)安全生(sheng)產(chan)(chan)(chan)經營(ying)管(guan)理(li)(li)的全過(guo)程,做到“事事有(you)(you)人(ren)管(guan)、人(ren)人(ren)有(you)(you)事管(guan)、管(guan)理(li)(li)有(you)(you)標準、操作有(you)(you)規范”的管(guan)理(li)(li)格局,形成具有(you)(you)望(wang)田特(te)(te)色的精細化管(guan)理(li)(li)模式(shi)。

一、將精細化融(rong)入安(an)(an)全(quan)管(guan)理,在打(da)造(zao)價值(zhi)認(ren)同和(he)標準規范中引領安(an)(an)全(quan)發展

安(an)(an)全是(shi)煤礦的“天字號”大(da)事。我們(men)在加強京广航影视(shi)官方建設(she)的大(da)環境下(xia),積(ji)極培(pei)育和(he)發(fa)展(zhan)以人為本(ben),安(an)(an)全為首的安(an)(an)全文(wen)化(hua),以文(wen)化(hua)為引領,牢樹“一個(ge)理(li)念”,構建“三個(ge)體系”,解決“三個(ge)問題”,用文(wen)化(hua)鑄造安(an)(an)全盾牌,形成精細(xi)化(hua)管理(li)共識(shi),實現了員(yuan)工家庭幸福(fu)與企業經(jing)濟效益(yi)的同步發(fa)展(zhan)。

1.牢(lao)樹“一(yi)個理(li)(li)(li)念”。就是(shi)“讓(rang)(rang)標(biao)準(zhun)(zhun)(zhun)成為(wei)習慣(guan),讓(rang)(rang)習慣(guan)符合標(biao)準(zhun)(zhun)(zhun)”的(de)標(biao)準(zhun)(zhun)(zhun)化(hua)理(li)(li)(li)念。一(yi)是(shi)做(zuo)(zuo)到文(wen)化(hua)理(li)(li)(li)念培育與員(yuan)(yuan)(yuan)工(gong)價值行為(wei)的(de)統一(yi)。把(ba)員(yuan)(yuan)(yuan)工(gong)的(de)“良心(xin)(xin)活”提升為(wei)員(yuan)(yuan)(yuan)工(gong)的(de)“規(gui)范(fan)活”,把(ba)員(yuan)(yuan)(yuan)工(gong)的(de)感恩行為(wei)固化(hua)為(wei)操作標(biao)準(zhun)(zhun)(zhun),使(shi)精(jing)細管(guan)理(li)(li)(li)文(wen)化(hua)更容易、更自覺地被(bei)廣大員(yuan)(yuan)(yuan)工(gong)所理(li)(li)(li)解和接受。二是(shi)做(zuo)(zuo)到管(guan)理(li)(li)(li)目(mu)(mu)標(biao)與員(yuan)(yuan)(yuan)工(gong)需求的(de)統一(yi)。在標(biao)準(zhun)(zhun)(zhun)管(guan)理(li)(li)(li)、規(gui)范(fan)管(guan)理(li)(li)(li)的(de)基(ji)礎上(shang),我們通過(guo)實施(shi)人本(ben)管(guan)理(li)(li)(li),引入親情元素,改善員(yuan)(yuan)(yuan)工(gong)心(xin)(xin)智模式,讓(rang)(rang)員(yuan)(yuan)(yuan)工(gong)在物質上(shang)受益、精(jing)神上(shang)滿足,使(shi)企業經營發(fa)展目(mu)(mu)標(biao)體現員(yuan)(yuan)(yuan)工(gong)的(de)意愿,轉化(hua)為(wei)廣大員(yuan)(yuan)(yuan)工(gong)的(de)統一(yi)目(mu)(mu)標(biao)并愿意為(wei)此去努力,做(zuo)(zuo)到落(luo)實工(gong)作無盲點,使(shi)富有(you)特色的(de)精(jing)細管(guan)理(li)(li)(li)文(wen)化(hua)在公司落(luo)地生根、開花結(jie)果。

2.構建“三個(ge)體系”。一是著(zhu)力構建“安(an)全(quan)(quan)(quan)(quan)精(jing)(jing)(jing)(jing)細(xi)(xi)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)責(ze)任體系”將(jiang)《安(an)全(quan)(quan)(quan)(quan)精(jing)(jing)(jing)(jing)細(xi)(xi)化(hua)(hua)(hua)(hua)(hua)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)標準(zhun)(zhun)(zhun)》分(fen)解到(dao)(dao)專(zhuan)(zhuan)業,規范(fan)到(dao)(dao)班(ban)組(zu)(zu),細(xi)(xi)化(hua)(hua)(hua)(hua)(hua)到(dao)(dao)崗(gang)(gang)位,現(xian)場管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)人員(yuan)目標明確、分(fen)工(gong)(gong)細(xi)(xi)致、指導(dao)到(dao)(dao)位、考(kao)核嚴(yan)(yan)格;崗(gang)(gang)位操(cao)作(zuo)人員(yuan)標準(zhun)(zhun)(zhun)熟悉、責(ze)任清楚、行(xing)為(wei)(wei)規范(fan)、操(cao)作(zuo)熟練,做(zuo)到(dao)(dao)“上(shang)標準(zhun)(zhun)(zhun)崗(gang)(gang),干標準(zhun)(zhun)(zhun)活”,形成了從(cong)上(shang)到(dao)(dao)下(xia)(xia)逐級落實、層層負責(ze)的(de)(de)(de)(de)(de)標準(zhun)(zhun)(zhun)化(hua)(hua)(hua)(hua)(hua)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)體系。二是著(zhu)力構建“安(an)全(quan)(quan)(quan)(quan)德善文化(hua)(hua)(hua)(hua)(hua)體系”。扎實踐行(xing)“尊嚴(yan)(yan)文化(hua)(hua)(hua)(hua)(hua)”,把(ba)“德善文化(hua)(hua)(hua)(hua)(hua)”融匯到(dao)(dao)“尊嚴(yan)(yan)文化(hua)(hua)(hua)(hua)(hua)”之(zhi)中,大力倡樹抓(zhua)(zhua)好安(an)全(quan)(quan)(quan)(quan)就(jiu)是積德行(xing)善,實現(xian)安(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)就(jiu)是讓職(zhi)(zhi)工(gong)(gong)享受最大尊嚴(yan)(yan)的(de)(de)(de)(de)(de)精(jing)(jing)(jing)(jing)神。全(quan)(quan)(quan)(quan)礦副科級以(yi)上(shang)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)人員(yuan)輪(lun)流(liu)到(dao)(dao)區(qu)隊宣講,通過班(ban)前會(hui)、談心、聊天(tian)等不同方式傳播精(jing)(jing)(jing)(jing)細(xi)(xi)化(hua)(hua)(hua)(hua)(hua)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)與(yu)區(qu)隊效益、安(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)之(zhi)間(jian)的(de)(de)(de)(de)(de)關系,將(jiang)其作(zuo)為(wei)(wei)轉變(bian)作(zuo)風、改變(bian)員(yuan)工(gong)(gong)的(de)(de)(de)(de)(de)心智模(mo)(mo)式、矯正不安(an)全(quan)(quan)(quan)(quan)行(xing)為(wei)(wei)習慣的(de)(de)(de)(de)(de)切入(ru)點和突(tu)破口,逐步培養職(zhi)(zhi)工(gong)(gong)的(de)(de)(de)(de)(de)精(jing)(jing)(jing)(jing)細(xi)(xi)操(cao)作(zuo)意識,掌握安(an)全(quan)(quan)(quan)(quan)知(zhi)識,提高操(cao)作(zuo)技能,最大限度的(de)(de)(de)(de)(de)滿足安(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)的(de)(de)(de)(de)(de)需要。三是著(zhu)力構建“班(ban)組(zu)(zu)精(jing)(jing)(jing)(jing)細(xi)(xi)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)體系”。在實施精(jing)(jing)(jing)(jing)細(xi)(xi)化(hua)(hua)(hua)(hua)(hua)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)過程中,公司劃(hua)小核算單(dan)位、把(ba)班(ban)組(zu)(zu)建設作(zuo)為(wei)(wei)保安(an)全(quan)(quan)(quan)(quan)、降成本、提質量(liang)、創效益、建文化(hua)(hua)(hua)(hua)(hua)的(de)(de)(de)(de)(de)主抓(zhua)(zhua)手(shou),實施素質提升(sheng)工(gong)(gong)程,致力打(da)造“員(yuan)工(gong)(gong)自(zi)(zi)律、班(ban)組(zu)(zu)自(zi)(zi)主、區(qu)隊自(zi)(zi)控(kong)、崗(gang)(gang)位增值,精(jing)(jing)(jing)(jing)細(xi)(xi)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)”的(de)(de)(de)(de)(de)班(ban)組(zu)(zu)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)模(mo)(mo)式。建立了從(cong)員(yuan)工(gong)(gong)到(dao)(dao)班(ban)組(zu)(zu)、區(qu)隊、專(zhuan)(zhuan)業、公司五個(ge)層面自(zi)(zi)下(xia)(xia)而上(shang)的(de)(de)(de)(de)(de)精(jing)(jing)(jing)(jing)益生(sheng)產(chan)覆蓋體系,規范(fan)了100多個(ge)崗(gang)(gang)位工(gong)(gong)種精(jing)(jing)(jing)(jing)益生(sheng)產(chan)操(cao)作(zuo)流(liu)程,制(zhi)定了128個(ge)崗(gang)(gang)位操(cao)作(zuo)規范(fan)。通過精(jing)(jing)(jing)(jing)細(xi)(xi)化(hua)(hua)(hua)(hua)(hua)ABC三卡對員(yuan)工(gong)(gong)崗(gang)(gang)位進行(xing)價值考(kao)核,增強員(yuan)工(gong)(gong)實現(xian)崗(gang)(gang)位增值、個(ge)人價值的(de)(de)(de)(de)(de)自(zi)(zi)覺性,使被(bei)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)者成為(wei)(wei)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)的(de)(de)(de)(de)(de)參與(yu)者,促進全(quan)(quan)(quan)(quan)員(yuan)參與(yu)精(jing)(jing)(jing)(jing)細(xi)(xi)化(hua)(hua)(hua)(hua)(hua)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)。

3.解決(jue)“三個問(wen)題(ti)”:一(yi)(yi)是解決(jue)了(le)難落實的(de)(de)問(wen)題(ti),建立起(qi)了(le)“全(quan)礦(kuang)-專業-單(dan)位-班組(zu)-個人”的(de)(de)五級(ji)(ji)(ji)精細化管理(li)責任(ren)落實體系(xi),按(an)照一(yi)(yi)級(ji)(ji)(ji)帶著一(yi)(yi)級(ji)(ji)(ji)干(gan),一(yi)(yi)級(ji)(ji)(ji)做給一(yi)(yi)級(ji)(ji)(ji)看,一(yi)(yi)級(ji)(ji)(ji)抓一(yi)(yi)級(ji)(ji)(ji),一(yi)(yi)級(ji)(ji)(ji)為一(yi)(yi)級(ji)(ji)(ji)負(fu)責的(de)(de)工作機制,將責任(ren)落實到(dao)每一(yi)(yi)名員(yuan)工,解決(jue)了(le)安(an)全(quan)精細管理(li)難落實的(de)(de)問(wen)題(ti)。二(er)是解決(jue)了(le)統一(yi)(yi)協(xie)調(diao)難的(de)(de)問(wen)題(ti)。各方(fang)力(li)量(liang)得(de)到(dao)協(xie)同,內(nei)耗大(da)(da)(da)大(da)(da)(da)減少(shao),管理(li)質量(liang)和效(xiao)率(lv)得(de)到(dao)大(da)(da)(da)幅(fu)度提高,解決(jue)了(le)安(an)全(quan)管理(li)協(xie)同脫節(jie)的(de)(de)問(wen)題(ti)。三是解決(jue)了(le)獎(jiang)懲(cheng)激勵發(fa)揮(hui)(hui)不到(dao)位的(de)(de)問(wen)題(ti)。通過實施安(an)全(quan)切塊工資,激發(fa)了(le)干(gan)部員(yuan)工的(de)(de)積極性,使安(an)全(quan)獎(jiang)懲(cheng)手段(duan)發(fa)揮(hui)(hui)出(chu)最大(da)(da)(da)效(xiao)力(li),解決(jue)了(le)安(an)全(quan)獎(jiang)懲(cheng)激勵效(xiao)力(li)不高的(de)(de)問(wen)題(ti)。

二、將精細化(hua)融入(ru)現場管理,在推進安全(quan)生(sheng)產標(biao)準化(hua)建設中打(da)造精品工程

精細化管理(li)的落腳點是現場,現場管理(li)是企(qi)業管理(li)的根本,更是企(qi)業的效(xiao)益所在。在現場管理(li)上我們創新工作思路,突出(chu)“一個中心”、打造“兩(liang)大工程”、強化“三(san)個注重”,實(shi)現了安全生(sheng)產精細化。

1.突出“一個(ge)中心”。即突出安(an)全生(sheng)產(chan)標(biao)(biao)(biao)(biao)準化(hua)(hua)為中心。一是抓(zhua)標(biao)(biao)(biao)(biao)準。公司制定(ding)精品(pin)標(biao)(biao)(biao)(biao)準,推(tui)進(jin)“巷道一次(ci)成型、工(gong)(gong)作一次(ci)達(da)標(biao)(biao)(biao)(biao)、質(zhi)量(liang)(liang)一勞永逸”,全力(li)打造(zao)“精品(pin)工(gong)(gong)程”;從管(guan)(guan)(guan)理干(gan)部(bu)到(dao)現場職工(gong)(gong),人(ren)人(ren)都管(guan)(guan)(guan)事(shi)(shi)、事(shi)(shi)事(shi)(shi)有(you)人(ren)管(guan)(guan)(guan)、事(shi)(shi)事(shi)(shi)有(you)標(biao)(biao)(biao)(biao)準,真正(zheng)達(da)到(dao)“ 樹一個(ge)樣板(ban),帶(dai)一批精品(pin)” 的目的。二是抓(zhua)細(xi)節(jie)。從源頭抓(zhua)起,從細(xi)節(jie)抓(zhua)起,對(dui)每(mei)件事(shi)(shi)、每(mei)個(ge)過程、每(mei)道工(gong)(gong)序,都做(zuo)到(dao)嚴格控制、考核(he)和監督,如管(guan)(guan)(guan)線(xian)(xian)吊掛(gua)用尺具量(liang)(liang)、軌道敷設用卡具、錨桿安(an)裝(zhuang)拉線(xian)(xian)繩等,每(mei)項施工(gong)(gong)都按(an)照對(dui)標(biao)(biao)(biao)(biao)管(guan)(guan)(guan)理的原則嚴格把關,做(zuo)到(dao)標(biao)(biao)(biao)(biao)準更高(gao),要(yao)求更嚴,確(que)保工(gong)(gong)程質(zhi)量(liang)(liang)、工(gong)(gong)作質(zhi)量(liang)(liang)、文明生(sheng)產(chan)保持靜(jing)態(tai)(tai)、動態(tai)(tai)、常(chang)態(tai)(tai)達(da)標(biao)(biao)(biao)(biao)。三是重實效。在(zai)采(cai)、掘、機、運、通各系統(tong)內在(zai)質(zhi)量(liang)(liang)達(da)標(biao)(biao)(biao)(biao)的基礎上,推(tui)行精細(xi)化(hua)(hua)管(guan)(guan)(guan)理“ 十(shi)化(hua)(hua)” 作業。即:“采(cai)掘質(zhi)量(liang)(liang)精品(pin)化(hua)(hua)、班組崗位(wei)示(shi)范化(hua)(hua)、設備安(an)裝(zhuang)精細(xi)化(hua)(hua)、安(an)全監控數(shu)字化(hua)(hua)、系統(tong)運轉(zhuan)自(zi)動化(hua)(hua)、煤炭開采(cai)智能化(hua)(hua)、牌板(ban)標(biao)(biao)(biao)(biao)識規范化(hua)(hua)、管(guan)(guan)(guan)線(xian)(xian)吊掛(gua)直線(xian)(xian)化(hua)(hua)、物(wu)料碼放(fang)定(ding)置(zhi)化(hua)(hua)、設備管(guan)(guan)(guan)理編(bian)碼化(hua)(hua)”,以優質(zhi)的精品(pin)工(gong)(gong)程助(zhu)推(tui)安(an)全生(sheng)產(chan)。上半年(nian)公司實現了零(ling)(ling)工(gong)(gong)傷和非人(ren)身事(shi)(shi)故零(ling)(ling)目標(biao)(biao)(biao)(biao)。

去年6月份(fen),順(shun)利通過了國家一級標(biao)(biao)準化礦井(jing)驗(yan)收,得到驗(yan)收組領導“望田可作安全(quan)生產標(biao)(biao)準化樣板礦”的(de)一致贊譽,為能(neng)源(yuan)集團(tuan)爭得了榮(rong)譽,樹立了企業品(pin)牌(pai)。

2.打造(zao)(zao)“兩(liang)大工(gong)(gong)(gong)(gong)程”:即平(ping)(ping)安(an)(an)(an)工(gong)(gong)(gong)(gong)程和自主(zhu)(zhu)保安(an)(an)(an)工(gong)(gong)(gong)(gong)程。一是打造(zao)(zao)安(an)(an)(an)全(quan)生產(chan)精細(xi)化(hua)(hua)平(ping)(ping)安(an)(an)(an)工(gong)(gong)(gong)(gong)程。為員(yuan)工(gong)(gong)(gong)(gong)創(chuang)造(zao)(zao)安(an)(an)(an)全(quan)生產(chan)環境(jing)(jing),取消(xiao)(xiao)夜班,努力把員(yuan)工(gong)(gong)(gong)(gong)從(cong)危險環境(jing)(jing)和繁重(zhong)勞動(dong)中(zhong)解放出來,徹(che)底消(xiao)(xiao)滅(mie)薄弱(ruo)班次的(de)(de)安(an)(an)(an)全(quan)隱(yin)患(huan),充分體現(xian)真正(zheng)意(yi)(yi)義上(shang)的(de)(de)“以人(ren)為本”內(nei)涵(han)。同時,取消(xiao)(xiao)夜班之后,減(jian)少現(xian)場作業人(ren)員(yuan)達76人(ren),我們用提高效率的(de)(de)方(fang)式彌補原煤(mei)產(chan)量和掘(jue)進(jin)(jin)進(jin)(jin)尺(chi),保持單產(chan)單進(jin)(jin)水平(ping)(ping)不降低。掘(jue)進(jin)(jin)延米(mi)效率不降反升,提高了40%。二是打造(zao)(zao)安(an)(an)(an)全(quan)生產(chan)精細(xi)化(hua)(hua)全(quan)員(yuan)自主(zhu)(zhu)保安(an)(an)(an)工(gong)(gong)(gong)(gong)程。開展“崗位(wei)雙(shuang)述”活動(dong),在(zai)全(quan)礦(kuang)所有工(gong)(gong)(gong)(gong)種、崗位(wei)中(zhong),堅持落(luo)實手指口述的(de)(de)基(ji)礎上(shang),推行(xing)崗位(wei)描述,讓(rang)職(zhi)(zhi)工(gong)(gong)(gong)(gong)對自己(ji)崗位(wei)的(de)(de)職(zhi)(zhi)責范圍、工(gong)(gong)(gong)(gong)作標(biao)準、崗位(wei)技(ji)能、設(she)備性能、崗位(wei)環境(jing)(jing)、事故預防做到(dao)正(zheng)確無誤的(de)(de)描述,以實現(xian)人(ren)的(de)(de)注意(yi)(yi)力和物的(de)(de)安(an)(an)(an)全(quan)管理高度一致,從(cong)而達到(dao)避(bi)免(mian)違章、消(xiao)(xiao)除隱(yin)患(huan)、杜絕事故,保障施工(gong)(gong)(gong)(gong)及操(cao)作安(an)(an)(an)全(quan)的(de)(de)目的(de)(de),從(cong)根本提高職(zhi)(zhi)工(gong)(gong)(gong)(gong)自主(zhu)(zhu)保安(an)(an)(an)意(yi)(yi)識(shi)、正(zheng)規操(cao)作意(yi)(yi)識(shi)。

3.強(qiang)化“三(san)個注重”:一(yi)是注重規范(fan)現場(chang)(chang)(chang)操(cao)(cao)(cao)作(zuo)(zuo)行(xing)為(wei)(wei),開(kai)展“全員(yuan)行(xing)為(wei)(wei)規范(fan)整治”活動,從員(yuan)工(gong)著裝、行(xing)走(zou)、禮節、用語等基礎(chu)要領入手,規范(fan)井上、下員(yuan)工(gong)的(de)(de)(de)行(xing)為(wei)(wei),促使全員(yuan)自覺(jue)地(di)按標(biao)(biao)(biao)準(zhun)(zhun)作(zuo)(zuo)業(ye),正規操(cao)(cao)(cao)作(zuo)(zuo),上標(biao)(biao)(biao)準(zhun)(zhun)崗,干標(biao)(biao)(biao)準(zhun)(zhun)活,養成良好的(de)(de)(de)行(xing)為(wei)(wei)習(xi)慣。自開(kai)展精細(xi)(xi)化管(guan)理工(gong)作(zuo)(zuo)以(yi)(yi)來,公司現場(chang)(chang)(chang)規范(fan)操(cao)(cao)(cao)作(zuo)(zuo)的(de)(de)(de)人(ren)多(duo)了,誤操(cao)(cao)(cao)作(zuo)(zuo)的(de)(de)(de)人(ren)少(shao)(shao)了;講(jiang)標(biao)(biao)(biao)準(zhun)(zhun)的(de)(de)(de)人(ren)多(duo)了,蠻干的(de)(de)(de)人(ren)少(shao)(shao)了;自我(wo)學(xue)習(xi)提(ti)升的(de)(de)(de)人(ren)多(duo)了,落(luo)后退(tui)步(bu)的(de)(de)(de)人(ren)少(shao)(shao)了”,員(yuan)工(gong)“三(san)違(wei)”次數明顯減少(shao)(shao),公司實現了安全生產(chan)。二是注重加大日常(chang)檢(jian)(jian)查力度,堅持動態(tai)檢(jian)(jian)查和綜合檢(jian)(jian)查相(xiang)結(jie)合現場(chang)(chang)(chang)精細(xi)(xi)化貴在堅持、常(chang)抓不(bu)(bu)懈。堅持日常(chang)檢(jian)(jian)查和動態(tai)檢(jian)(jian)查相(xiang)結(jie)合,檢(jian)(jian)查覆(fu)蓋率達到(dao)100%。同時(shi),不(bu)(bu)定期組(zu)織各(ge)種專項檢(jian)(jian)查,通過檢(jian)(jian)查進(jin)一(yi)步(bu)規范(fan)員(yuan)工(gong)現場(chang)(chang)(chang)操(cao)(cao)(cao)作(zuo)(zuo)行(xing)為(wei)(wei),提(ti)高(gao)(gao)了施工(gong)質量,促進(jin)了現場(chang)(chang)(chang)精細(xi)(xi)化工(gong)作(zuo)(zuo)。三(san)是注重典(dian)型引路(lu),按照“典(dian)型引路(lu),以(yi)(yi)點帶面,循序漸進(jin),全面提(ti)高(gao)(gao)”的(de)(de)(de)工(gong)作(zuo)(zuo)方法,開(kai)展創建“精品工(gong)程”、“精品峒室(shi)”、“精品巷道”、“精品工(gong)作(zuo)(zuo)面”創建活動,以(yi)(yi)此帶動我(wo)礦標(biao)(biao)(biao)準(zhun)(zhun)化工(gong)作(zuo)(zuo)的(de)(de)(de)整體(ti)提(ti)高(gao)(gao)。尋突破(po),促進(jin)現場(chang)(chang)(chang)精細(xi)(xi)化工(gong)作(zuo)(zuo)向縱深(shen)發展。精細(xi)(xi)管(guan)理激活了企業(ye)管(guan)理的(de)(de)(de)積極因素,全面提(ti)升了企業(ye)管(guan)理水平和綜合競爭力。公司先后涌現出楊(yang)繼(ji)勇、方磊、劉靜友(you)等一(yi)批(pi)能源集(ji)團勞動模范(fan)。公司有(you)10多(duo)個班組(zu),20多(duo)名班組(zu)長,受到(dao)集(ji)團公司和能源集(ji)團表彰獎勵。

三、將(jiang)精細(xi)化管理融入技術創新(xin),在(zai)加快“一提雙優”建設(she)中育生企(qi)業發(fa)展新(xin)動能(neng)

我們秉承“創(chuang)新(xin)、創(chuang)造”智慧發(fa)展(zhan),用技術創(chuang)新(xin)撬(qiao)動轉型(xing)升級的(de)創(chuang)新(xin)理(li)念。依托“一個載體”、建(jian)立“二項機制”、注重“三個結(jie)合”,激發(fa)了(le)精細管理(li)提升的(de)動力,推動了(le)企業高質量發(fa)展(zhan)變革。

1.依托“一個載體”:以(yi)創(chuang)(chuang)新工(gong)作室(shi)為(wei)載體,發明創(chuang)(chuang)造,技術攻(gong)關,培育人(ren)才。上半(ban)年,機運(yun)工(gong)區借助高技能人(ren)才創(chuang)(chuang)新工(gong)作室(shi)平臺,完成創(chuang)(chuang)新和改(gai)革(ge)項目10項,節約生產成本約35萬元。

2.建立“二項(xiang)(xiang)機制(zhi)”:一是創(chuang)(chuang)(chuang)(chuang)建激勵(li)機制(zhi),建立了完善(shan)的(de)創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)成(cheng)果(guo)申報、立項(xiang)(xiang)、評價、推廣機制(zhi),設立“創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)獎(jiang)勵(li)基金”,根據成(cheng)果(guo)評價等(deng)級和(he)推廣經濟效益,對項(xiang)(xiang)目(mu)研發人(ren)分別給予3000元至1萬(wan)(wan)元的(de)重(zhong)獎(jiang),對創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)工(gong)(gong)作特殊貢(gong)獻者每月(yue)給予1000元的(de)津貼,營(ying)造(zao)了濃厚的(de)創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)氛(fen)圍,讓(rang)大家重(zhong)創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)、能創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)、會創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)。二是人(ren)才培養(yang)(yang)機制(zhi),通過名師引(yin)領、團(tuan)隊(dui)(dui)合作,撬動“創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)意識”“智慧理念”,培育了一大批技術(shu)骨(gu)干(gan),使創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)工(gong)(gong)作室(shi)成(cheng)為培養(yang)(yang)人(ren)才和(he)創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)項(xiang)(xiang)目(mu)的(de)“孵化器(qi)”。僅綜采隊(dui)(dui)一個創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)工(gong)(gong)作室(shi)就培養(yang)(yang)出(chu)了兩(liang)名區隊(dui)(dui)管理干(gan)部和(he)6名班組(zu)長,創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)28項(xiang)(xiang),創(chuang)(chuang)(chuang)(chuang)效達(da)300多萬(wan)(wan)元。公司2019年(nian)上半年(nian)完成(cheng)創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)項(xiang)(xiang)目(mu)27個,創(chuang)(chuang)(chuang)(chuang)造(zao)直接經濟效益達(da)2639萬(wan)(wan)元。“采空區下(xia)近距離煤層安全開(kai)采技術(shu)研究與實踐”、“山西望田煤系地層沉(chen)積演化及聚(ju)煤規(gui)律研究”,兩(liang)項(xiang)(xiang)研究成(cheng)果(guo)達(da)到了國內(nei)領先和(he)國際(ji)領先水平。

3.注重“三(san)個(ge)結(jie)合(he)(he)”:一(yi)是注重與(yu)安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)(chan)相(xiang)結(jie)合(he)(he),著力構(gou)建(jian)(jian)(jian)科(ke)(ke)技(ji)支(zhi)撐(cheng)體系,針對(dui)影(ying)響威脅安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)(chan)的(de)(de)(de)突(tu)出問(wen)題(ti),進(jin)(jin)行科(ke)(ke)技(ji)攻關,有效地(di)提(ti)(ti)高了(le)(le)(le)現(xian)場(chang)安(an)(an)(an)全(quan)科(ke)(ke)技(ji)保(bao)障能(neng)(neng)(neng)力。無人(ren)(ren)(ren)機(ji)(ji)巡(xun)線,兩個(ge)人(ren)(ren)(ren)一(yi)天(tian)(tian)就完成了(le)(le)(le)原來四個(ge)人(ren)(ren)(ren)一(yi)周的(de)(de)(de)工(gong)(gong)(gong)(gong)作量(liang);氣動(dong)擋車(che)桿(gan)及報警裝置,解決了(le)(le)(le)人(ren)(ren)(ren)工(gong)(gong)(gong)(gong)操(cao)(cao)作繁(fan)瑣(suo)、安(an)(an)(an)全(quan)無法保(bao)證的(de)(de)(de)問(wen)題(ti);綜合(he)(he)自動(dong)化(hua)(hua)平臺的(de)(de)(de)搭建(jian)(jian)(jian),實(shi)現(xian)了(le)(le)(le)礦(kuang)井(jing)安(an)(an)(an)全(quan)數據即時(shi)化(hua)(hua)、生(sheng)(sheng)產(chan)(chan)(chan)(chan)活動(dong)可視化(hua)(hua),保(bao)證了(le)(le)(le)礦(kuang)井(jing)的(de)(de)(de)安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)(chan)。二是注重與(yu)現(xian)場(chang)實(shi)際相(xiang)結(jie)合(he)(he),加(jia)快“ 智(zhi)(zhi)慧礦(kuang)井(jing)”建(jian)(jian)(jian)設,拓展安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)(chan)“大(da)數據”應用,用科(ke)(ke)技(ji)創新加(jia)快“機(ji)(ji)器換人(ren)(ren)(ren)”,減輕(qing)員(yuan)工(gong)(gong)(gong)(gong)勞動(dong)強度(du)。今年五月份建(jian)(jian)(jian)成了(le)(le)(le)龍礦(kuang)集(ji)團首(shou)套薄煤(mei)層智(zhi)(zhi)能(neng)(neng)(neng)化(hua)(hua)工(gong)(gong)(gong)(gong)作面。生(sheng)(sheng)產(chan)(chan)(chan)(chan)工(gong)(gong)(gong)(gong)序(xu)由原來的(de)(de)(de)2名(ming)司機(ji)(ji)跟機(ji)(ji)操(cao)(cao)作、3名(ming)支(zhi)架(jia)工(gong)(gong)(gong)(gong)分段跟機(ji)(ji)拉(la)架(jia),變為(wei)2人(ren)(ren)(ren)工(gong)(gong)(gong)(gong)作面巡(xun)視,比普通工(gong)(gong)(gong)(gong)作面減少9人(ren)(ren)(ren),正(zheng)常回采(cai)期間(jian)每班僅需(xu)要7人(ren)(ren)(ren),一(yi)天(tian)(tian)下(xia)(xia)來減少生(sheng)(sheng)產(chan)(chan)(chan)(chan)和檢修人(ren)(ren)(ren)員(yuan)達18人(ren)(ren)(ren)。智(zhi)(zhi)能(neng)(neng)(neng)化(hua)(hua)開(kai)(kai)采(cai),改(gai)變了(le)(le)(le)傳統(tong)煤(mei)炭(tan)開(kai)(kai)采(cai)方(fang)式,改(gai)變了(le)(le)(le)煤(mei)礦(kuang)工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)的(de)(de)(de)心智(zhi)(zhi)模式,使他們由過去的(de)(de)(de)下(xia)(xia)井(jing)挖(wa)煤(mei)的(de)(de)(de)“煤(mei)黑子”變成了(le)(le)(le)現(xian)在坐在辦公室操(cao)(cao)作電(dian)(dian)腦的(de)(de)(de)“文化(hua)(hua)人(ren)(ren)(ren)”,開(kai)(kai)啟龍礦(kuang)集(ji)團智(zhi)(zhi)能(neng)(neng)(neng)化(hua)(hua)開(kai)(kai)采(cai)新時(shi)代。三(san)是注重與(yu)提(ti)(ti)質增(zeng)效相(xiang)結(jie)合(he)(he),實(shi)施“一(yi)提(ti)(ti)雙優(you)”工(gong)(gong)(gong)(gong)程(cheng),推進(jin)(jin)礦(kuang)井(jing)裝備升級,優(you)化(hua)(hua)生(sheng)(sheng)產(chan)(chan)(chan)(chan)系統(tong),實(shi)現(xian)生(sheng)(sheng)產(chan)(chan)(chan)(chan)方(fang)式變革。優(you)化(hua)(hua)井(jing)下(xia)(xia)煤(mei)炭(tan)運(yun)輸系統(tong)后,7部膠(jiao)帶機(ji)(ji)減為(wei)4部,運(yun)距縮(suo)短1.8公里,遠期釋(shi)放效益(yi)(yi)約2100萬元(yuan);優(you)化(hua)(hua)重復采(cai)動(dong)條件下(xia)(xia)高壓(ya)鐵塔區域的(de)(de)(de)開(kai)(kai)采(cai)方(fang)案,使工(gong)(gong)(gong)(gong)作面增(zeng)加(jia)儲量(liang)46萬噸(dun);優(you)化(hua)(hua)二采(cai)區11號煤(mei)聯合(he)(he)布置增(zeng)加(jia)儲量(liang)15.4萬噸(dun),遠期釋(shi)放效益(yi)(yi)約1640多(duo)萬元(yuan);優(you)化(hua)(hua)13211采(cai)煤(mei)工(gong)(gong)(gong)(gong)藝(yi),可多(duo)回收(shou)64萬噸(dun),增(zeng)加(jia)效益(yi)(yi)6400萬元(yuan)。膠(jiao)帶機(ji)(ji)集(ji)控(kong)(kong)(kong)、變電(dian)(dian)所(suo)泵房無人(ren)(ren)(ren)值守、薄煤(mei)層智(zhi)(zhi)能(neng)(neng)(neng)化(hua)(hua)工(gong)(gong)(gong)(gong)作面等一(yi)大(da)批“一(yi)提(ti)(ti)雙優(you)”創新項目已經落地(di),實(shi)現(xian)了(le)(le)(le)井(jing)下(xia)(xia)膠(jiao)帶機(ji)(ji)、泵房、變電(dian)(dian)所(suo)、地(di)面煤(mei)場(chang)遠程(cheng)遙控(kong)(kong)(kong),減少崗(gang)位工(gong)(gong)(gong)(gong)29人(ren)(ren)(ren)。做到了(le)(le)(le)生(sheng)(sheng)產(chan)(chan)(chan)(chan)管(guan)控(kong)(kong)(kong)可視化(hua)(hua),監測監控(kong)(kong)(kong)全(quan)息化(hua)(hua)、故障診斷智(zhi)(zhi)能(neng)(neng)(neng)化(hua)(hua)、礦(kuang)山開(kai)(kai)采(cai)智(zhi)(zhi)慧化(hua)(hua)。

推行精細化(hua)管理,放大了企業管理效(xiao)能,樹立了企業品(pin)牌(pai),公司先后(hou)被授予“國家一級安全(quan)生(sheng)產標準化(hua)礦(kuang)井(jing)(jing)”“特級安全(quan)高(gao)效(xiao)礦(kuang)井(jing)(jing)”,“忻州市煤(mei)炭工作先進集(ji)體”,“能源集(ji)團(tuan)先進單(dan)位”、“集(ji)團(tuan)公司文明(ming)單(dan)位”、保德縣(xian)“五一”勞動獎狀(zhuang)等榮譽稱號。
