龍礦集團望田煤業:標準精細抓管理 技術創新鑄品牌

望田煤(mei)業是(shi)龍(long)礦(kuang)(kuang)集團(tuan)在山西投(tou)資建(jian)(jian)(jian)設(she)的第三對礦(kuang)(kuang)井(jing),核定生產(chan)能力(li)120萬噸/年(nian),2011年(nian)7月(yue)(yue)開始技改(gai),2014年(nian)建(jian)(jian)(jian)成投(tou)產(chan),2016年(nian)跨入特(te)級(ji)高(gao)產(chan)高(gao)效礦(kuang)(kuang)井(jing)序列,2018年(nian)6月(yue)(yue)順利通過國家一(yi)級(ji)安(an)全(quan)生產(chan)標準化(hua)礦(kuang)(kuang)井(jing)驗收。2019年(nian)5月(yue)(yue)建(jian)(jian)(jian)成山西省的第二(er)個(ge)薄煤(mei)層智能化(hua)工(gong)作面。近年(nian)來,望田煤(mei)業以(yi)建(jian)(jian)(jian)設(she)“安(an)全(quan)高(gao)效礦(kuang)(kuang)井(jing)”目標為(wei)引領,以(yi)精(jing)細(xi)化(hua)管理作為(wei)提(ti)升礦(kuang)(kuang)井(jing)高(gao)質量發展(zhan)的第一(yi)選擇,創新開展(zhan)精(jing)細(xi)管理模(mo)式(shi),將精(jing)細(xi)化(hua)管理理念(nian)貫穿整(zheng)個(ge)安(an)全(quan)生產(chan)經營管理的全(quan)過程,做到“事事有人(ren)管、人(ren)人(ren)有事管、管理有標準、操作有規范(fan)”的管理格局,形成具有望田特(te)色(se)的精(jing)細(xi)化(hua)管理模(mo)式(shi)。

一、將精(jing)細化融入安全(quan)管理,在打造價(jia)值(zhi)認同和標準(zhun)規范(fan)中引領安全(quan)發(fa)展

安(an)全(quan)是(shi)煤(mei)礦的(de)(de)“天字號(hao)”大事。我們在加強京广(guang)航影视官方建設的(de)(de)大環境下(xia),積極(ji)培(pei)育和發展以人為本,安(an)全(quan)為首的(de)(de)安(an)全(quan)文(wen)化(hua),以文(wen)化(hua)為引領,牢樹“一(yi)個理念”,構建“三(san)個體系”,解決“三(san)個問題”,用文(wen)化(hua)鑄造安(an)全(quan)盾牌(pai),形(xing)成精細(xi)化(hua)管理共識(shi),實現了員工家庭幸福與企業經(jing)濟效益的(de)(de)同步(bu)發展。

1.牢樹“一(yi)(yi)(yi)個理(li)(li)念”。就是“讓標(biao)準(zhun)(zhun)成為(wei)(wei)習(xi)慣,讓習(xi)慣符合(he)標(biao)準(zhun)(zhun)”的標(biao)準(zhun)(zhun)化(hua)理(li)(li)念。一(yi)(yi)(yi)是做(zuo)到(dao)(dao)文化(hua)理(li)(li)念培育與員(yuan)工(gong)(gong)(gong)(gong)價值行為(wei)(wei)的統(tong)一(yi)(yi)(yi)。把(ba)員(yuan)工(gong)(gong)(gong)(gong)的“良心活(huo)”提升(sheng)為(wei)(wei)員(yuan)工(gong)(gong)(gong)(gong)的“規范(fan)(fan)活(huo)”,把(ba)員(yuan)工(gong)(gong)(gong)(gong)的感恩行為(wei)(wei)固化(hua)為(wei)(wei)操(cao)作(zuo)標(biao)準(zhun)(zhun),使(shi)精細(xi)管(guan)(guan)(guan)(guan)理(li)(li)文化(hua)更容易、更自覺地被廣大員(yuan)工(gong)(gong)(gong)(gong)所理(li)(li)解和接受。二是做(zuo)到(dao)(dao)管(guan)(guan)(guan)(guan)理(li)(li)目(mu)(mu)標(biao)與員(yuan)工(gong)(gong)(gong)(gong)需求的統(tong)一(yi)(yi)(yi)。在(zai)標(biao)準(zhun)(zhun)管(guan)(guan)(guan)(guan)理(li)(li)、規范(fan)(fan)管(guan)(guan)(guan)(guan)理(li)(li)的基礎上,我們(men)通(tong)過實(shi)(shi)施人本管(guan)(guan)(guan)(guan)理(li)(li),引入親情元(yuan)素,改(gai)善員(yuan)工(gong)(gong)(gong)(gong)心智模式,讓員(yuan)工(gong)(gong)(gong)(gong)在(zai)物質上受益、精神(shen)上滿足,使(shi)企業經營(ying)發展目(mu)(mu)標(biao)體(ti)現員(yuan)工(gong)(gong)(gong)(gong)的意愿(yuan),轉化(hua)為(wei)(wei)廣大員(yuan)工(gong)(gong)(gong)(gong)的統(tong)一(yi)(yi)(yi)目(mu)(mu)標(biao)并愿(yuan)意為(wei)(wei)此去努(nu)力,做(zuo)到(dao)(dao)落實(shi)(shi)工(gong)(gong)(gong)(gong)作(zuo)無(wu)盲(mang)點,使(shi)富有特(te)色(se)的精細(xi)管(guan)(guan)(guan)(guan)理(li)(li)文化(hua)在(zai)公司落地生根、開花結果。

2.構建(jian)“三個(ge)體(ti)系(xi)”。一是(shi)(shi)著(zhu)(zhu)力構建(jian)“安(an)(an)(an)全(quan)(quan)(quan)精(jing)(jing)細(xi)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)責任體(ti)系(xi)”將《安(an)(an)(an)全(quan)(quan)(quan)精(jing)(jing)細(xi)化(hua)(hua)(hua)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)標(biao)準》分(fen)解到(dao)專業,規(gui)(gui)(gui)范(fan)(fan)到(dao)班(ban)組(zu),細(xi)化(hua)(hua)(hua)到(dao)崗(gang)(gang)(gang)位(wei)(wei)(wei)(wei),現場管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)人(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)目標(biao)明(ming)確、分(fen)工(gong)(gong)(gong)(gong)細(xi)致、指導(dao)到(dao)位(wei)(wei)(wei)(wei)、考核嚴(yan)格(ge);崗(gang)(gang)(gang)位(wei)(wei)(wei)(wei)操(cao)(cao)作(zuo)(zuo)人(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)標(biao)準熟悉、責任清楚、行(xing)為(wei)規(gui)(gui)(gui)范(fan)(fan)、操(cao)(cao)作(zuo)(zuo)熟練,做到(dao)“上標(biao)準崗(gang)(gang)(gang),干標(biao)準活”,形成(cheng)了(le)從上到(dao)下(xia)逐(zhu)級落實(shi)、層層負責的標(biao)準化(hua)(hua)(hua)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)體(ti)系(xi)。二是(shi)(shi)著(zhu)(zhu)力構建(jian)“安(an)(an)(an)全(quan)(quan)(quan)德(de)(de)善文化(hua)(hua)(hua)體(ti)系(xi)”。扎實(shi)踐行(xing)“尊嚴(yan)文化(hua)(hua)(hua)”,把“德(de)(de)善文化(hua)(hua)(hua)”融匯到(dao)“尊嚴(yan)文化(hua)(hua)(hua)”之中,大(da)力倡(chang)樹抓好安(an)(an)(an)全(quan)(quan)(quan)就是(shi)(shi)積德(de)(de)行(xing)善,實(shi)現安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)(sheng)產就是(shi)(shi)讓職(zhi)工(gong)(gong)(gong)(gong)享受(shou)最(zui)大(da)尊嚴(yan)的精(jing)(jing)神。全(quan)(quan)(quan)礦副(fu)科級以上管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)人(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)輪流到(dao)區(qu)隊(dui)宣講,通過班(ban)前會、談(tan)心(xin)、聊(liao)天等不同(tong)方(fang)式傳播精(jing)(jing)細(xi)化(hua)(hua)(hua)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)與區(qu)隊(dui)效(xiao)益、安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)(sheng)產之間的關系(xi),將其作(zuo)(zuo)為(wei)轉(zhuan)變作(zuo)(zuo)風(feng)、改變員(yuan)(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)的心(xin)智模式、矯正(zheng)不安(an)(an)(an)全(quan)(quan)(quan)行(xing)為(wei)習慣(guan)的切(qie)入點和(he)突破口,逐(zhu)步培養職(zhi)工(gong)(gong)(gong)(gong)的精(jing)(jing)細(xi)操(cao)(cao)作(zuo)(zuo)意識(shi),掌握安(an)(an)(an)全(quan)(quan)(quan)知(zhi)識(shi),提高操(cao)(cao)作(zuo)(zuo)技(ji)能,最(zui)大(da)限度的滿足安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)(sheng)產的需要。三是(shi)(shi)著(zhu)(zhu)力構建(jian)“班(ban)組(zu)精(jing)(jing)細(xi)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)體(ti)系(xi)”。在實(shi)施精(jing)(jing)細(xi)化(hua)(hua)(hua)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)過程(cheng)(cheng)中,公司(si)劃小核算單位(wei)(wei)(wei)(wei)、把班(ban)組(zu)建(jian)設作(zuo)(zuo)為(wei)保安(an)(an)(an)全(quan)(quan)(quan)、降成(cheng)本、提質量(liang)、創效(xiao)益、建(jian)文化(hua)(hua)(hua)的主抓手,實(shi)施素質提升工(gong)(gong)(gong)(gong)程(cheng)(cheng),致力打造“員(yuan)(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)自(zi)律、班(ban)組(zu)自(zi)主、區(qu)隊(dui)自(zi)控、崗(gang)(gang)(gang)位(wei)(wei)(wei)(wei)增值(zhi)(zhi),精(jing)(jing)細(xi)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)”的班(ban)組(zu)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)模式。建(jian)立(li)了(le)從員(yuan)(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)到(dao)班(ban)組(zu)、區(qu)隊(dui)、專業、公司(si)五個(ge)層面自(zi)下(xia)而上的精(jing)(jing)益生(sheng)(sheng)(sheng)產覆(fu)蓋體(ti)系(xi),規(gui)(gui)(gui)范(fan)(fan)了(le)100多個(ge)崗(gang)(gang)(gang)位(wei)(wei)(wei)(wei)工(gong)(gong)(gong)(gong)種精(jing)(jing)益生(sheng)(sheng)(sheng)產操(cao)(cao)作(zuo)(zuo)流程(cheng)(cheng),制定了(le)128個(ge)崗(gang)(gang)(gang)位(wei)(wei)(wei)(wei)操(cao)(cao)作(zuo)(zuo)規(gui)(gui)(gui)范(fan)(fan)。通過精(jing)(jing)細(xi)化(hua)(hua)(hua)ABC三卡(ka)對(dui)員(yuan)(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)崗(gang)(gang)(gang)位(wei)(wei)(wei)(wei)進行(xing)價值(zhi)(zhi)考核,增強員(yuan)(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)實(shi)現崗(gang)(gang)(gang)位(wei)(wei)(wei)(wei)增值(zhi)(zhi)、個(ge)人(ren)價值(zhi)(zhi)的自(zi)覺性,使被管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)者成(cheng)為(wei)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)的參與者,促進全(quan)(quan)(quan)員(yuan)(yuan)(yuan)(yuan)(yuan)參與精(jing)(jing)細(xi)化(hua)(hua)(hua)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)。

3.解(jie)(jie)(jie)決(jue)(jue)(jue)(jue)“三個問(wen)題(ti)(ti)”:一(yi)(yi)是解(jie)(jie)(jie)決(jue)(jue)(jue)(jue)了(le)(le)(le)(le)難(nan)落實(shi)(shi)的(de)問(wen)題(ti)(ti),建立(li)起了(le)(le)(le)(le)“全(quan)礦-專(zhuan)業-單位-班組-個人”的(de)五級(ji)(ji)精細化管(guan)理(li)(li)(li)責任落實(shi)(shi)體系,按照一(yi)(yi)級(ji)(ji)帶著一(yi)(yi)級(ji)(ji)干,一(yi)(yi)級(ji)(ji)做給一(yi)(yi)級(ji)(ji)看,一(yi)(yi)級(ji)(ji)抓一(yi)(yi)級(ji)(ji),一(yi)(yi)級(ji)(ji)為一(yi)(yi)級(ji)(ji)負責的(de)工作機制,將責任落實(shi)(shi)到(dao)每(mei)一(yi)(yi)名員工,解(jie)(jie)(jie)決(jue)(jue)(jue)(jue)了(le)(le)(le)(le)安(an)(an)全(quan)精細管(guan)理(li)(li)(li)難(nan)落實(shi)(shi)的(de)問(wen)題(ti)(ti)。二是解(jie)(jie)(jie)決(jue)(jue)(jue)(jue)了(le)(le)(le)(le)統(tong)一(yi)(yi)協(xie)調難(nan)的(de)問(wen)題(ti)(ti)。各方(fang)力量(liang)得到(dao)協(xie)同,內耗大(da)大(da)減(jian)少(shao),管(guan)理(li)(li)(li)質量(liang)和(he)效率得到(dao)大(da)幅度提(ti)高,解(jie)(jie)(jie)決(jue)(jue)(jue)(jue)了(le)(le)(le)(le)安(an)(an)全(quan)管(guan)理(li)(li)(li)協(xie)同脫節的(de)問(wen)題(ti)(ti)。三是解(jie)(jie)(jie)決(jue)(jue)(jue)(jue)了(le)(le)(le)(le)獎(jiang)懲激勵發揮不到(dao)位的(de)問(wen)題(ti)(ti)。通過實(shi)(shi)施安(an)(an)全(quan)切(qie)塊工資,激發了(le)(le)(le)(le)干部員工的(de)積極性,使安(an)(an)全(quan)獎(jiang)懲手段發揮出最大(da)效力,解(jie)(jie)(jie)決(jue)(jue)(jue)(jue)了(le)(le)(le)(le)安(an)(an)全(quan)獎(jiang)懲激勵效力不高的(de)問(wen)題(ti)(ti)。

二、將精細化融入(ru)現場管(guan)理,在推進安(an)全生產標準化建設中打造(zao)精品(pin)工程(cheng)

精細化(hua)(hua)管理的(de)落腳點(dian)是(shi)現(xian)場,現(xian)場管理是(shi)企(qi)業管理的(de)根本,更是(shi)企(qi)業的(de)效益所(suo)在。在現(xian)場管理上我們創新工(gong)作思(si)路(lu),突出“一個中心”、打造“兩大工(gong)程”、強化(hua)(hua)“三個注重”,實現(xian)了安全生產(chan)精細化(hua)(hua)。

1.突出(chu)“一個中心(xin)”。即突出(chu)安全生產標(biao)(biao)(biao)(biao)(biao)(biao)準化(hua)(hua)為中心(xin)。一是(shi)(shi)抓(zhua)(zhua)標(biao)(biao)(biao)(biao)(biao)(biao)準。公司制定(ding)精品(pin)標(biao)(biao)(biao)(biao)(biao)(biao)準,推(tui)進“巷道(dao)一次(ci)成型、工(gong)(gong)作一次(ci)達標(biao)(biao)(biao)(biao)(biao)(biao)、質(zhi)量(liang)一勞永逸”,全力打造(zao)“精品(pin)工(gong)(gong)程(cheng)”;從管(guan)理(li)干部(bu)到現(xian)場(chang)職(zhi)工(gong)(gong),人人都(dou)管(guan)事(shi)(shi)(shi)(shi)、事(shi)(shi)(shi)(shi)事(shi)(shi)(shi)(shi)有人管(guan)、事(shi)(shi)(shi)(shi)事(shi)(shi)(shi)(shi)有標(biao)(biao)(biao)(biao)(biao)(biao)準,真正達到“ 樹一個樣(yang)板,帶一批精品(pin)” 的目的。二是(shi)(shi)抓(zhua)(zhua)細節。從源頭抓(zhua)(zhua)起(qi),從細節抓(zhua)(zhua)起(qi),對每件事(shi)(shi)(shi)(shi)、每個過程(cheng)、每道(dao)工(gong)(gong)序,都(dou)做到嚴(yan)格控制、考核和監(jian)督,如管(guan)線(xian)吊(diao)掛(gua)用(yong)尺具量(liang)、軌道(dao)敷(fu)設用(yong)卡(ka)具、錨桿安裝(zhuang)拉線(xian)繩等,每項施工(gong)(gong)都(dou)按照對標(biao)(biao)(biao)(biao)(biao)(biao)管(guan)理(li)的原(yuan)則嚴(yan)格把關,做到標(biao)(biao)(biao)(biao)(biao)(biao)準更高,要求更嚴(yan),確保工(gong)(gong)程(cheng)質(zhi)量(liang)、工(gong)(gong)作質(zhi)量(liang)、文明生產保持(chi)靜態(tai)、動(dong)態(tai)、常態(tai)達標(biao)(biao)(biao)(biao)(biao)(biao)。三是(shi)(shi)重實效。在采(cai)、掘、機、運、通各系統(tong)內在質(zhi)量(liang)達標(biao)(biao)(biao)(biao)(biao)(biao)的基礎上,推(tui)行精細化(hua)(hua)管(guan)理(li)“ 十(shi)化(hua)(hua)” 作業。即:“采(cai)掘質(zhi)量(liang)精品(pin)化(hua)(hua)、班(ban)組崗(gang)位示范(fan)化(hua)(hua)、設備(bei)安裝(zhuang)精細化(hua)(hua)、安全監(jian)控數(shu)字(zi)化(hua)(hua)、系統(tong)運轉(zhuan)自(zi)動(dong)化(hua)(hua)、煤炭開采(cai)智能化(hua)(hua)、牌板標(biao)(biao)(biao)(biao)(biao)(biao)識規范(fan)化(hua)(hua)、管(guan)線(xian)吊(diao)掛(gua)直線(xian)化(hua)(hua)、物料(liao)碼放定(ding)置化(hua)(hua)、設備(bei)管(guan)理(li)編碼化(hua)(hua)”,以優質(zhi)的精品(pin)工(gong)(gong)程(cheng)助推(tui)安全生產。上半年公司實現(xian)了零(ling)工(gong)(gong)傷和非(fei)人身(shen)事(shi)(shi)(shi)(shi)故零(ling)目標(biao)(biao)(biao)(biao)(biao)(biao)。

去年(nian)6月(yue)份,順利通過了(le)國家一級(ji)標(biao)準(zhun)化礦井驗(yan)收(shou),得到驗(yan)收(shou)組領導“望(wang)田(tian)可作安全生產(chan)標(biao)準(zhun)化樣(yang)板礦”的一致(zhi)贊譽,為能源集團爭(zheng)得了(le)榮譽,樹立(li)了(le)企業品(pin)牌。

2.打(da)造“兩大工(gong)(gong)(gong)程(cheng)”:即平(ping)安(an)工(gong)(gong)(gong)程(cheng)和(he)自(zi)(zi)主保安(an)工(gong)(gong)(gong)程(cheng)。一(yi)是(shi)打(da)造安(an)全(quan)(quan)生(sheng)產(chan)精細(xi)化(hua)平(ping)安(an)工(gong)(gong)(gong)程(cheng)。為(wei)員工(gong)(gong)(gong)創造安(an)全(quan)(quan)生(sheng)產(chan)環(huan)境(jing),取消(xiao)夜班(ban)(ban),努力(li)把員工(gong)(gong)(gong)從(cong)危(wei)險環(huan)境(jing)和(he)繁重勞(lao)動(dong)(dong)中解放出來(lai),徹(che)底消(xiao)滅薄弱班(ban)(ban)次的(de)安(an)全(quan)(quan)隱(yin)患,充(chong)分體現真正意(yi)義上(shang)的(de)“以人(ren)為(wei)本”內涵。同時,取消(xiao)夜班(ban)(ban)之后(hou),減少現場作業(ye)人(ren)員達76人(ren),我們用提(ti)高(gao)效率(lv)的(de)方式彌補原煤產(chan)量(liang)和(he)掘(jue)進(jin)進(jin)尺,保持(chi)單產(chan)單進(jin)水平(ping)不(bu)降(jiang)低(di)。掘(jue)進(jin)延米效率(lv)不(bu)降(jiang)反升,提(ti)高(gao)了40%。二是(shi)打(da)造安(an)全(quan)(quan)生(sheng)產(chan)精細(xi)化(hua)全(quan)(quan)員自(zi)(zi)主保安(an)工(gong)(gong)(gong)程(cheng)。開展“崗(gang)位(wei)雙述(shu)”活動(dong)(dong),在全(quan)(quan)礦(kuang)所(suo)有工(gong)(gong)(gong)種、崗(gang)位(wei)中,堅持(chi)落實(shi)手指(zhi)口(kou)述(shu)的(de)基礎上(shang),推行崗(gang)位(wei)描(miao)述(shu),讓職工(gong)(gong)(gong)對自(zi)(zi)己崗(gang)位(wei)的(de)職責范圍、工(gong)(gong)(gong)作標準、崗(gang)位(wei)技能(neng)(neng)、設備性能(neng)(neng)、崗(gang)位(wei)環(huan)境(jing)、事故預防做到正確無誤的(de)描(miao)述(shu),以實(shi)現人(ren)的(de)注意(yi)力(li)和(he)物的(de)安(an)全(quan)(quan)管理高(gao)度一(yi)致,從(cong)而達到避免(mian)違(wei)章(zhang)、消(xiao)除隱(yin)患、杜絕事故,保障(zhang)施(shi)工(gong)(gong)(gong)及操作安(an)全(quan)(quan)的(de)目的(de),從(cong)根本提(ti)高(gao)職工(gong)(gong)(gong)自(zi)(zi)主保安(an)意(yi)識、正規操作意(yi)識。

3.強化(hua)“三個注重(zhong)”:一(yi)是注重(zhong)規(gui)范(fan)(fan)現場操(cao)作(zuo)(zuo)(zuo)(zuo)行(xing)(xing)(xing)為(wei),開展(zhan)(zhan)“全(quan)(quan)員(yuan)(yuan)行(xing)(xing)(xing)為(wei)規(gui)范(fan)(fan)整治”活(huo)動(dong)(dong),從員(yuan)(yuan)工(gong)著裝、行(xing)(xing)(xing)走、禮節、用語等(deng)基(ji)礎要領入(ru)手,規(gui)范(fan)(fan)井(jing)上、下員(yuan)(yuan)工(gong)的(de)行(xing)(xing)(xing)為(wei),促(cu)使(shi)全(quan)(quan)員(yuan)(yuan)自(zi)覺地按標(biao)準作(zuo)(zuo)(zuo)(zuo)業(ye),正規(gui)操(cao)作(zuo)(zuo)(zuo)(zuo),上標(biao)準崗,干標(biao)準活(huo),養成良好的(de)行(xing)(xing)(xing)為(wei)習(xi)慣。自(zi)開展(zhan)(zhan)精細化(hua)管(guan)理工(gong)作(zuo)(zuo)(zuo)(zuo)以來,公(gong)(gong)司(si)現場規(gui)范(fan)(fan)操(cao)作(zuo)(zuo)(zuo)(zuo)的(de)人(ren)多(duo)(duo)了(le)(le)(le),誤操(cao)作(zuo)(zuo)(zuo)(zuo)的(de)人(ren)少了(le)(le)(le);講標(biao)準的(de)人(ren)多(duo)(duo)了(le)(le)(le),蠻(man)干的(de)人(ren)少了(le)(le)(le);自(zi)我學習(xi)提(ti)(ti)(ti)升的(de)人(ren)多(duo)(duo)了(le)(le)(le),落后(hou)退(tui)步的(de)人(ren)少了(le)(le)(le)”,員(yuan)(yuan)工(gong)“三違”次(ci)數明顯(xian)減少,公(gong)(gong)司(si)實現了(le)(le)(le)安全(quan)(quan)生(sheng)產。二是注重(zhong)加大日常檢(jian)(jian)查力度(du),堅(jian)持(chi)動(dong)(dong)態檢(jian)(jian)查和綜(zong)合(he)(he)檢(jian)(jian)查相(xiang)(xiang)結合(he)(he)現場精細化(hua)貴在堅(jian)持(chi)、常抓不(bu)懈。堅(jian)持(chi)日常檢(jian)(jian)查和動(dong)(dong)態檢(jian)(jian)查相(xiang)(xiang)結合(he)(he),檢(jian)(jian)查覆蓋率達到100%。同時(shi),不(bu)定期(qi)組織各種專(zhuan)項(xiang)檢(jian)(jian)查,通過檢(jian)(jian)查進(jin)一(yi)步規(gui)范(fan)(fan)員(yuan)(yuan)工(gong)現場操(cao)作(zuo)(zuo)(zuo)(zuo)行(xing)(xing)(xing)為(wei),提(ti)(ti)(ti)高(gao)了(le)(le)(le)施工(gong)質量,促(cu)進(jin)了(le)(le)(le)現場精細化(hua)工(gong)作(zuo)(zuo)(zuo)(zuo)。三是注重(zhong)典(dian)型(xing)引(yin)路,按照“典(dian)型(xing)引(yin)路,以點帶面(mian)(mian),循(xun)序漸進(jin),全(quan)(quan)面(mian)(mian)提(ti)(ti)(ti)高(gao)”的(de)工(gong)作(zuo)(zuo)(zuo)(zuo)方法,開展(zhan)(zhan)創(chuang)建“精品(pin)(pin)工(gong)程”、“精品(pin)(pin)峒室(shi)”、“精品(pin)(pin)巷道”、“精品(pin)(pin)工(gong)作(zuo)(zuo)(zuo)(zuo)面(mian)(mian)”創(chuang)建活(huo)動(dong)(dong),以此帶動(dong)(dong)我礦(kuang)標(biao)準化(hua)工(gong)作(zuo)(zuo)(zuo)(zuo)的(de)整體提(ti)(ti)(ti)高(gao)。尋突破(po),促(cu)進(jin)現場精細化(hua)工(gong)作(zuo)(zuo)(zuo)(zuo)向縱深發展(zhan)(zhan)。精細管(guan)理激活(huo)了(le)(le)(le)企業(ye)管(guan)理的(de)積極因素,全(quan)(quan)面(mian)(mian)提(ti)(ti)(ti)升了(le)(le)(le)企業(ye)管(guan)理水平和綜(zong)合(he)(he)競爭力。公(gong)(gong)司(si)先后(hou)涌現出(chu)楊繼勇、方磊、劉靜(jing)友等(deng)一(yi)批能源集團勞動(dong)(dong)模范(fan)(fan)。公(gong)(gong)司(si)有10多(duo)(duo)個班組,20多(duo)(duo)名(ming)班組長,受到集團公(gong)(gong)司(si)和能源集團表彰獎勵。

三、將精細(xi)化(hua)管(guan)理(li)融入(ru)技術創(chuang)新,在加(jia)快(kuai)“一提雙(shuang)優”建設中(zhong)育(yu)生企業發展新動能

我們(men)秉承(cheng)“創新、創造”智慧發展,用技術創新撬動轉型升級的(de)創新理念。依(yi)托“一個載(zai)體”、建立“二項(xiang)機制”、注重“三(san)個結合(he)”,激(ji)發了(le)精細管理提升的(de)動力(li),推動了(le)企業高質量發展變革。

2.建立(li)(li)“二(er)項(xiang)(xiang)機(ji)(ji)制(zhi)”:一是(shi)創(chuang)(chuang)(chuang)(chuang)建激勵(li)機(ji)(ji)制(zhi),建立(li)(li)了(le)(le)完善的(de)創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)成(cheng)果申報、立(li)(li)項(xiang)(xiang)、評(ping)價(jia)、推(tui)廣(guang)機(ji)(ji)制(zhi),設立(li)(li)“創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)獎勵(li)基(ji)金”,根據成(cheng)果評(ping)價(jia)等級(ji)和(he)(he)推(tui)廣(guang)經(jing)濟(ji)效(xiao)益,對項(xiang)(xiang)目(mu)研發人(ren)分別給予3000元(yuan)至1萬(wan)元(yuan)的(de)重獎,對創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)工(gong)作特(te)殊貢獻者每(mei)月給予1000元(yuan)的(de)津貼,營(ying)造(zao)了(le)(le)濃厚(hou)的(de)創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)氛圍,讓大家重創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)、能創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)、會創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)。二(er)是(shi)人(ren)才培養機(ji)(ji)制(zhi),通過名師引領、團隊(dui)合作,撬動“創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)意識(shi)”“智慧理念”,培育了(le)(le)一大批技術骨干,使創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)工(gong)作室成(cheng)為培養人(ren)才和(he)(he)創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)項(xiang)(xiang)目(mu)的(de)“孵化器”。僅(jin)綜(zong)采隊(dui)一個創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)工(gong)作室就培養出(chu)了(le)(le)兩(liang)名區隊(dui)管(guan)理干部和(he)(he)6名班組長,創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)28項(xiang)(xiang),創(chuang)(chuang)(chuang)(chuang)效(xiao)達300多萬(wan)元(yuan)。公司2019年(nian)上半年(nian)完成(cheng)創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)項(xiang)(xiang)目(mu)27個,創(chuang)(chuang)(chuang)(chuang)造(zao)直(zhi)接經(jing)濟(ji)效(xiao)益達2639萬(wan)元(yuan)。“采空區下近距離煤層安(an)全(quan)開采技術研究(jiu)與(yu)實(shi)踐”、“山(shan)西望田煤系地層沉(chen)積演化及聚(ju)煤規(gui)律研究(jiu)”,兩(liang)項(xiang)(xiang)研究(jiu)成(cheng)果達到了(le)(le)國(guo)內(nei)領先和(he)(he)國(guo)際領先水平。

3.注重(zhong)“三(san)個(ge)結(jie)合(he)(he)(he)”:一(yi)(yi)(yi)是(shi)注重(zhong)與(yu)安全(quan)(quan)生(sheng)產(chan)(chan)相結(jie)合(he)(he)(he),著(zhu)力(li)構(gou)建(jian)科(ke)技(ji)支撐體系(xi)(xi),針(zhen)對(dui)影響威脅安全(quan)(quan)生(sheng)產(chan)(chan)的(de)突(tu)出(chu)問(wen)題,進行科(ke)技(ji)攻(gong)關,有效(xiao)(xiao)地(di)(di)提(ti)高(gao)了(le)(le)(le)(le)現(xian)(xian)(xian)場(chang)安全(quan)(quan)科(ke)技(ji)保障(zhang)能力(li)。無(wu)人(ren)(ren)(ren)機(ji)(ji)巡線,兩(liang)個(ge)人(ren)(ren)(ren)一(yi)(yi)(yi)天就完成了(le)(le)(le)(le)原(yuan)來(lai)(lai)四個(ge)人(ren)(ren)(ren)一(yi)(yi)(yi)周的(de)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)量;氣(qi)動擋車桿及報警(jing)裝置(zhi),解決了(le)(le)(le)(le)人(ren)(ren)(ren)工(gong)(gong)(gong)(gong)(gong)操(cao)作(zuo)(zuo)繁瑣、安全(quan)(quan)無(wu)法(fa)保證(zheng)的(de)問(wen)題;綜合(he)(he)(he)自動化(hua)(hua)(hua)(hua)平臺的(de)搭(da)建(jian),實現(xian)(xian)(xian)了(le)(le)(le)(le)礦(kuang)井安全(quan)(quan)數據(ju)即時化(hua)(hua)(hua)(hua)、生(sheng)產(chan)(chan)活動可視化(hua)(hua)(hua)(hua),保證(zheng)了(le)(le)(le)(le)礦(kuang)井的(de)安全(quan)(quan)生(sheng)產(chan)(chan)。二是(shi)注重(zhong)與(yu)現(xian)(xian)(xian)場(chang)實際相結(jie)合(he)(he)(he),加快(kuai)“ 智慧礦(kuang)井”建(jian)設(she),拓展安全(quan)(quan)生(sheng)產(chan)(chan)“大數據(ju)”應用,用科(ke)技(ji)創新(xin)加快(kuai)“機(ji)(ji)器換(huan)人(ren)(ren)(ren)”,減輕(qing)員工(gong)(gong)(gong)(gong)(gong)勞動強(qiang)度。今年五(wu)月份(fen)建(jian)成了(le)(le)(le)(le)龍礦(kuang)集團首套薄煤(mei)(mei)(mei)層(ceng)智能化(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)面(mian)。生(sheng)產(chan)(chan)工(gong)(gong)(gong)(gong)(gong)序由原(yuan)來(lai)(lai)的(de)2名(ming)司機(ji)(ji)跟(gen)機(ji)(ji)操(cao)作(zuo)(zuo)、3名(ming)支架工(gong)(gong)(gong)(gong)(gong)分段跟(gen)機(ji)(ji)拉架,變(bian)(bian)為(wei)2人(ren)(ren)(ren)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)面(mian)巡視,比普通工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)面(mian)減少(shao)9人(ren)(ren)(ren),正常回采(cai)期(qi)間每班僅需(xu)要7人(ren)(ren)(ren),一(yi)(yi)(yi)天下來(lai)(lai)減少(shao)生(sheng)產(chan)(chan)和檢(jian)修(xiu)人(ren)(ren)(ren)員達18人(ren)(ren)(ren)。智能化(hua)(hua)(hua)(hua)開(kai)(kai)采(cai),改變(bian)(bian)了(le)(le)(le)(le)傳統(tong)煤(mei)(mei)(mei)炭開(kai)(kai)采(cai)方式(shi),改變(bian)(bian)了(le)(le)(le)(le)煤(mei)(mei)(mei)礦(kuang)工(gong)(gong)(gong)(gong)(gong)人(ren)(ren)(ren)的(de)心(xin)智模式(shi),使(shi)他們(men)由過去的(de)下井挖煤(mei)(mei)(mei)的(de)“煤(mei)(mei)(mei)黑子”變(bian)(bian)成了(le)(le)(le)(le)現(xian)(xian)(xian)在(zai)坐在(zai)辦公室操(cao)作(zuo)(zuo)電腦的(de)“文化(hua)(hua)(hua)(hua)人(ren)(ren)(ren)”,開(kai)(kai)啟龍礦(kuang)集團智能化(hua)(hua)(hua)(hua)開(kai)(kai)采(cai)新(xin)時代。三(san)是(shi)注重(zhong)與(yu)提(ti)質增(zeng)(zeng)效(xiao)(xiao)相結(jie)合(he)(he)(he),實施“一(yi)(yi)(yi)提(ti)雙優(you)(you)”工(gong)(gong)(gong)(gong)(gong)程,推進礦(kuang)井裝備升(sheng)級(ji),優(you)(you)化(hua)(hua)(hua)(hua)生(sheng)產(chan)(chan)系(xi)(xi)統(tong),實現(xian)(xian)(xian)生(sheng)產(chan)(chan)方式(shi)變(bian)(bian)革。優(you)(you)化(hua)(hua)(hua)(hua)井下煤(mei)(mei)(mei)炭運輸系(xi)(xi)統(tong)后,7部膠(jiao)(jiao)帶(dai)機(ji)(ji)減為(wei)4部,運距縮短(duan)1.8公里,遠期(qi)釋放(fang)(fang)效(xiao)(xiao)益約2100萬(wan)(wan)元(yuan);優(you)(you)化(hua)(hua)(hua)(hua)重(zhong)復(fu)采(cai)動條件下高(gao)壓鐵塔區域的(de)開(kai)(kai)采(cai)方案(an),使(shi)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)面(mian)增(zeng)(zeng)加儲(chu)量46萬(wan)(wan)噸(dun);優(you)(you)化(hua)(hua)(hua)(hua)二采(cai)區11號煤(mei)(mei)(mei)聯合(he)(he)(he)布(bu)置(zhi)增(zeng)(zeng)加儲(chu)量15.4萬(wan)(wan)噸(dun),遠期(qi)釋放(fang)(fang)效(xiao)(xiao)益約1640多萬(wan)(wan)元(yuan);優(you)(you)化(hua)(hua)(hua)(hua)13211采(cai)煤(mei)(mei)(mei)工(gong)(gong)(gong)(gong)(gong)藝(yi),可多回收64萬(wan)(wan)噸(dun),增(zeng)(zeng)加效(xiao)(xiao)益6400萬(wan)(wan)元(yuan)。膠(jiao)(jiao)帶(dai)機(ji)(ji)集控(kong)、變(bian)(bian)電所泵房(fang)(fang)無(wu)人(ren)(ren)(ren)值(zhi)守、薄煤(mei)(mei)(mei)層(ceng)智能化(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)面(mian)等一(yi)(yi)(yi)大批“一(yi)(yi)(yi)提(ti)雙優(you)(you)”創新(xin)項目已(yi)經落地(di)(di),實現(xian)(xian)(xian)了(le)(le)(le)(le)井下膠(jiao)(jiao)帶(dai)機(ji)(ji)、泵房(fang)(fang)、變(bian)(bian)電所、地(di)(di)面(mian)煤(mei)(mei)(mei)場(chang)遠程遙控(kong),減少(shao)崗位(wei)工(gong)(gong)(gong)(gong)(gong)29人(ren)(ren)(ren)。做到了(le)(le)(le)(le)生(sheng)產(chan)(chan)管控(kong)可視化(hua)(hua)(hua)(hua),監測(ce)監控(kong)全(quan)(quan)息化(hua)(hua)(hua)(hua)、故障(zhang)診(zhen)斷智能化(hua)(hua)(hua)(hua)、礦(kuang)山開(kai)(kai)采(cai)智慧化(hua)(hua)(hua)(hua)。
