激揚青春耀煤海

   李恒盈,男,1979年(nian)(nian)出生,中共黨(dang)(dang)員,現任(ren)新上(shang)海(hai)(hai)一(yi)號煤礦籌建處(chu)綜采一(yi)工(gong)(gong)區(qu)區(qu)長兼書記。自1999年(nian)(nian)7月(yue)參加工(gong)(gong)作以來(lai),該同(tong)志堅(jian)持立(li)足本職,扎實工(gong)(gong)作,從一(yi)名普通職工(gong)(gong)逐步成長為一(yi)名優(you)秀(xiu)的青年(nian)(nian)管理干(gan)部。先(xian)后(hou)榮(rong)獲上(shang)海(hai)(hai)廟礦業公司“先(xian)進工(gong)(gong)作者”、 “優(you)秀(xiu)共產黨(dang)(dang)員”等(deng)榮(rong)譽稱號,同(tong)時(shi)在他的帶領下綜采一(yi)工(gong)(gong)區(qu)先(xian)后(hou)榮(rong)獲臨礦集(ji)團“先(xian)進黨(dang)(dang)支部”、上(shang)海(hai)(hai)廟經濟(ji)開發區(qu)“優(you)秀(xiu)企業黨(dang)(dang)支部”及鄂托克前旗“優(you)秀(xiu)青年(nian)(nian)生產示范崗”等(deng)榮(rong)譽稱號。

   扎扎實實干好本職工作,是我最大的追求

   這(zhe)是(shi)李(li)恒盈在(zai)工作(zuo)(zuo)中常說(shuo)的(de)(de)一(yi)(yi)句話,他更是(shi)這(zhe)么(me)做的(de)(de)。在(zai)擔任班組長期間,他每天總是(shi)第一(yi)(yi)個到(dao)達工作(zuo)(zuo)面(mian),交(jiao)接工作(zuo)(zuo),排查隱患(huan),檢查工程質量。就是(shi)憑(ping)著一(yi)(yi)股(gu)不怕(pa)累(lei)不怕(pa)苦的(de)(de)精神,贏得了(le)工友們的(de)(de)信(xin)任,出類拔(ba)萃的(de)(de)工作(zuo)(zuo)業績,博得了(le)領導的(de)(de)賞識。2012年(nian)7月,由于工作(zuo)(zuo)需要調入我礦,2013年(nian)3月擔任綜采一(yi)(yi)工區(qu)區(qu)長。

  為積極響應礦(kuang)業公司開展(zhan)的“創建200萬(wan)噸(dun)(dun)(dun)采(cai)煤(mei)(mei)(mei)隊(dui)競賽活動”,李恒(heng)盈召集工(gong)(gong)(gong)區班子認真研究,總結出制約工(gong)(gong)(gong)作(zuo)面推(tui)采(cai)的重(zhong)要因素,并制定出針對性方法和獎懲考核制度(du)(du),有(you)效地(di)保證了工(gong)(gong)(gong)作(zuo)面的順利快速推(tui)采(cai),實現了單工(gong)(gong)(gong)作(zuo)面月(yue)產(chan)20萬(wan)噸(dun)(dun)(dun)的新紀錄,連續5個月(yue)實現單面原煤(mei)(mei)(mei)5000噸(dun)(dun)(dun)/天,人工(gong)(gong)(gong)工(gong)(gong)(gong)效達到38.31噸(dun)(dun)(dun)/人。至(zhi)今,2013年(nian)度(du)(du)單產(chan)單面完成原煤(mei)(mei)(mei)產(chan)量205萬(wan)噸(dun)(dun)(dun),為順利完成全年(nian)生產(chan)任務打下了堅定基礎。

  其中,軟(ruan)(ruan)巖地質條件下的(de)(de)工(gong)作面(mian)(mian)對接(jie)、工(gong)作面(mian)(mian)過(guo)聯絡巷、工(gong)作面(mian)(mian)試采及(ji)工(gong)作面(mian)(mian)回撤造條件,都(dou)是推采過(guo)程(cheng)中遇到的(de)(de)新施工(gong)難題。面(mian)(mian)對沒有可(ke)借鑒參考(kao)的(de)(de)情(qing)況,李恒盈同志深入現場,與職工(gong)共同研究探討,結(jie)合軟(ruan)(ruan)巖地質下的(de)(de)圍巖應力規(gui)律,摸索出“起底三步走”的(de)(de)兩(liang)端(duan)頭(tou)設備快速推移方法,保證了(le)工(gong)作面(mian)(mian)的(de)(de)正常生產(chan)。

   自礦上(shang)推行內(nei)部市場化以來,李(li)恒(heng)盈積極在(zai)工區內(nei)部實施(shi),不斷完(wan)善各(ge)項管理制(zhi)(zhi)度(du),職工積極性得到充分(fen)調動,成(cheng)本(ben)得到有效(xiao)的控制(zhi)(zhi),走(zou)出一條(tiao)直接有效(xiao)成(cheng)本(ben)管理道路。從材料(liao)方面來說(shuo)(shuo),制(zhi)(zhi)定小型(xing)材料(liao)領取(qu)、廢舊材料(liao)回收獎勵(li)的材料(liao)管理制(zhi)(zhi)度(du),從原來每(mei)月材料(liao)消耗超出噸煤定額25元(yuan)的罰(fa)款轉變成(cheng)現在(zai)節約5元(yuan)的獎勵(li);從考核制(zhi)(zhi)度(du)來說(shuo)(shuo),每(mei)月工區堅持(chi)“以點帶(dai)(dai)面、典型(xing)引導、整體推進”的原則,著(zhu)重抓好自身先(xian)進典型(xing)的“評、選、樹”,用典型(xing)的先(xian)進經(jing)驗帶(dai)(dai)動其(qi)他(ta)班組(zu)全面提升,促(cu)進各(ge)班組(zu)健康(kang)有序(xu)進行。

   保證職工平平安安上班,是我最大的責任

   自(zi)參(can)加(jia)工(gong)(gong)作以來,李恒盈一(yi)直(zhi)與基層職(zhi)工(gong)(gong)打交(jiao)道(dao),多年的工(gong)(gong)作實踐使他(ta)(ta)(ta)深(shen)深(shen)體會(hui)到(dao):抓好(hao)安(an)(an)全(quan)工(gong)(gong)作不(bu)僅是一(yi)種責(ze)任(ren),更是一(yi)種感情(qing),是對(dui)職(zhi)工(gong)(gong)兄弟們最大的情(qing)、最好(hao)的愛。因此,在(zai)(zai)區隊管理(li)工(gong)(gong)作中(zhong),他(ta)(ta)(ta)始(shi)終堅持把安(an)(an)全(quan)工(gong)(gong)作放(fang)在(zai)(zai)首(shou)位。每次(ci)下(xia)井,他(ta)(ta)(ta)總是第一(yi)個到(dao)采(cai)煤工(gong)(gong)作面,仔細(xi)察(cha)看工(gong)(gong)作面的安(an)(an)全(quan)狀況,排除各種不(bu)安(an)(an)全(quan)隱患(huan)后,才讓職(zhi)工(gong)(gong)開(kai)工(gong)(gong)干活;在(zai)(zai)施工(gong)(gong)過(guo)(guo)程(cheng)中(zhong),他(ta)(ta)(ta)認真(zhen)(zhen)執行質(zhi)量(liang)(liang)精細(xi)化標準,加(jia)強(qiang)現場(chang)質(zhi)量(liang)(liang)管理(li);堅持每天組織各生產班組進行工(gong)(gong)程(cheng)質(zhi)量(liang)(liang)自(zi)檢(jian)、互檢(jian),認真(zhen)(zhen)總結工(gong)(gong)作中(zhong)存在(zai)(zai)的安(an)(an)全(quan)隱患(huan)和管理(li)漏洞(dong),第二(er)天在(zai)(zai)班前會(hui)上公開(kai)考核(he),對(dui)造成質(zhi)量(liang)(liang)問(wen)題的責(ze)任(ren)人,按(an)責(ze)任(ren)大小給予相應的處理(li),杜絕采(cai)面質(zhi)量(liang)(liang)驗收(shou)走過(guo)(guo)場(chang)、檢(jian)查留死角、考核(he)看關(guan)系(xi)的現象。

   李(li)恒盈經(jing)常這樣教育職工:“如(ru)果安(an)(an)(an)全是千(qian)里之(zhi)堤(di)(di),那隱患就是蟻(yi)穴;蟻(yi)穴可以潰千(qian)里之(zhi)堤(di)(di),安(an)(an)(an)全必須防微杜漸。”為了強化(hua)職工安(an)(an)(an)全無(wu)小事思(si)想,他創造性的(de)提出了“不安(an)(an)(an)全行(xing)為糾(jiu)偏”的(de)安(an)(an)(an)全管理模式,該制(zhi)(zhi)度要求(qiu)班長及以上(shang)管理人員每人每月(yue)必須完成10個(ge)以上(shang)的(de)職工不安(an)(an)(an)全行(xing)為糾(jiu)偏指標,通過(guo)半(ban)年的(de)試驗,效果非常明顯(xian),全區隊違(wei)章率大(da)大(da)降(jiang)低(di),尤(you)其行(xing)為違(wei)章得(de)到了有效控(kong)制(zhi)(zhi),從而切實提高了職工的(de)安(an)(an)(an)全思(si)想意識。

   時時刻刻心系廣大職工,是我最大的財富

   團(tuan)隊的(de)(de)力(li)量是無窮的(de)(de),搞好(hao)區(qu)隊安全(quan)生(sheng)(sheng)產,必(bi)須在(zai)(zai)(zai)帶好(hao)隊伍、凝聚人(ren)心(xin)上(shang)狠下功(gong)夫。在(zai)(zai)(zai)日常工(gong)(gong)(gong)(gong)作(zuo)中(zhong),李恒盈充分發揮情(qing)(qing)感優勢,把每一(yi)(yi)名職(zhi)工(gong)(gong)(gong)(gong)都(dou)當成自己的(de)(de)親兄弟(di),在(zai)(zai)(zai)工(gong)(gong)(gong)(gong)作(zuo)上(shang)給(gei)予大(da)(da)力(li)幫(bang)(bang)(bang)助,對(dui)(dui)生(sheng)(sheng)活(huo)(huo)有困難的(de)(de)職(zhi)工(gong)(gong)(gong)(gong)給(gei)予大(da)(da)力(li)支持。為很好(hao)地掌握區(qu)隊每名職(zhi)工(gong)(gong)(gong)(gong)的(de)(de)工(gong)(gong)(gong)(gong)作(zuo)生(sheng)(sheng)活(huo)(huo)情(qing)(qing)況(kuang)(kuang),他發動工(gong)(gong)(gong)(gong)區(qu)管理人(ren)員在(zai)(zai)(zai)全(quan)區(qu)率先(xian)建立了(le)(le)職(zhi)工(gong)(gong)(gong)(gong)一(yi)(yi)對(dui)(dui)一(yi)(yi)幫(bang)(bang)(bang)扶機(ji)制,對(dui)(dui)區(qu)隊每名職(zhi)工(gong)(gong)(gong)(gong)做(zuo)到(dao)了(le)(le)“四清(qing)(qing)楚(chu)(chu)、五必(bi)幫(bang)(bang)(bang)、六必(bi)談(tan)”,即:對(dui)(dui)職(zhi)工(gong)(gong)(gong)(gong)的(de)(de)家庭情(qing)(qing)況(kuang)(kuang)清(qing)(qing)楚(chu)(chu)、工(gong)(gong)(gong)(gong)作(zuo)優缺(que)點清(qing)(qing)楚(chu)(chu)、個人(ren)愛好(hao)特長清(qing)(qing)楚(chu)(chu)、工(gong)(gong)(gong)(gong)作(zuo)技(ji)能清(qing)(qing)楚(chu)(chu);工(gong)(gong)(gong)(gong)傷病號必(bi)幫(bang)(bang)(bang)、生(sheng)(sheng)活(huo)(huo)困難必(bi)幫(bang)(bang)(bang)、婚喪嫁娶必(bi)幫(bang)(bang)(bang)、家庭發生(sheng)(sheng)意外必(bi)幫(bang)(bang)(bang)、新工(gong)(gong)(gong)(gong)人(ren)入區(qu)必(bi)幫(bang)(bang)(bang);職(zhi)工(gong)(gong)(gong)(gong)三違必(bi)談(tan)、出勤(qin)不正常必(bi)談(tan)、情(qing)(qing)緒反常必(bi)談(tan)、完不成任務必(bi)談(tan)、人(ren)際關(guan)系緊張必(bi)談(tan)、受(shou)到(dao)各類處分必(bi)談(tan)。李恒盈先(xian)后走(zou)訪職(zhi)工(gong)(gong)(gong)(gong)、談(tan)心(xin)100多次,幫(bang)(bang)(bang)助16名后進的(de)(de)職(zhi)工(gong)(gong)(gong)(gong)甩(shuai)掉了(le)(le)落后的(de)(de)帽(mao)子,使(shi)4名違章大(da)(da)王(wang)變成了(le)(le)安全(quan)能手(shou),被大(da)(da)家親切的(de)(de)稱為“知心(xin)區(qu)長”。

   “道雖通(tong)不行不至,事雖小不為不成(cheng)”,李恒盈同志正(zheng)是憑著這種扎(zha)實務(wu)實的工作(zuo)作(zuo)風,充分體現了一名共(gong)(gong)產黨(dang)員的先鋒模范作(zuo)用和煤(mei)礦工人特別能戰斗的精神,在平凡的崗(gang)位上用實際行動詮(quan)釋著新時(shi)期的共(gong)(gong)產黨(dang)員的高尚情懷。
