激揚青春耀煤海

   李恒(heng)盈,男(nan),1979年(nian)出生,中共黨(dang)員,現任新上海一(yi)號煤礦籌(chou)建處綜采一(yi)工(gong)(gong)區區長(chang)兼書記。自1999年(nian)7月參加工(gong)(gong)作(zuo)以來,該同志堅持立(li)足(zu)本(ben)職(zhi),扎實工(gong)(gong)作(zuo),從(cong)一(yi)名普通職(zhi)工(gong)(gong)逐(zhu)步成長(chang)為(wei)一(yi)名優(you)秀(xiu)的青年(nian)管理干部。先(xian)后(hou)榮獲上海廟礦業公司(si)“先(xian)進(jin)(jin)工(gong)(gong)作(zuo)者”、 “優(you)秀(xiu)共產黨(dang)員”等榮譽(yu)稱號,同時在他(ta)的帶領下(xia)綜采一(yi)工(gong)(gong)區先(xian)后(hou)榮獲臨(lin)礦集團“先(xian)進(jin)(jin)黨(dang)支(zhi)部”、上海廟經濟(ji)開發(fa)區“優(you)秀(xiu)企業黨(dang)支(zhi)部”及鄂托(tuo)克前旗(qi)“優(you)秀(xiu)青年(nian)生產示范崗”等榮譽(yu)稱號。

   扎扎實實干好本職工作,是我最大的追求

   這(zhe)是(shi)李恒盈(ying)在(zai)工(gong)(gong)(gong)作(zuo)(zuo)中常說的一(yi)句話,他更是(shi)這(zhe)么做的。在(zai)擔任班組長期間,他每天總是(shi)第一(yi)個到達工(gong)(gong)(gong)作(zuo)(zuo)面(mian),交(jiao)接工(gong)(gong)(gong)作(zuo)(zuo),排查(cha)隱患,檢(jian)查(cha)工(gong)(gong)(gong)程質量。就是(shi)憑(ping)著一(yi)股不怕累(lei)不怕苦的精神,贏得了(le)工(gong)(gong)(gong)友(you)們(men)的信任,出類拔萃(cui)的工(gong)(gong)(gong)作(zuo)(zuo)業績(ji),博得了(le)領導的賞識。2012年7月,由于(yu)工(gong)(gong)(gong)作(zuo)(zuo)需要調入(ru)我礦,2013年3月擔任綜(zong)采(cai)一(yi)工(gong)(gong)(gong)區區長。

  為積極響應礦業公司開(kai)展的(de)“創建200萬(wan)噸(dun)(dun)(dun)采煤隊競(jing)賽活動”,李恒盈召集工區班子認(ren)真研(yan)究,總結出制(zhi)約(yue)工作(zuo)(zuo)面(mian)推(tui)采的(de)重要因(yin)素,并制(zhi)定(ding)出針對(dui)性方法和(he)獎懲考(kao)核制(zhi)度,有效地(di)保證了(le)工作(zuo)(zuo)面(mian)的(de)順利快速推(tui)采,實(shi)現(xian)了(le)單工作(zuo)(zuo)面(mian)月產20萬(wan)噸(dun)(dun)(dun)的(de)新(xin)紀錄(lu),連(lian)續5個月實(shi)現(xian)單面(mian)原煤5000噸(dun)(dun)(dun)/天,人(ren)工工效達到38.31噸(dun)(dun)(dun)/人(ren)。至今(jin),2013年度單產單面(mian)完成(cheng)(cheng)原煤產量205萬(wan)噸(dun)(dun)(dun),為順利完成(cheng)(cheng)全年生產任(ren)務打(da)下了(le)堅定(ding)基(ji)礎。

  其中,軟巖地質條件下的(de)(de)工作(zuo)面(mian)對(dui)接、工作(zuo)面(mian)過(guo)聯(lian)絡(luo)巷、工作(zuo)面(mian)試采及工作(zuo)面(mian)回撤造條件,都是推采過(guo)程中遇(yu)到的(de)(de)新施工難題。面(mian)對(dui)沒有(you)可借(jie)鑒參考(kao)的(de)(de)情(qing)況,李(li)恒盈同志(zhi)深入現(xian)場(chang),與職工共同研究(jiu)探討,結合(he)軟巖地質下的(de)(de)圍巖應力規律,摸(mo)索出“起(qi)底三步走”的(de)(de)兩端頭設備(bei)快速推移方法,保(bao)證(zheng)了(le)工作(zuo)面(mian)的(de)(de)正常(chang)生產。

   自(zi)礦上推行(xing)內部市場化以來(lai)(lai),李恒盈積極在(zai)工(gong)區(qu)內部實(shi)施(shi),不(bu)斷完善各項管(guan)(guan)理制度(du)(du),職工(gong)積極性得到充分調動(dong),成(cheng)本得到有效(xiao)的控制,走出一條直接有效(xiao)成(cheng)本管(guan)(guan)理道路。從材(cai)(cai)料方面來(lai)(lai)說(shuo),制定小型(xing)材(cai)(cai)料領(ling)取、廢舊材(cai)(cai)料回收(shou)獎(jiang)勵(li)的材(cai)(cai)料管(guan)(guan)理制度(du)(du),從原來(lai)(lai)每(mei)月(yue)(yue)材(cai)(cai)料消耗超出噸煤(mei)定額25元的罰款轉(zhuan)變成(cheng)現在(zai)節約5元的獎(jiang)勵(li);從考(kao)核制度(du)(du)來(lai)(lai)說(shuo),每(mei)月(yue)(yue)工(gong)區(qu)堅持“以點帶面、典型(xing)引導(dao)、整體推進(jin)”的原則,著重抓(zhua)好自(zi)身先進(jin)典型(xing)的“評、選、樹”,用典型(xing)的先進(jin)經驗(yan)帶動(dong)其他(ta)班(ban)組(zu)全面提(ti)升,促進(jin)各班(ban)組(zu)健康有序(xu)進(jin)行(xing)。

   保證職工平平安安上班,是我最大的責任

   自參加(jia)工(gong)(gong)(gong)作(zuo)(zuo)以來(lai),李恒盈(ying)一(yi)(yi)直與基層(ceng)職工(gong)(gong)(gong)打交道,多年的(de)工(gong)(gong)(gong)作(zuo)(zuo)實踐使(shi)他(ta)深(shen)深(shen)體會到(dao):抓好(hao)安(an)全(quan)工(gong)(gong)(gong)作(zuo)(zuo)不(bu)(bu)僅是一(yi)(yi)種(zhong)責任(ren),更是一(yi)(yi)種(zhong)感情,是對(dui)職工(gong)(gong)(gong)兄弟(di)們(men)最大(da)的(de)情、最好(hao)的(de)愛(ai)。因此,在(zai)(zai)(zai)(zai)區隊管(guan)理(li)工(gong)(gong)(gong)作(zuo)(zuo)中(zhong)(zhong),他(ta)始終(zhong)堅(jian)持把(ba)安(an)全(quan)工(gong)(gong)(gong)作(zuo)(zuo)放(fang)在(zai)(zai)(zai)(zai)首位(wei)。每(mei)(mei)次下(xia)井,他(ta)總(zong)是第(di)一(yi)(yi)個(ge)到(dao)采(cai)煤(mei)工(gong)(gong)(gong)作(zuo)(zuo)面,仔細察看工(gong)(gong)(gong)作(zuo)(zuo)面的(de)安(an)全(quan)狀(zhuang)況(kuang),排除各(ge)種(zhong)不(bu)(bu)安(an)全(quan)隱(yin)患(huan)后,才讓(rang)職工(gong)(gong)(gong)開(kai)工(gong)(gong)(gong)干活(huo);在(zai)(zai)(zai)(zai)施工(gong)(gong)(gong)過程(cheng)中(zhong)(zhong),他(ta)認真執行質(zhi)量精(jing)細化標準,加(jia)強現場(chang)質(zhi)量管(guan)理(li);堅(jian)持每(mei)(mei)天組(zu)織各(ge)生產班組(zu)進行工(gong)(gong)(gong)程(cheng)質(zhi)量自檢(jian)、互檢(jian),認真總(zong)結工(gong)(gong)(gong)作(zuo)(zuo)中(zhong)(zhong)存在(zai)(zai)(zai)(zai)的(de)安(an)全(quan)隱(yin)患(huan)和管(guan)理(li)漏洞(dong),第(di)二天在(zai)(zai)(zai)(zai)班前會上公開(kai)考核,對(dui)造成質(zhi)量問題的(de)責任(ren)人,按責任(ren)大(da)小(xiao)給予相應的(de)處理(li),杜絕采(cai)面質(zhi)量驗收走過場(chang)、檢(jian)查留死角、考核看關系的(de)現象。

   李恒(heng)盈經(jing)常(chang)這樣教育職(zhi)工(gong)(gong)(gong):“如果安(an)全(quan)是千(qian)里(li)之(zhi)堤(di),那隱患就是蟻穴(xue);蟻穴(xue)可以(yi)潰千(qian)里(li)之(zhi)堤(di),安(an)全(quan)必須防微杜漸(jian)。”為了強化職(zhi)工(gong)(gong)(gong)安(an)全(quan)無小事思(si)想(xiang),他創造性的(de)提(ti)出了“不安(an)全(quan)行(xing)為糾(jiu)偏”的(de)安(an)全(quan)管(guan)理模式,該制度要求班長及(ji)以(yi)上(shang)管(guan)理人員每人每月必須完成(cheng)10個(ge)以(yi)上(shang)的(de)職(zhi)工(gong)(gong)(gong)不安(an)全(quan)行(xing)為糾(jiu)偏指標(biao),通過(guo)半(ban)年的(de)試驗,效(xiao)果非(fei)常(chang)明顯,全(quan)區隊違章率大大降低,尤其行(xing)為違章得到了有效(xiao)控制,從而切實提(ti)高(gao)了職(zhi)工(gong)(gong)(gong)的(de)安(an)全(quan)思(si)想(xiang)意識。

   時時刻刻心系廣大職工,是我最大的財富

   “道雖通不(bu)(bu)行不(bu)(bu)至,事(shi)雖小不(bu)(bu)為不(bu)(bu)成”,李恒盈同志正是憑著這種扎實務(wu)實的(de)工作作風,充(chong)分體現了一名共產黨員的(de)先鋒模范作用(yong)和煤(mei)礦工人特(te)別能戰斗的(de)精神,在(zai)平凡的(de)崗位上用(yong)實際行動詮釋著新時期的(de)共產黨員的(de)高尚情(qing)懷(huai)。
