夯基礎建機制 打通安全防范“大動脈”

安(an)全(quan)(quan)生產是企(qi)業生存(cun)發(fa)展的(de)基(ji)石(shi)。該公司始終堅(jian)持“安(an)全(quan)(quan)第一(yi)(yi)、預防為主(zhu)”的(de)方針,切實發(fa)揮雙(shuang)重預防管(guan)(guan)(guan)(guan)理(li)(li)(li)體(ti)系平臺作用,進一(yi)(yi)步修訂完(wan)善安(an)全(quan)(quan)雙(shuang)重預防管(guan)(guan)(guan)(guan)理(li)(li)(li)機(ji)制,利用互(hu)聯網(wang)、物聯網(wang)技術(shu)手段,建立企(qi)業風(feng)(feng)(feng)險(xian)標(biao)(biao)(biao)準庫、隱(yin)患排查標(biao)(biao)(biao)準庫及標(biao)(biao)(biao)準化(hua)評分標(biao)(biao)(biao)準庫,明確風(feng)(feng)(feng)險(xian)問題清(qing)單(dan)、風(feng)(feng)(feng)險(xian)管(guan)(guan)(guan)(guan)控清(qing)單(dan)、隱(yin)患治理(li)(li)(li)清(qing)單(dan)“三(san)清(qing)單(dan)”目(mu)(mu)標(biao)(biao)(biao),嚴(yan)格落實四(si)級風(feng)(feng)(feng)險(xian)評估、七級隱(yin)患排查,夯基(ji)礎(chu),建機(ji)制,將7S管(guan)(guan)(guan)(guan)理(li)(li)(li)和安(an)全(quan)(quan)標(biao)(biao)(biao)準化(hua)有機(ji)結合,對安(an)全(quan)(quan)風(feng)(feng)(feng)險(xian)管(guan)(guan)(guan)(guan)控措施進行梳理(li)(li)(li)修訂,做到(dao)現場管(guan)(guan)(guan)(guan)理(li)(li)(li)目(mu)(mu)視化(hua)、基(ji)礎(chu)管(guan)(guan)(guan)(guan)理(li)(li)(li)標(biao)(biao)(biao)準化(hua),形成了集風(feng)(feng)(feng)險(xian)分級管(guan)(guan)(guan)(guan)控、隱(yin)患排查治理(li)(li)(li)、安(an)全(quan)(quan)生產標(biao)(biao)(biao)準化(hua)管(guan)(guan)(guan)(guan)理(li)(li)(li)“三(san)位一(yi)(yi)體(ti)”的(de)管(guan)(guan)(guan)(guan)理(li)(li)(li)體(ti)系。嚴(yan)格落實設備缺陷管(guan)(guan)(guan)(guan)理(li)(li)(li),建立設備缺陷定義(yi)、分類(lei)、發(fa)現、消除、驗收、統計(ji)和考核全(quan)(quan)過程管(guan)(guan)(guan)(guan)理(li)(li)(li)機(ji)制,降低缺陷發(fa)生率,逐步實現零事故目(mu)(mu)標(biao)(biao)(biao)。

“我們根據生產車間(jian)的性(xing)質(zhi)和(he)特點(dian),有(you)針對(dui)性(xing)地成立了專項安(an)全(quan)調(diao)查小組進(jin)行自查自糾、風險辨識,各(ge)安(an)全(quan)調(diao)查小組‘因地制(zhi)宜’實施(shi)(shi)分類(lei)安(an)全(quan)生產指導,進(jin)一步健全(quan)車間(jian)安(an)全(quan)管理機(ji)制(zhi)建設(she),強化責(ze)(ze)任落實,實施(shi)(shi)閉環管理。”該公司(si)生產部負責(ze)(ze)人(ren)說。

同時,該公司實施“五(wu)個一”行動(dong)(dong),進一步加(jia)強規范車間跟班(ban)(ban)、值班(ban)(ban)和班(ban)(ban)前(qian)班(ban)(ban)后會制度(du),科學安(an)排勞動(dong)(dong)組(zu)織(zhi)(zhi),合理有序組(zu)織(zhi)(zhi)安(an)全生產,切實實現(xian)(xian)安(an)全責任網格化、系統化,做到(dao)了(le)由過去的被動(dong)(dong)防事故向(xiang)主動(dong)(dong)防隱患轉變,實現(xian)(xian)了(le)關口(kou)前(qian)移(yi)、預(yu)防為主的安(an)全工(gong)作格局(ju)。

重宣教強意識 實現安全防范“全覆蓋”

安(an)(an)全(quan)(quan)(quan)生產(chan)的(de)(de)(de)本(ben)質在(zai)于人(ren)的(de)(de)(de)思想意識。該公司以“安(an)(an)全(quan)(quan)(quan)生產(chan)月”活動(dong)(dong)為(wei)(wei)契機,以生產(chan)經營(ying)、安(an)(an)全(quan)(quan)(quan)環(huan)保、防火、防電等為(wei)(wei)重(zhong)點,按(an)照“干什么、學什么、會什么”的(de)(de)(de)原則,積(ji)極引導(dao)職(zhi)工(gong)(gong)主動(dong)(dong)學習、全(quan)(quan)(quan)面提高,在(zai)全(quan)(quan)(quan)公司開展“安(an)(an)全(quan)(quan)(quan)隱(yin)患(huan)大(da)排查”、“大(da)學習、大(da)考(kao)核、大(da)提升”“安(an)(an)全(quan)(quan)(quan)知識競賽(sai)”等一系列活動(dong)(dong),提升職(zhi)工(gong)(gong)安(an)(an)全(quan)(quan)(quan)防范意識。為(wei)(wei)進一步提高安(an)(an)全(quan)(quan)(quan)宣傳覆蓋(gai)面,他們(men)還采取安(an)(an)全(quan)(quan)(quan)宣講、警示教(jiao)育、班前班后(hou)會、發放(fang)明白紙等形(xing)式多樣(yang)的(de)(de)(de)安(an)(an)全(quan)(quan)(quan)宣傳教(jiao)育,重(zhong)點加(jia)強對新職(zhi)工(gong)(gong)、轉崗人(ren)員的(de)(de)(de)安(an)(an)全(quan)(quan)(quan)培(pei)訓。

“通過(guo)現(xian)(xian)場調研發(fa)現(xian)(xian),普遍(bian)反映(ying)培(pei)訓采用‘老師講、學(xue)員(yuan)聽(ting)’集中式(shi)傳統培(pei)訓模式(shi),職(zhi)(zhi)工只能被動(dong)地接受(shou)安全(quan)(quan)(quan)教(jiao)育,職(zhi)(zhi)工感到(dao)乏味、厭學(xue)。為此,山東玻纖立足工作(zuo)實際,將(jiang)培(pei)訓重心下沉(chen),制定標準化培(pei)訓流程,以班(ban)組(zu)為單位進(jin)行安全(quan)(quan)(quan)宣教(jiao)。”該公(gong)司培(pei)訓中心助理齊元(yuan)寶說道(dao)。班(ban)組(zu)每天進(jin)行現(xian)(xian)場講解(jie)安全(quan)(quan)(quan)規范操作(zuo)流程、現(xian)(xian)場提(ti)問(wen)(wen)崗(gang)位安全(quan)(quan)(quan)知(zhi)識(shi),同(tong)時對提(ti)問(wen)(wen)回答錯誤或(huo)者不(bu)規范的(de)進(jin)行批評教(jiao)育,并按(an)照安全(quan)(quan)(quan)考(kao)核(he)進(jin)行落(luo)實,形成了(le)一(yi)講、一(yi)問(wen)(wen)、一(yi)落(luo)實“三個一(yi)”安全(quan)(quan)(quan)宣教(jiao)模式(shi),做(zuo)到(dao)了(le)理論與實際相結合,安全(quan)(quan)(quan)知(zhi)識(shi)得到(dao)進(jin)一(yi)步鞏固。截至(zhi)目(mu)前,組(zu)織進(jin)車間下班(ban)組(zu)宣講6次(ci),發(fa)放安全(quan)(quan)(quan)宣傳資料1000余份,形成了(le)共筑安全(quan)(quan)(quan)防(fang)線的(de)良好氛圍(wei)。

與(yu)此同(tong)時(shi),針對職工(gong)(gong)受教育程度不同(tong),該公司結合(he)實(shi)(shi)(shi)際,立足(zu)崗(gang)(gang)位工(gong)(gong)種(zhong),“以點(dian)帶面(mian)”,以班組為單位分(fen)專業開展培(pei)訓(xun)(xun)。為增強安(an)(an)(an)(an)全(quan)培(pei)訓(xun)(xun)的(de)(de)實(shi)(shi)(shi)效性,他們(men)實(shi)(shi)(shi)行(xing)教考分(fen)離,通過理論考試(shi)、現場問答、操作模擬(ni)等(deng)(deng)方式提高培(pei)訓(xun)(xun)質量,實(shi)(shi)(shi)現安(an)(an)(an)(an)全(quan)培(pei)訓(xun)(xun)的(de)(de)“現場化”。同(tong)時(shi),每(mei)季度對群監員、協管員進(jin)行(xing)應急(ji)知識(shi)培(pei)訓(xun)(xun),突(tu)出法律、安(an)(an)(an)(an)全(quan)和應急(ji)避(bi)險等(deng)(deng)知識(shi),職工(gong)(gong)的(de)(de)安(an)(an)(an)(an)全(quan)防(fang)范意識(shi)和自我保護意識(shi)得到(dao)全(quan)面(mian)提升,實(shi)(shi)(shi)現了(le)安(an)(an)(an)(an)全(quan)防(fang)范“全(quan)覆蓋”。此外(wai),對于不合(he)格(ge)人員,開展認(ren)真(zhen)細致(zhi)、切實(shi)(shi)(shi)有效的(de)(de)思想工(gong)(gong)作,進(jin)行(xing)再培(pei)訓(xun)(xun)再教育,做(zuo)到(dao)持證上崗(gang)(gang)安(an)(an)(an)(an)全(quan)做(zuo)事(shi),堅(jian)決不允許不合(he)格(ge)的(de)(de)人員上崗(gang)(gang)。

嚴巡查重落實 做到安全隱患“零容忍”
